Dear Respected Mayor Mates, Vice Mayor Pang-Maganaris and City Council Members, Good Afternoon
Thank you for the opportunity to review/distribute this Public Comment and to include this in the record at today's 2/24/2026 Belmont City Council Meeting to request to review on the process and requirements for the Certificate of Compliance (CoC) for my two Belmont Lots 043094040 (Lower Lock Avenue) & 043042740 (Bartlett Way).
I also had the opportunity to speak during the Public Comment of the previous couple of Belmont Planning Commission Meeting regarding this matter.
Please kindly review our Belmont land Parcels (APN: 043094040 & 043042740) already has the Notice of Mergers (attached to this email).
The Notice of Merger is considered valid and official as a lot line adjustment by the county of San Mateo, County of Santa Clara or several San Mateo county cities considers the Notice of Merger as enough requirement to provide the CoC.
1. Please kindly provide the reason why Belmont is not considering the 'Notice of Merger' as a sufficient requirement to provide the CoC for our lots.
2. Also if the requirements to provide CoC needs to be re-reviewed, I would like to Please kindly request City to review on the process and requirements on providing the CoC.
Thank you for your time and consideration. Hope we can build a small 800 sf home in our HRO2 lot, the dream we have been living ever since buying the land in 2020, to be a resident of Belmont.
