GENERAL BUSINESS
Business License Tax Update
Management Analyst Clark provided a review of the proposed alternative business license tax model.
City Consultant GodBe provided an update on the survey results that evaluated support for City services and priorities. He noted that 65% of respondents indicated support for a potential ballot measure revising the City’s BLT program. He noted that a simple majority would pass the measure.
Ms. Clark explained that the model Council concurred with ties business license fees to business revenues, applying rates by business category to adjust for those with narrower margins, like restaurants and retail establishments, thus addressing a primary concern about business receipts models. Though some businesses, especially those with higher revenues that would see an increase from present rates under this model, an estimated 63% of Belmont-based businesses would see decreases, largely due to the elimination of the current $341 flat tax, which the most of Belmont businesses pay.
She noted that the proposed BLT model also includes a potential category for cannabis businesses, with a rate not to exceed 10% of business receipts. She explained that this is the most common rate adopted by other jurisdictions, and the rates applied to cannabis businesses are typically between 4% and 6%. Ms. Clark concluded her presentation.
Public Comment received from Mary Morrissey Parden, Allan Parker, Robert Yapp, Leslie, and emailed comment.
