RECOMMENDATION
Staff recommends the City Council discuss and provide direction for a preferred location and program details for a City Council Installation following the City of Beverly Hills’ Regular Municipal Election on Tuesday, June 7, 2022. This election is for three members of the City Council and City Treasurer.
INTRODUCTION
Due to the passage of Senate Bill 970 in September 2020, the California State Primary Election in non-Presidential Primary even-numbered years now occurs in June. In Presidential Primary even-numbered years, the California State Primary Election still occurs in March.
At the August 10, 2020 City Council meeting, the City Council directed the Mayor and Vice Mayor installation ceremony be scheduled for the first Tuesday in April each year regardless of election dates. This allows for continuity in the rotation process as well as time needed to receive certification from the Los Angeles County Registrar’s Office during a March City of Beverly Hills’ Regular Municipal Election.
Per the Council’s direction, the installation of the Mayor and Vice Mayor took place this year on April 5, 2022. Once the City’s General Election results have been certified from the June 7, 2022 election, then the three (3) City Councilmembers and City Treasurer will need to be installed.
The City is required to install newly elected officials at the first regular meeting after receipt of the certification results from the Los Angeles County RegistrarF-2 Meeting Date: April 26, 2022
Recorder/County Clerk’s office following an election. At this time the proposed installation date will be Tuesday, July 12.
DISCUSSION
The Beverly Hills’ Regular Municipal Election will take place on June 7, 2022. The Los Angeles County Registrar/Recorder’s office has indicated that it may take up to 30 days to provide a certification of the election without any issues. However, should there be a need for a recount or runoff, the timeline will be delayed and the installation date would need to be adjusted accordingly.
In recent years, the Mayor, Vice Mayor, and City Council Installation ceremonies have been held at the Academy of Motion Picture Arts and Sciences as well as the Wallis Annenberg Theater. However, the City Council may wish to consider hosting the July 2022 City Council and City Treasurer installation ceremony (“Event”) at a City owned property that is able to accommodate an Event that would include the “installation” which is a City Council meeting followed by a reception. This would provide flexibility in the event the date of July 12 needs to be adjusted due to election results.
City owned properties which can host an Event of this size include:
City Hall Council Chambers for the meeting with reception held on the front steps of City Hall and Crescent Courtyard;
o City Hall Council Chambers has the ability to livestream the meeting as well as offer a hybrid option for public comment. Should overflow seating be needed, the Municipal Gallery would accommodate an additional 100 individuals with the ability to livestream the meeting. There is also ample parking available using both the Rexford and Crescent parking structures.
Following the meeting a modest reception can be held with refreshments served in the Crescent Courtyard.
Greystone Mansion and Gardens Formal Garden and Pool area and reception in the Courtyard;
o Greystone Mansion would be able to accommodate hosting a meeting in the Formal Gardens area with ADA viewing in the pool area. A modest reception could be held in the courtyard; however guests would need to be shuttled from the pool area to the courtyard. Limited onsite parking is available which could require guests to be shuttled from City parking structures to the venue. There would be a requirement to bring in additional equipment such as lighting and sound. Also this venue holds a hard end time of 9pm due to its location in a residential neighborhood. o The ability to livestream the meeting as well as offer a hybrid option would prove to be challenging at this venue and would require further exploration and the possible rental of additional equipment.
Roxbury Community Center multipurpose room and the Magnolia Room with reception held between the lobby, patio area and park grounds.
o Roxbury Community Center Parking has the ability to livestream the meeting as well as offer a hybrid option. Should overflow seating be needed, the Magnolia Room would accommodate additional individuals with the ability to livestream the meeting. There is also ample parking Meeting Date: April 26, 2022
available using both the parking lot and metered parking. Staff can request the use of parking at the Beverly Hills High School campus as well if needed. Following the meeting a modest reception can be held with refreshments between the lobby, patio area and park grounds.
Staff recommends the use of City Hall Council Chambers for the meeting with reception held on the front steps of City Hall and Crescent Courtyard. The location is fully equipped to handle a public meeting and reception as well has ample parking with accessibility.
Should City Council not wish to peruse a City owned facility, staff can contact The Academy of Motion Picture Arts and Sciences to check availability. At this time the Wallis and The Writers Guild are unavailable to accommodate hosting a meeting and reception at this time.
FISCAL IMPACT
The fiscal impact for a second City Council installation this calendar year (the first of two for Fiscal Year 2022-2023) is dependent on the direction provided by the City Council.
