INTRODUCTION
The City Council Liaison / BHUSD Committee held a meeting on Thursday, February 17, 2022, to discuss opportunities of mutual interest as part of the ongoing partnership between the City and the BHUSD beyond the Joint Powers Agreement (JPA).
DISCUSSION
On July 9, 2021, Governor Gavin Newsom signed Assembly Bill 130: Education finance:
education omnibus budget trailer bill (AB 130). This bill enacts the necessary K-12 statutory changes to implement the 2021-22 Budget Act, including the establishment of Universal Transitional Kindergarten (UTK).
On February 17, 2022, the City Council Liaison / BHUSD Committee met to discuss the opportunities and impacts presented by recent adoption of AB 130 to further expand Universal Transitional Kindergarten (UTK) throughout the state and more specifically here in Beverly Hills. City Council Liaisons, BHUSD Board representatives and staff from both agencies expressed appreciation for the success of our ongoing partnership on the JPA and eagerness to expand this work into how we might strengthen early childhood educational (ECE) offerings and community-based programming for youth and families including: the potential development of a central hub for ECE resources like a Beverly Hills Early Childhood Center, new parks and open space for recreation offerings and program partnerships utilizing City and School District resources and community support.
At the conclusion of the meeting, the City Council Liaison / BHUSD Committee recommended an item be taken to the City Council for approval to create a special task force between the City and BHUSD to work collaboratively on enhancing ECE and
