D. CITY COUNCIL CONTINUED AND NEW BUSINESS
1. AN URGENCY ORDINANCE OF THE CITY OF BEVERLY HILLS ADDING SUBSECTION W, X AND Y TO SECTION 4-3-209 PROHIBITING
DEMONSTRATIONS WITHIN 300 FEET OF AN ENTRANCE TO AN ELEMENTARY
OR MIDDLE SCHOOL, FROM FOLLOWING STUDENTS, AND FROM INTERFERING
WITH A PERMITTED EVENT OR SEPARATE PROTEST AND AMENDING THE BEVERLY HILLS MUNICIPAL CODE AND DECLARING THE URGENCY THEREOF; AND
AN ORDINANCE OF THE CITY OF BEVERLY HILLS ADDING SUBSECTION W, X AND Y TO SECTION 4-3-209 PROHIBITING DEMONSTRATIONS WITHIN 300 FEET
OF AN ENTRANCE TO AN ELEMENTARY OR MIDDLE SCHOOL, FROM
FOLLOWING STUDENTS, AND FROM INTERFERING WITH A PERMITTED EVENT
OR SEPARATE PROTEST AND AMENDING THE BEVERLY HILLS MUNICIPAL CODE.
Comment: These ordinances add new regulations to the City’s restrictions on the time, place and manner of certain protests or demonstrations. These ordinances would prohibit a protest or demonstration within 300 feet of a school entrance during times for student ingress and egress. Additionally, these regulations would prohibit protestors or demonstrators from following students to or from school and finally, the ordinances would prohibit participating in a protest or demonstration in the same time and location of other protests or demonstrations and would prevent protests or demonstrations at the same time and location of another lawfully permitted event.
Mayor Wunderlich provided background information on the item that both he and Councilmember Mirisch asked to be placed on the agenda. Interim Police Chief Dominick Rivetti spoke about an operational plan that will be put in place should a similar incident to what happened at Hawthorne School on Wednesday happens in the City Council Special Meeting Minutes
