General Plan Amendment and City Services Community Facilities District Local Goals and Polices
Assistant City Manager Kleinbaum defined the term Community Facilities District (CFD) as a special financing district in which funds authorize public services or improvements via a special assessment. She further explained that a CFD provides an option for developers to mitigate their fiscal impact to the City through annual payments as opposed to an upfront exaction.

She stated that the City wishes to establish a CFD to limit fiscal impact on the City as stated in the General Plan for new development. A CFD will mitigate State take aways and establish locally controlled revenue sources to ensure Belmont’s financial self-reliance.

She outlined the process of creating a CFD in the City and stated that the City completed a fiscal impact in January of 2022 resulting a net positive impact for Commercial and industrial development and a net negative impact for all housing categories. She noted that affordable Combined Agency Meeting Minutes

housing is exempt from special tax regardless of impact. She explained that a need to study fiscal impact of institutional development such as the NDNU project arose.

She explained the general plan amendments required and explained that the item was approved at the Planning Commission level, she outlined in the resolutions for Council consideration.

She also confirmed that developers can choose to opt out and pay a lump sum rather than opting for a pay overtime model, with no impact on how much is paid. She noted that rates are subject to change as the CFD is formed and can be changed with new fiscal impact analysis on future annexations.
