RECOMMENDATION
The Traffic and Parking Commission (TPC) recommends that City Council move to establish Preferential Parking Permit Zone “O” on the 500 block of North Arden Drive, south of Park Way to North Santa Monica Boulevard, with a regulation as follows: “No Parking, 8 p.m. to 2:30 a.m., Daily, Permit ‘O’ Exempt”
INTRODUCTION
On March 3, 2022, the TPC reviewed a resident-initiated petition to establish a “No Parking, 8 p.m. to 2:30 a.m., Daily” preferential parking permit (PPP) regulation on the 500 block of North Arden Drive, south of Park Way to North Santa Monica Boulevard, to address commuter parking impacts from West Hollywood businesses. The Commission

voted unanimously (4-0, 1 recused) in support of the petition request citing support from 100% (four of four) of the residents on the street block. One Commissioner recused themselves from the discussion due to a conflict of interest.
DISCUSSION
Background information is provided in the March 3, 2022, TPC staff report (Attachment 3). The 500 block of North Arden Drive currently does not have a parking regulation aside from the City’s overnight parking prohibition between 2:30 a.m. to 5 a.m. The regulation request is consistent with the existing Zone “O” evening regulation on the 500, 600 and 700 blocks east of North Arden Drive to Doheny Drive.
If approved, only residents of the 500 block of North Arden Drive, south of Park Way to North Santa Monica Boulevard, with a valid Zone “O” permit hangtag would be able to park on that segment of the street block from 8 p.m. to 2:30 a.m. daily. There are no changes to the parking north of Park Way. The permit does not exempt vehicles from the City’s no overnight parking ordinance between 2:30 a.m. to 5:00 a.m.
Two residents from the 500 block of North Arden Drive, north of Park Way, submitted letters of opposition to the petition request. Staff reached out to both residents to clarify that the proposed regulation only would apply to the portion of the 500 block of North Arden Drive, south of Park Way. One resident withdrew their opposition and the other resident acknowledged the limited project area.
Public Notice
Public notices advising of City Council review at the April 12, 2022, Formal Meeting were mailed on March 23, 2022, to the same mailing list used for the TPC (500 blocks of North Arden, Hillcrest and Alta Drives between North Santa Monica Boulevard and Carmelita Avenue). As of April 5, 2022, staff received one correspondence opposing the establishment of a PPP zone due to potential spillover parking on Arden Drive north of Park Way.
FISCAL IMPACT
If approved, the cost to install new signs and posts is approximately $1,100 for labor and materials from the existing inventory.

NOW THEREFORE, the Council of the City of Beverly Hills does hereby resolve as follows:
Section 1. Based upon the evidence and testimony presented to the City Council, including the information set forth in the Agenda Report, the findings required by BHMC Section 7-3-206(d) to justify establishing Preferential Parking Permit Zone “O” on the 500 block of North Arden Drive south of Park Way to North Santa Monica Boulevard can be made.

RECOMMENDATION
Pending public comment, staff recommends establishing a preferential parking permit regulation on the 500 block of North Arden Drive, south of Park Way to North Santa Monica Boulevard, as follows:
“No Parking, 8 p.m. to 2:30 a.m., Daily, Permit ‘O’ Exempt.”
INTRODUCTION
In March 2020, a qualifying petition signed by 100% (4 of 4) of the households on the 500 block of North Arden Drive, south of Park Way to North Santa Monica Boulevard (NSMB), was submitted requesting an evening Preferential Parking Permit (PPP) regulation of “No Parking, 8 p.m. to 2:30 a.m., Daily” to address commuter parking impacts from West Hollywood businesses.
The regulation request is consistent with the existing Zone “O” evening regulation on the 500, 600 and 700 blocks east of North Arden Drive to Doheny Drive.
BACKGROUND
The 500 block of North Arden Drive between NSMB and Carmelita Avenue is approximately threequarters of a mile in length with 25 households and 54 parking spaces. The street block is divided by Park Way approximately 26-feet north of NSMB and includes four of the 25 households and approximately 12 on-street parking spaces (project area). The 500 block of North Arden Drive currently does not have a parking regulation aside from the City’s overnight parking prohibition between 2:30 a.m. to 5 a.m. Attachment 1 provides a map and list of parking regulations in the surrounding area.
Permit Zone ‘O’ was originally established in 1982 (Resolution 82-R-6485) on the 600 block of Oakhurst and Doheny Drives to address evening parking impacts generated by commercial and entertainment activity in West Hollywood. Starting in 2011, the adjacent 500, 600 and 700 blocks between North Alta and Sierra Drives successfully petitioned for day and evening parking regulations expanding Zone “O.” As noted in Resolution 82-R-6485, commuter vehicles interfered with the use of available parking spaces by residents, and the parking impacts caused or were the source of unreasonable noise, traffic hazards, environmental pollution, and/or devaluation of real property [Beverly Hills Municipal Code 7-3-206 (D)].
DISCUSSION
Staff, with the assistance of BHPD License Plate Reader (LPR) units, collected parking occupancy surveys on the full length of the 500 block of North Arden Drive, between Carmelita Avenue and NSMB, on Thursday, December 16, 2021 and Friday, December 17, 2021. Additional parking spot counts were collected on Thursday, February 17, 2022 Occupancy

