RECOMMENDATION
Staff recommends that City Council move to accept the described work with Toro Enterprises, Inc. and authorize the City Clerk to record the attached Notice of Completion.
INTRODUCTION
This report provides information and requests City Council acceptance of the contract work in the final amount of $8,963,552.62 and authorization for the recordation of the Notice of Completion with the Los Angeles County Recorder by the City Clerk.
DISCUSSION
The City of Beverly Hills water distribution system consists of 170 miles of water mains.
To ensure that the water distribution system remains reliable and resilient and to minimize future maintenance and replacement costs, City Council authorized replacement of approximately 13,400 feet of water mains in Loma Vista Drive with ductile iron pipes and 2,200 feet of water mains in San Ysidro Drive with polyvinyl chloride (PVC) pipes. most sections dating between 60 and 90 years old made of cast iron and steel. Water mains on both of these streets have suffered breaks in recent years. Of additional concern, many of the City’s reservoirs are located along Loma Vista Drive.
On January 15, 2019, City Council awarded a design contract to Canon Corporation, to provide engineering design services to develop construction documents for the Water Mains Replacement project for a not-to-exceed amount of $451,982.30. On July 14, 2020, City Council awarded the construction contract to the lowest responsible bidder, Toro Enterprises, Inc. for the Water Mains Replacement Project in Loma Vista Drive and San Ysidro Drive within the City of Beverly Hills for a not-to- exceed amount of $10,223,829.
Toro Enterprises, Inc. was issued a Notice to Proceed on August 11, 2020, and work for the Water Mains Replacement Project in Loma Vista and San Ysidro was completed on December 31, 2021. Staff inspected the work and is satisfied that the work completed was in accordance with the contract documents approved for this project.
FISCAL IMPACT
The original construction contract purchase order was $10,223,829. The final contract amount is $8,963,552.62, coming in at 12.3% under budget.
The current amount paid on the contract is $8,515,374.99 with a balance of $448,177.63 due to be paid 35 days following the recordation of the Notice of Completion. Funds for this project were provided in Fiscal Year 2020/21 Capital Improvement Program Projects No. 00387 – Reservoir Replacement and Pump Station Rehabilitation and 00195 Sidewalk and Street Improvement.
