Recommendation
Adopt a resolution amending the City's Master Employee Pay Schedule to maintain compliance with California Public Employees Retirement System (CalPERS) regulations.

Background
In accordance with CalPERS regulations and California Code of Regulations (CCR) Section 570.5, the City must maintain a detailed record of all established positions, including pay rates, effective dates, time base, and revision history. The City Council most recently approved the Master Employee Pay Schedule in December 2024 through Resolution No. 2024-80.
Analysis
The updates captured in the revised Master Employee Pay Schedule (Exhibit A) are limited to the following:
Wage Adjustments
• Implementing the January 2025 wage increases for the Belmont Police Officers Association (BPOA), as approved by the City Council in the 2025-2028 Memorandum of Understanding. • Implementing the January 2025 wage increase for the Mid-Management Confidential Employees Association (MMCEA), as approved by the City Council in the 2025-2028 Memorandum of Understanding.
• Implementing the January 2025 wage increase for the Unrepresented Confidential and City Clerk employee groups, which maintain wage parity with the MMCEA group.

RESOLUTION NO. 2025 –
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BELMONT ADOPTING THE CITY’S REVISED MASTER EMPLOYEE PAY SCHEDULE IN ACCORDANCE
WITH CALFORNIA PUBLIC EMPLOYEES RETIREMENT SYSTEM
REGULATIONS
WHEREAS, the latest version of the City’s Master Employee Pay Schedule was approved by the City Council on December 3, 2024 via Resolution 2024-80; and, WHEREAS, California Public Employees Retirement System (CalPERS) regulations, as outlined in California Code of Regulations Section 570.5, require that pay schedules must be approved and adopted by the City Council during a public meeting; and, WHEREAS, Pay rates approved by the City Council through the Belmont Police Officers Association Memorandum of Understanding and the Mid-Management Confidential Employee Association Memorandum of Understanding for the 2025-2028 period necessitate updates to the publicly available pay schedule to ensure compliance with CalPERS regulations:

WHEREAS, the Unrepresented Confidential and City Clerk groups align their wage structure with the Mid-Management Confidential Employee Association group, as outlined in their approved compensation and benefits plans, necessitating corresponding adjustments to their pay rates.
NOW, THEREFORE, the City Council of the City of Belmont resolves as follows:
SECTION 1. The Revised Master Employee Pay Schedule attached hereto as Exhibit A is approved and adopted.
