DISCUSSION
In an effort to protect and maintain the City’s existing infrastructure and water distribution system, the City is planning to replace approximately 7,300 feet of water main in Coldwater Cañon Drive from Beverly Drive to the City limits. Existing pipelines are 6 to 12 inches in diameter and are between 60 and 90 years old.

On November 8, 2018, staff issued a Request for Proposals to provide professional engineering services for the design of Fiscal Year 2018/19 Waterline Replacement Project and on December 3, 2018, six proposals were received from qualified and experienced consulting firms. Staff from Public Works Engineering and Utilities Divisions reviewed the proposals for technical competence, staffing capability, project approach, past performance, price, quality/cost control and the ability to meet the required project schedule. Cannon Corporation (Cannon) was recommended to provide the services required based on the qualifications of their staff and their related experience in providing similar services for municipal agencies.

On January 15, 2019, City Council awarded Cannon a design contract to provide engineering and construction support services for the 2018/19 Waterline Replacement Project for a total amount of $410,893, which included approximately 13,400 feet of water main on Loma Vista Drive (from Doheny Road to the City limit), 2,100 feet of water main on San Ysidro Drive (from Tower Road the City limit) and 7,300 feet of water main on Coldwater Cañon Drive (from Beverly Drive to the City limit). To minimize traffic disruptions associated with construction to our residents and community, work within Loma Vista Drive and San Ysidro Drive were prioritized ahead of Coldwater Cañon. Construction of the water mains replacement in Loma Vista Drive and San Ysidro Drive were completed in January 2022.

The proposed Amendment No. 1 is in the amount of $352,654. The added scope includes additional engineering and construction support services for the following:  Pavement design for the entire length of Coldwater Cañon from Beverly Drive to City limits.  Addition of 1,500-ft of 12-in pipeline design and elevation adjustment to accommodate future Cabrillo reservoir development.  Incorporation of pavement striping plans by others into the design drawings.  Completion of final plans and specifications for bidding and construction support services for the original 7,300-ft of pipeline in Coldwater Cañon Drive.

Meeting Date: May 10, 2022

Optional Tasks
At the written direction of the Public Works Director and/or her designee, CONSULTANT shall perform the following optional tasks:

Geotechnical
CONSULTANT consulted with a geotechnical engineer regarding this project and reviewed the geologic map for the project areas. CONSULTANT understands that areas near Robertson Blvd and Wilshire Blvd are recorded as having shallow groundwater--levels at approximately 10 feet.

In addition, this area is considered a liquefaction hazard zone. Current, professional opinion does not warrant a geotechnical report unless different field conditions present themselves.

From what we’ve noticed, typically groundwater level at other locations is about 20 to 40 feet below ground and not in liquefaction zones. Per CITY standard plans (BH 710), 2 sack cement slurry is used to backfill new water mains, thereby negating the need to analyze excavated soils.

Slurry backfill also eliminates the need for soil compaction testing. If the need arise to design special thrust blocks, then a soils report may be needed to provide soil bearing and friction parameters. Exact thrust block calculations may not be necessary if restrained joints are used for the project. Disposal of trench soil will require acquiring heavy haul permits and encroachment permits. Further restrictions may be required for certain streets.

Amendment No. 1:

CONSULTANT shall provide professional engineering and construction support services for the Summit Drive and Laurel Way Hillside Restoration Project and Coldwater Canyon Watermain Replacement Project.

COLDWATER CANYON WATERMAIN CONSTRUCTION PHASE ENGINEERING SUPPORT SERVICES (Tasks 1-8)

Task 2 - Project Meetings and Separate Site Visits
CONSULTANT will make one site visit per month to the project site to assist with construction and observe and confirm that the construction conforms to the construction documents.

Task 3 - Additional Reviews and Processing of Project Submittals CONSULTANT estimates up to 100 different types of submittal reviews will be required. Each submittal received from the contractor will be reviewed for its completeness and sent to CITY.

Submittals received from the contractor will be distributed to each involved party. The actual level of effort is largely dependent on the thoroughness of the contractor selected for the project.

Task 4 - Process RFIs and RFCs
Reviewing and responding to Requests to Information (RFIs) and Requests for Clarification (RFCs) is vital in keeping the project on schedule and in resolving issues before they become claims or project delays. RFIs and RFCs received from the contractor will be addressed and responded to via fax or email by CONSULTANT’s design engineer. CONSULTANT has estimated a total of 25 RFIs and RFCs. They will be returned to the contractor in a timely manner.

DocuSign Envelope ID: 4FA45768-9D0D-40ED-9E8C-A494F6F7CCFD 11 B0785-0001\2655130v3.doc
CONSULTANT has assumed that most of the project work has been completed except for setting the pump. As a result, the amount of effort for this task is minimal.

Task 5 - Change Order Review and Support
There may be field conditions requiring a change to the plans and constructions methods.
