Suzanne Thorsen reviewed the Staff report and a PowerPoint presentation.
Council Member Largaespada and Staff discussed whether there was an expiration date on the funds (Yes. there is a 5-year window to expend the funds.), whether the funds could be returned if they are not used, and whether the funds for House of Hope could be used for design, architecture, etc. (Yes, as long as the costs result in the production of housing.).
Mayor Young and Staff discussed whether extremely and very low housing in the plan, possibly setting up an accessory dwelling unit (ADU) grant program, concerns regarding the condition of the carpets at Casa de Vilarrasa, making it clear that Council's preference that the carpets need to be replaced, and whether House of Hope is a safe house or transitional housing, and concern regarding the estimated building costs for House of Hope.
Council Member Strawbridge and Staff discussed how the funding allocations for the projects were decided, and whether the funding for Casa de Vilarrasa would cover the cost for heating and air conditioning. Council Member Strawbridge would prefer to combine the funding that was proposed for the ADU grant program and split it evenly between House of Hope and Casa de Vilarrasa and forgo the loans.
5 Vice Mayor Campbell and Staff discussed House of Hope and whether it would be better to be listed as a safe house or transitional housing. They also discussed the safety concerns with the address being disclosed. They also discussed how many ADU's were built last year (10), and support for the ADU grant program.
