A. Age Friendly Action Plan
Presented by Ann O'Brien - Center for Age Friendly Excellence.
B. Proclamation and Presentation Designating October 5-11 as Fire Prevention Week Councilmember McCune read the proclamation.
San Mateo Consolidated Fire Marshall Carissa Workman provided a presentation on fire safety.
C. Proclamation Designating September 22-26 as Stormwater Awareness Week Vice Mayor Pang Maganaris read the proclamation.
City Manager Oskoui introduced newly appointed Public Works Director Edric Kwan.
D. Proclamation Observing October as Indigenous People's Month Councilmember Jordan read the proclamation.
E. Proclamation Designating October as Domestic Violence Awareness Month Vice Mayor Pang-Maganaris read the Proclamation
Melissa Gibbs, CORA Senior Manager of Legal Services (CORA – Community Overcoming Relationship abuse), provided an of the services provided by CORA.

CONSENT BUSINESS
Approval of Council Meeting Minutes for July 8, 2025 and August 26, 2025 Adoption of Ordinance 2025-1190 conforming the City Code to organizational changes, updating construction contracting award thresholds, streamlining and repealing unneeded city regulations, amending fireworks regulations, and adding requirements for the management of property.
ACTION: On a motion made Councilmember McCune and seconded by Jordan the Consent Business was approved by a roll call vote. (3-2, Councilmember Latimerlo and Mayor Mates absent).

GENERAL BUSINESS
A. Silicon Valley Clean Water (SVCW) Capital Improvement Program (CIP) Update Matt Zucca, SVCW General Manager and Jaime Trejo provided an update on Silicon Valley Clean Water (SVCW)’s capital improvement program (CIP) and related financing plan.
Council discussion ensued; no action taken.
B. Designation of Voting Delegate and Alternate for League of California Cities Annual Conference October 8-10, 2025 ACTION: On a motion made by and seconded by Councilmember McCune and seconded by Councilmember Jordan, Mayor Mates was designated as the voting delegate at the League of California Cities Annual Conference October 8-10, 2025.