On December 16, on average 19% (10 of 54) on-street spaces were occupied during the 7-hour survey period, with peak-hour occupancy of 39% (21 of 54) recorded at 7 p.m. Based on license plate data, of the 30 vehicles parked throughout the survey period, 22 of 30 (73%) vehicles were identified as commuter vehicles and 9 commuter vehicles parked for two or more hours.
On December 17, on average 22% (12 of 54) on-street spaces were occupied during the 6-hour survey period, with peak-hour occupancy of 31% (17 of 54) recorded at 8 p.m. Based on license plate data, of the 39 vehicles parked throughout the survey period, 25 of 39 (64%) vehicles were identified as commuter vehicles and 9 commuter vehicles parked for two or more hours.
Staff conducted additional spot counts on Thursday, February 17, 2022, from 6 p.m. to 10 p.m.
An average of 33 of 54 (61%) spaces were occupied on the whole 500 block of North Arden Drive from 8 p.m. to 10 p.m., with the concentration of vehicles parking towards the NSMB and Carmelita Ave intersections. Three of five commuter vehicles recorded between Park Way and NSMB did not move during the duration of the observation period. One of the stationary commuter vehicles parked in the project area during the February 17 spot counts was also parked on the 500 block of North Arden Drive on December 16 for five hours.
Although the average parking occupancies were low during the December 2021 parking occupancy counts, there was commuter vehicle activity on the street block and there was relatively high occupancy after 8 p.m. during the February 17, 2022 spot counts. Staff also acknowledges that the COVID-19 pandemic may have affected typical pre-pandemic parking activity in the project area.
Staff recommends establishing a PPP Zone on the project area with a regulation of “No Parking, 8 p.m. to 2:30 a.m., Daily, Permit ‘O’ Exempt” due to the following reasons:
100% resident support from the project area
Impacts from commuter vehicle parking
Minimal parking impact on neighboring streets
Consistent regulation to match with neighboring Zone ‘O’ street blocks.
Noticing
Notices advising of the Traffic and Parking Commission’s review of the petition at the March 3, 2022 meeting were mailed to the residents on the 500 blocks of North Arden, North Hillcrest and North Alta Drives. As of the preparation of this report, staff has not received any correspondence.
FISCAL IMPACT
If approved, the cost to install new signs is approximately $1,100 for materials and labor.

A Preferential Parking Permit Zone allows Beverly Hills residents to park a vehicle(s) on their street block during restricted parking hours. Residents of a designated permit zone may purchase up to three (3) permits per household annually at an approximate cost of $35 each, with fees subject to change each fiscal year. Permits are valid October 1 through September 30, and may be renewed annually.
Residents may register to receive a daytime exemption pass at no additional cost when occasional parking needs exceed what can be accommodated with three (3) preferential parking permits. Residents must purchase the three annual preferential parking permits to be eligible to receive daytime exemption pass. Preferential parking permits do not exempt residents from the City's overnight parking restriction between 2:30AM and SAM. [BHMC 7-3-301) •

Hi,
I am a resident on the 500 Arden block and am against establishing a preferential parking permit zone as this will have a negative domino effect on the residents as well as be a huge inconvenience.

Subject: Resident initiated petition for Preferential Parking Permit Zone on 500 block of Arden Drive CAUTION: External Sender

My wife, Sheila, and I have resided at 516 Arden Drive since January 1970 and are strongly opposed to the petition to establish a Preferential Parking Permit Zone on our block.
The creation of such a zone is an unnecessary and unreasonable imposition on us and our fellow neighbors as well as the cause for great inconvenience to all involved,
Many of our family and guests arrive in the early evening to visit or leave their vehicles in front of our homes so we can travel together to another location.
The requested Zone would require each of us to get a
permit and supply it to our family members or guests in\ order for them to park beyond the 8PM time requirement.
I note that Alta and Sierra have these Zones probably to restrict parking due to their proximity to West Hollywood and the events that occur there, Although not stated in the notice, I assume that is the basis for the subject petition.
Our block does not need a permanent restricted parking Zone since the problems any WEHO event might cause are sporadic and, like Halloween, can easily be handled on a single event basis.
This is a much better solution than imposing an overkill 365 day restriction to the detriment of our family and neighbors.
In summary, we respectfully request that the commission deny the petition for a Preferential Parking Permit Zone on Arden Drive.
Sincerely,
Barry Rubin
