INTRODUCTION
In January 2021, the City Council adopted a Legislative Platform, which provides direction to the City’s legislative advocates and City staff as they work to secure clear and strategic initiatives locally as well as in Sacramento and Washington, D.C.
This report is for information only and transmits updates from the City’s state lobbyist on legislative activities for the first year of the two-year, 2021-2022 state legislative session.
DISCUSSION
The first year of the two-year, 2021-2022 state legislative session, ended on September 10, 2021, at midnight, giving the Governor until October 10, 2021 to sign or veto legislation. The second year of the legislative session will end on August 31, 2022, at midnight, giving the Governor until September 30, 2022 to sign or veto legislation.
Of the 31 bills the City supported, 11 were signed into law by the Governor (35 percent); none were vetoed by the Governor; 19 are two-year bills and can still be heard in 2022; and one is a proposed constitutional amendment which can still be heard in the second year of the two-year state legislative sessions.
Of the 22 bills the City opposed, 11 were signed into law (50 percent), two were vetoed by the Governor, and nine are two-year bills, which can still be considered by the state legislature in 2022.
Of the three bills the City supported if amended, two were signed into law and the other bill can still be heard in the second year of the two-year state legislative session.
The one bill the City supported and was seeking amendments on was vetoed by the Governor on October 8, 2021.
Finally, of the two bills the City opposed unless amended, one bill was vetoed by the Governor. The other bill is a two-year bill and may be taken up by the state legislature in 2022 for further consideration.
Meeting Date: January 4, 2022
A description of the bills, which the City took a position on during the 2021-2022 legislative session, is attached for informational purposes and includes their status (Attachment 1). The letters the City sent on many of these bills may be found at www.beverlyhills.org/legislation.
Both the City Attorney’s Office and City staff are analyzing various bills that were signed into law to determine what affect they may have on the City. Staff has already presented an urgency ordinance to the City Council on Senate Bill 9 due to the potential impacts on Beverly Hills. Staff will return to the City Council if any formal action is required on any of the other legislation passed by the state legislature and signed by Governor Newsom.
FISCAL IMPACT
The fiscal impact is unknown at this time for the various state legislation signed into law.
RECOMMENDATION
Staff recommends the City Council receive and file this report as it is for informational purposes only.
