RECOMMENDATION
It is recommended that City Council move to approve a resolution of the Council of the City of Beverly Hills amending the comprehensive schedule of taxes, fees and charges by modifying the water capacity charge included therein and a resolution of the Council of the City of Beverly Hills amending the comprehensive schedule of taxes, fees and charges by modifying the water supply charge included therein
INTRODUCTION
The Water Capacity and Water Supply Fees were enacted and adopted in March 2015, and January 2017, respectively, to address water fees associated with development projects. The Water Capacity Fee is a one-time charge for the ongoing operation and maintenance of the water service meter based on either meter size or a unit rate multiplied by square footage above a certain threshold (residential) or commercial use factor (i.e. no. of rooms, square footage or number of seats, etc.) for commercial nonresidential properties when no meter is being requested.
Similarly, the Water Supply Fee was developed and adopted to collect fees associated with development of future groundwater supplies to offset development demand. The •

Water Supply Fees are also a one-time charge and are based on meter size and/or square footage above a certain threshold for residential properties or commercial use factors (i.e. number of rooms, seats, square footage) for commercial properties when no meter is being requested.
DISCUSSION
Since the development and adoption of both the Water Capacity and Water Supply Fees, the City has periodically reviewed these fees to provide clarification for the interpretation and implementation of these fees.
The proposed amendments to the Water Capacity and Supply Fees are to primarily clarify: Determining Water Capacity Fees for larger meters greater than 6 inches in size.
The City’s current water capacity fees only have calculated fees for meters up to 6 inches in size. Future larger developments are anticipated to have larger meters greater than 6 inches. Water Capacity and Supply Fees associated with combination meters or single meters that serve both domestic and fire demands. The proposed amendments provide clarification for determining water capacity and supply fees associated with combination meters taking into consideration intermittent fire flow demands when combined with domestic water demands through a single combination meter. Clarification for determining water capacity fees associated with separate landscape irrigation meters. The proposed amendment to the Water Capacity Fee provides clarification on calculating water capacity fees for a separate dedicated landscape meter when there is no increase in irrigation demand or an incremental increase in irrigation demand.
FISCAL IMPACT
Both the Water Supply Fee and the Water Capacity Fee are paid for by the water service applicant. The fees are collected and used as part of the Water Enterprise fund to perform operations, maintenance, capital improvement projects and to support projects identified for augmenting additional water supply. The revised fees to include larger meters are anticipated to generate increased revenues from development projects in the future.
