All Council
Vigorous Opposition to GOP Budget C.uts
WARNING: This is not a City of Berkeley email. Do not click links or attachments unless you trust the sender and know the content is safe .
. Please be as vigorous as possible in opposing the GOP budget that slashes $2T from Medicaid, SNAP and Social Security while protecting tax breaks for the wealthy. These cuts will devastate working families, seniors like me, and vulnerable communities. We need articulate speakers to be out there holding rallies, making news, on social media, etc. and telling· stories about the devastating consequences of this proriosed budget. Could you collect testimony at one of the council meetings? How about an online rally where we can all tell our stories and share our concerns? We need to build momentum.

Thank you! I appreciate your consideration.

Honorable Mayor and Members of the City Council
Kitt Saginor, Chair
Vacancies on the Fair Campaign Practices and Open
Government Commissions
The Fair Campaign Practices Commission ("FCPC") and Open Government Commission ("OGC")1 now have only five of nine seats filled, due in part to members moving out of Berkeley. Both Commissions have quasi-judicial responsibilities in the enforcement of and ensuring compliance with the Berkeley Election Reform Act (BMC Ch. 2.12), the Open Government Ordinance (BMC Ch. 2.06) and the Lobbyist Registration Act (BMC Ch. 2.09). These enforcement responsibilities require the knowledge and hard work of all members. Vacancies impact our ability to deal with election and public information matters in a timely fashion.

These vacancies also raise concerns for the Commissions ,regarding Brown Act compliance, as each Commission's subcommittees typically consist of three members, which now constitute a quorum of the Commission.

The Berkeley Election Reform Act directs that "Vacancies on the commission shall be filled, within thirty days, by appointment of the same official, or his or her successor, who appointed the prior holder of the position." (BMC § 2.12.190.) We respectfully request that members of the City Council fill these vacancies at their earliest convenience. 2
Sincerely,
Kitt Saginor
Chair
Fair Campaign Practices Commission
Open Government Commission
cc: Mark Numainville, City Clerk
I Pursuant to Berkeley Municipal Code section 2.06.190, the OGC consists of the members of the FCPC.

The two commissions typically meet concurrently.
2 The following seats are vacant: District 2, District 5, District 7, Mayor. 2180 Milvia Street, Berkeley, CA 94704 Tel: 510.981.6998 TDD: 510.981.6903 Fax: 510.981-6960 E-mail: [email protected]

Re: Chess Club
20250224_134552Jpg
Today, Monday 2/24 at approximately 1:30, while one of my foreign Cal students sat at a chess table; waiting on her chess opponent, a large Chemex cement truck driver, parked his spinning cement truck in the red zone next to our tables after exiting Peoples Park. He asked if he could play chess, "a quick one," he said: When informed by other members that we are an assembly opposed to the development of Peoples Park and no construction workers may play at our club, he flipped our chess pieces onto the ground, destroying a $75 chess set, and threatened another player with physical violence while saying, "Fuck you nigger, I'm going to give you what you want. I'll be back." He climbed in the truck, where I photographed him and his truck #6248, and said once more, "I will be back up to "show you what I got." He was more than threatening and aggressive. Again attempting to bait me and our club into a violent response. We did not respond. I will be making a report with UCPD and BPD when I get a break today. Again we continue to document the continued harassment and intimidation from the employees and contractors working for UC Capital Strategies. We have asked many times to stop the harassment of our chess club.

Chess Club chairman

To The University of California,
We continue highlighting the ongoing debauched People's Park project. Rubin Lizardo and the UC Capital Strategies Office have been taking part in the harassment of our chess club and food distribution location on Telegraph and Haste. This is being done daily using Webcor and Blackstone asset management, their private security employees, and police. UC Capital Strategies continues to harass our local community and chess club chairman.

In bypassing the EIR (environmental impact report), the UC is moving on with construction as if people are not present around the construction site. Fifty trucks a day travel through the intersection throwing rocks and debris; the threats and harassment from construction workers are too many to name.

The clear effort using government and police to remove our community activities from Telegraph Avenue is now corroborated by the fact that park developers are moving into the Fred Cody Building, directly next door to our chess club and Food Not Bombs serving location.

Kevin Gordon (Gordon Real Estate) has rented space to UC Capital Strategies and their contractors on Telegraph Avenue, directly next door to our chess club, in the Fred Cody Building. Now we see the re.ason for the year of assaults and harassment by your developers. A clear effort to remove us.

Our community seriously questions the wisdom of this move, seeing as how the UC has many offices they could provide developers, in order to deescalate the situation.

Tuesday, 1/28, saw police called for a free speech, Save People's Park sign outside the developers new office.

The third time in two weeks, armed police were called on the chess club. I'd like to again thank the BPD and UCPD for understanding what free speech is and handling the situation in a professional manner. Our sign is not a threat, and disclosure of the developer's office space is freedom of information.

Knowing that the supportive units in People's Park are yet to be a reality, due to UC Capital Strategies & Rubin Lazardo's mismanagement, many Park supporters are angry! Your project impacts people here on Telegraph Avenue. And you seem to care little about it. This dormitory project is a for-profit Blackstone project, devastating our community!
Chess Club,
Jesse Sheehan

To The University of California,
Where it should come as no surprise the length UC developers, Webcor & DeSilva contracting will go, in order to end our chess club on Telegraph Avenue, I would like to briefly describe the ongoing harassing behavior of UC Berkeley's contractors and employees, connected to the Peoples Park Construction. I, Jesse Sheehan, and several members of the media continue to document through the lens of our chess club the development and displacement by contractors working on the Peoples Park Project. Without an impact study for this project, our community continues to be harassed, assaulted, and belittled.

Last week UC developers moved into the Fred Cody building directly next door to our chess club on Telegraph Ave. While filming the developers, I was accused of carrying a gun by the new workers entering the Cody building, and only after 8 hours in police custody was it found that I did not have a gun. Three employees of UC lied to police to remove me from the sidewalk, fabricating statements, in order to have me arrested.

Today, while photographing sidewalk art outside the office, I was shoved by one of the UC's employees. His attempt to smash my phone for photographing them was thwarted.

I called the Berkeley Police and would like to thank them for deescalating the situation.

Minutes after Berkeley Police left, the UC contractors came over to me while I was seated by myself and threatened me with this statement: "I should move if I know what's good for me." I have been assaulted by UC's security (Apex). I have been harassed, falsely accused of crimes, and physically threatened by your contractors from Webcor, DeSilva, and Cabral Enterprises.

I demand that the office of UC Capital Strategies, led by Rubin Lizardo and Dan Mogolof, stop harassing me and our chess club.

Jesse Sheehan
