Proposed 2027
Schedule L and Schedule Q
Rates
Overview of Franchise Agreement and Rate Setting Process Rate Year 2027 is the seventh year of the amended and extended agreement
Rate setting process:
• Each July, Recology calculates the “maximum rates” for scheduled and additional services
• Recology’s data and information is independently audited • City and HDR independently review calculations of “maximum rates” • City adopts solid waste rates that do not exceed the Contractor’s calculated “maximum” rates
The calculation of “maximum rates” is formula-driven and specified in Section 11 of the Agreement
Rate Year 2027 adjustments include contractually outlined depreciation expense update
3 Rate Year 2027 Application
4 Base Contractor’s increase 5.37% • Base contractor “component” CPI index adjustments
• Depreciation adjustment for vehicles • 5% cap carry forward could apply Pass-Through increase 6.79%
• Disposal and Agency costs
2027 Adjustment Multiplier • (2027 Total Target Revenue ÷
2026 Total Target Revenue) - 1 = 6.09%
• Summary of components to 2027 rates

Overview of Schedule Q (Additional Services) Calculations of “Maximum” Rates
Schedule Q is related to additional services (e.g., extra pickup, community drop-off events, etc.)
Schedule Q uses a different rate index than Schedule L for its annual adjustments
Schedule Q is adjusted annually by CPI-U General
formula
• 2026 calculation for 2027 rates = (April 2026 CPI-U/April 2025 CPI-U = % adjustment)
2027 rate is a 3.80% increase over 2026 rates
7 Recommendation and Council Discussion
HDR and the City have independently reviewed the study and concluded that the resulting maximum rates for 2027 were calculated in a manner consistent with the Agreement
• Schedule L – Maximum rate adjustment multiplier is 6.09% • Schedule Q – Additional Services are proposed to increase by the CPIU General calculation of 3.80% HDR would recommend:
• The City move forward with the Proposition 218 process for the proposed 2027 rates
• Set a Public Hearing date for the public protest hearing on November 24, 2026
