3. San Vicente Boulevard Bike Lane Design
RECOMMENDATION
Staff recommends that City Council approve the installation of a Class II Bike Lane without removal of vehicle travel lanes or on-street parking on southbound San Vicente Boulevard from north of Clifton Way to Wilshire Boulevard.
INTRODUCTION
This report forwards Traffic and Parking Commission support for installation of a southbound bike lane on San Vicente Boulevard without reducing the number of vehicle travel lanes or parking spaces. The proposed bike lane is consistent with the City's adopted Complete Streets Plan. This project would complement existing northbound bike lanes in Los Angeles and will support first- and last- mile multimodal access to the future Metro D (Purple) Line Station at Wilshire Boulevard/La Cienega Boulevard
BACKGROUND
On April 20, 2021, City Council adopted the Complete Streets Plan, which outlines a long-range vision for improving mobility in the City. The Complete Streets Plan (available on the City’s website: www.beverlyhills.org/completestreets) includes a Holistic Bikeways Network Map (Attachment 1) to serve as a blueprint for new bikeways in Beverly Hills. Southbound San Vicente Boulevard bike lanes are proposed on this map.

To implement the Holistic Bikeways Network, staff is following the bikeway implementation process requested by City Council during plan adoption (Attachment 2) and has pursued implementation on two parallel tracks: High priority projects identified in the Complete Streets Action Plan Bikeways that could be installed without significant tradeoffs Because a bike lane can be installed on southbound San Vicente Boulevard with no impacts to on-street parking or number of travel lanes, it can be installed as part of ongoing street maintenance and thus not included in the Complete Streets Action Plan.
DISCUSSION
The eastern City of Beverly Hills boundary starts midblock north of Clifton Way, ends just north of Wilshire Boulevard and generally runs along the centerline of San Vicente Boulevard. As such, the existing street configuration within Beverly Hills is on southbound San Vicente Boulevard and includes three approximately 12-foot travel lanes, one on-street parking lane and dedicated left turn lanes at intersections.
The proposed southbound bike lane (Attachment 3) would narrow the travel lanes to approximately 10-feet to provide a 6-foot bike lane and maintain a 7-foot parking lane. Travel lanes 10-feet in width are consistent with design guidance from the American Association of State Highway and Transportation Officials (AASHTO), National Association of City Transportation Officials (NACTO) and currently exist on several streets in the City, including sections of Olympic Drive and North Santa Monica Boulevard. The bike lane design includes “skip” green paint at intersection crossings, higher-volume driveway crossings and other conflict zones between bicyclists and drivers. New and upgraded signage would be installed to accompany the striping changes.
The existing lane widths narrow as they approach Wilshire Boulevard within the City of Los Angeles to accommodate two eastbound left turn lanes and thus do not provide sufficient width to install bike lanes up to the intersection. However, the City of Los Angeles has agreed to allow the City of Beverly Hills to install green-backed sharrows along this segment up to Wilshire Boulevard so the bicycle facility does not drop mid- block and drivers are alerted to the presence of bicyclists. Additionally, the City of Los Angeles is actively exploring design options to extend the southbound bike lanes from where they currently terminate at Burton Way to north of Clifton Way where the bike lanes will begin in Beverly Hills.
Community Engagement
Staff presented the proposed conceptual design for a southbound bike lane to the Traffic and Parking Commission at their September 2, 2021, regular meeting. Two residents expressed support for the project because it completes the bicycle facility on the Beverly Hills side of the street, will provide a first-last mile connection to the future Wilshire/La Cienega subway station and will increase visibility of bicyclists. One resident expressed concern over safety of 10-foot travel lanes (which meet industry standards for travel lane widths and studies have shown helps to manage vehicle speeds). The Traffic and Parking Commission unanimously supported a southbound San Vicente bike lane and reiterated comments expressed by the two residents in support of the project.
Meeting Date: February 8, 2022
Next Steps
If City Council approves installation, public notices advising of the final design and construction timeline would be mailed to properties within 500 feet of San Vicente Boulevard prior to construction through the Annual Pavement Marking Project.
FISCAL IMPACT
Design and installation of a Class II Bike Lane on San Vicente Boulevard is estimated to cost approximately $80,000 to $90,000. Funding is available in the approved budgets for the Annual Pavement Marking project, as well as the Complete Streets CIPs. Staff is working with Metro to reimburse the City for the design costs as a subway construction mitigation measure.

