RECOMMENDATION
Staff recommends that City Council move to approve a purchase order with HF&H Consultants, LLC for Fiscal Year 2021/22 in the not-to-exceed amount of $120,000 for solid waste consultation.
INTRODUCTION
The City of Beverly Hills (City) has contracted with HF&H Consultants, LLC (HF&H) for its solid waste consultation services for many years. HF&H has successfully advised the City through many requests for proposals, rate analyses and audits, including the commercial solid waste request for proposals (RFP) in the early 2000’s, the renegotiation of the solid waste franchise agreement with Crown Disposal Company in 2010, the re-assignment of the solid waste franchise from Crown Disposal Company to Recology Los Angeles in 2015, the re-assignment to Athens Environmental Services in 2017, and an amendment and new agreement with Athens Services (current hauler) in 2019. HF&H also led the most recent solid waste rate study in 2020. The purchase order for Fiscal Year 2021/22 will allow HF&H to continue to support the City with its solid waste consulting needs.
