The City’s negotiating team and the BPOA negotiation team have been meeting in good faith and the parties reached tentative agreement on February 25, 2025.
Analysis
The proposed Memorandum of Understanding includes the following key provisions:

The City will conduct a salary survey for all sworn classifications in December 2026. Both parties agree to use the same benchmark jurisdictions of Redwood City, Palo Alto, Atherton, Campbell, San Mateo, Los Gatos, Colma, Menlo Park, Foster City, San Mateo County, Daly City, Los Altos, South San Francisco, Hillsborough, East Palo Alto, Brisbane, San Bruno, Burlingame, and Pacifica. In January 2027, if the salary survey for the sworn positions (Police Officer, Police Corporal, and Police Sergeant) reveals that all of these classifications are more than three and one-half percent (3.5%) below the median, the parties will reopen negotiations specifically to address the potential market equity adjustment for the Police Officer, Police Corporal, and/or Police Sergeant positions.

Effective the first full pay period in July 2025, and each July thereafter, employees in sworn classifications with a minimum of 10 years of law enforcement experience, including at least one (1) year in a special assignment or collateral duty, will receive a lump sum payment of $3,000.

☐ No Fiscal Impact
☒ Funding Source Confirmed:
The financial impact of the revisions to the compensation and benefit plan have been analyzed. The current fiscal year budget had included an assumption of overall personnel cost increases across labor groups; however, the proposed terms of the BPOA MOU will require a supplemental appropriation for the division listed in Exhibit A of the Resolution (Attachment A) to reflect the personnel cost adjustment in the BPOA Safety employee group. Subsequent revisions to the Compensation and Benefit Plan as outlined above will be incorporated into the FY 2025-26 budget and long-term financial plan.

The City will apply the deduction in the next full pay period following receipt of written notice from the Association. The City will remit the deduction within 7 business days of the payday for that pay period and provide the Association a list of employees who had dues deducted. The Association will indemnify, defend, and hold harmless the City for all claims of any kind (including attorney’s fees) made by the member for deductions made in reliance on the certification by the Association.

Such Y rate of pay shall be discontinued when the incumbent ceases to occupy the position or whenever the maximum pay of the salary assigned to the lower classification equals or exceeds such Y rate.
