1. CALL TO ORDER
The Special Meeting of the Belvedere City Council was convened at 5:30 p.m. in the City Council Chambers by Mayor Peter Mark
2. ROLL CALL
PRESENT: Councilmembers James Lynch, Sally Wilkinson (via Zoom), Vice Mayor Jane Cooper, Mayor Peter Mark
ABSENT: Nancy Kemnitzer
STAFF PRESENT: City Manager Robert Zadnik, Attorney Ann Danforth, Planning and Building Director Rebecca Markwick, Police Chief Jason Wu, and City Clerk Beth Haener
3. PUBLIC HEARINGS
Planning and Building Director Rebecca Markwick, Andrew Hill of Dyett and Bhatia, and Attorney Ann Danforth presented the Public Hearing Items and took questions from Council.
3.A. Public Hearing to Consider and adopt a resolution approving the Draft Initial Study Mitigated Negative Declaration for the Revised 6th Cycle Housing Element and Implementing Actions, including, without limitation, Amendments to the City's Zoning Ordinance Mayor Mark called for public comment on item 3.A. and, seeing none, closed the public comment.
MOTION: A motion was made by Councilmember Lynch, seconded by Councilmember Cooper to approve the Resolution 2024-01 adopting a Mitigation Negative Declaration and Mitigation Monitoring program for the Housing Element Update 2023-2031 and Implementing Actions

3.B. Public Hearing to Consider the proposed draft Housing Element Update 2023- 2031, and move to approve Resolution No. 2024-02, approving the draft Revised 6th Cycle Housing Element Update 2023-2031 for submittal to the State Department of Housing & Community Development (HCD)
Mayor Mark called for public comment on item 3.B. Public comment was made by the following: Andrew Allen, Riley Hurd, Jim Allen, Mark Wolfe, and Bruce Dorfman.
MOTION: A motion was made by Councilmember Lynch, seconded by Councilmember Cooper to approve Resolution No. 2024-02
approving the draft revised 6t Cycle Housing Element Update 2023- 2031 for submission to the State Department of Housing & community Development (HCD) for review & certification, witl evisions requested by Counci

3.C Introduction and first reading of an Ordinance Amending the Zoning Code for Compliance with the Revised 6h Cycle Housing Element
Mayor Mark called for public comment on item 3.C. and, seeing none, closed the public comment.
MOTION: A motion was made by Councilmember Cooper, seconded by Councilmember Lynch to approve the first reading of the Zoning Ordinance Amendments by reading the title of the ordinance, to waive further reading and direct staff to agendize the ordinance for adoption at the Council's regular meeting of January 22, 2024.
