RECOMMENDATION

Meeting Date: February 15, 2022
program. Staff recommends these funds be allocated to continue supporting the City’s programs benefiting low to moderate-income residents (Attachment 2).
The City went out to bid for CDBG program administration and Permanent Local Housing Allocation (PLHA) program administration. A Request for Proposal (RFP) for CDBG program administration and implementation, and PLHA administration was released, and in accordance with LACDA and the City’s bidding requirements, the RFP was posted on the City’s website and planetbids.com, 15 firms were sent the RFP by mail and email, and were contacted by phone. Michael Baker International was the only firm to submit a complete proposal.
INTRODUCTION
The purpose of the LACDA application is to identify the general categories of eligible activities the grant is to fund and the proposed service providers. Adoption of the Resolution approving the application does not preclude the City Council from making changes if it considers alternate programs for funding in the future. The 2022-2023 program year begins July 1, 2022, consistent with the City’s fiscal year.
The federal allocations for 2022-2023 are not final, however, the City was informed its preliminary CDBG funding estimate is $167,198. The estimate is the same as the amount of the current year allocation of $167,198. Any difference in the final funding amount will be distributed proportionally among the proposed programs.
Due to the continued impacts of the COVID-19 pandemic, the City is still unable to provide single family and multi-family housing rehabilitation programs. In Fiscal Year (FY) 2020-21, the funds were used to provide meals to isolated and at-risk seniors.
Staff recommends utilizing this year’s 20% Public Service Cap of $33,439 to continue the Senior Activities Programs. This year’s support will assist with the additional activities and events for seniors as well as emergency preparedness. Staff recommends that the remaining $133,759 be utilized for the Americans with Disability Act (ADA) improvement in City parks. This funding will help supplement planned mini park improvements.
PROPOSED CDBG BUDGET FOR 2022-2023
FY 2022-2023 Funds
Senior Activities Program $ 33,439.00
ADA Park Improvements $ 133,759.00
TOTAL $ 167,198.00
DISCUSSION
Below are descriptions of the activities proposed for CDBG funding in 2022-2023. It is unclear whether requirements will change or not, but presently due to the pandemic, original CDBG activities have been modified or enhanced to allow for additional activities.
Meeting Date: February 15, 2022
Senior Activities
Original senior activities include onsite senior club activities, meals, home visits, case management, information and referrals. Modified senior activities consist of virtual case management, referrals, and information services via electronic devices. Meal programs modified to include additional deliveries and “grab & go”, group online activities via Zoom or other social platforms, virtual home visits, book clubs, games, links to adventure, hobby, and educational websites.
ADA PARK IMPROVEMENTS
ADA Park Improvements will consist of resurfacing the rubberized play surface areas at parks in the south side of the City. Resurfacing the play surface areas at our City parks will remove significant barriers for children and adults with disabilities. Having a play surface that is accessible to all residents and visitors will benefit the community and will contribute to the high quality of life the City offers.
PUBLIC NOTICE AND COMMENTS
The CDBG requirements of citizen participation in the application process were met by posting notices on February 1, 2022 (Attachment 3). Please note that program projections are subject to change based on the status of the COVID-19 pandemic.
FISCAL IMPACT
Costs associated with these programs will be reimbursed to the City at the end of the fiscal year using CDBG funds.