Bikeway Implementation Process
On April 20, 2021, the City Council adopted the Complete Streets Plan, which is broken into two standalone documents: (1) Complete Streets Plan and Technical Appendices and (2) Complete Streets Action Plan. Both documents are available on the City’s Complete Streets website:
www.beverlyhills.org/completestreets
The Complete Streets Plan is a long-range document with three main components. First, it includes multi-modal goals and polices that describe the overall vision for transportation in Beverly Hills and guide decision makers as they make decisions about mobility in the City. Second, each modal chapter includes a high-level network map that identifies streets where improvements are proposed; the maps do not dictate how to improve the streets, just generally that they are identified as streets to explore further. Third, the modal chapters include a menu of design options to explore the feasibility of during Plan implementation. The Complete Streets Action Plan prioritizes recommended and ongoing projects from the Plan for implementation in the first six years after plan adoption.
In the bicycling chapter, the Complete Streets Plan features a Holistic Bikeways Network Map (Attachment A), which serves as a blueprint for pursuing new bikeways in Beverly Hills. Based on feedback received from the Traffic and Parking Commission, staff intends to implement the bikeways shown on the network map as quickly as possible, while also ensuring that the implementation process approved by the City Council (outlined below) is followed for each individual street:
Identify bikeway design concepts to explore
Gather data, such as traffic volumes, roadway geometrics, parking utilization, and traffic speeds
Discuss tradeoffs in design concepts, such as level of separation between bicycle and vehicle traffic versus parking removal
Meet with the community and the Traffic and Parking Commission to present information Refine design concepts
Present concept recommendations to the Traffic and Parking Commission and City Council
Develop engineering drawings
Install bikeways
Monitor and evaluate projects based on baseline traffic safety analysis and performance metrics
Adjust designs as needed
The purpose of following this process is to provide adequate opportunities for stakeholder input and to consider the unique conditions and design considerations of every street. Though each street is pursued individually, they all are part of the Holistic Bikeways Network Map and therefore are not being implemented in isolation from the big picture.
The City is pursuing bikeway projects on two parallel tracks: (1) High priority projects identified in the Action Plan that are likely to have significant tradeoffs with vehicle/parking lanes and/or include construction of traffic calming elements and (2) projects with minimal or no tradeoffs therefore could be implemented during ongoing street maintenance.
High Priority Projects
The first year of the Bicycle Action Plan lists high priority bikeway projects the City will pursue before moving onto other projects from the Holistic Bikeways Network Map, including:
Charleville Boulevard-Gregory Way Class IV Protected Bike Lanes Roxbury Drive Class II Bike Lanes
Clifton Way-Le Doux Road Class III Bike Boulevard (with traffic calming) Doheny Drive Class II Bike Lanes
These projects were selected based on community feedback indicating a strong desire for projects south of North Santa Monica Boulevard that provide first/last mile connections to the future Purple Line stations, as well as projects that would provide a backbone network of key eastwest and north-south bikeways. Staff has started to collect data for some of these streets to determine the range of design options that can be discussed with the community. These projects are anticipated to go through robust community engagement processes to discuss the tradeoffs with stakeholders.
Street Maintenance Projects
Each year of the Bicycle Action Plan states that the City will pursue opportunities to install or enhance bikeways through ongoing maintenance, like street restriping and repaving. With regards to the first year of the Action Plan, this includes “low hanging fruit” bikeways as they would require few if any tradeoffs with vehicle/parking lanes and do not include physical elements like traffic calming. None of the high priority bikeway projects identified above meet this criteria.
Any bikeways pursued through ongoing maintenance are in addition to the high priority projects identified above. Bikeway projects the City is currently pursuing as part of Fiscal Year 2021-2022 ongoing street maintenance include:
San Vicente Boulevard Class II Bike Lanes (southbound from north of Clifton Way to north of Wilshire Boulevard)
Burton Way Class II Buffered Bike Lanes (Crescent Drive to eastern City limits) Spalding Drive Class II Bike Lanes (Wilshire Boulevard to Olympic Boulevard) North Beverly Drive Class II Bike Lanes (Sunset Boulevard to North Santa Monica Boulevard)
Streets identified as Class III Bike Boulevards to receive sharrows as a first step, including Clifton Way-Le Doux Road
