INTRODUCTION
This report provides information and requests City Council acceptance of the contract work indicated below and authorization of the City Clerk to record the Notice of Completion with the Los Angeles County Recorder.
DISCUSSION
Fire Station Headquarters Air Handlers Replacement Project Under the Capital Improvement Program (CIP), CIP # 00811 has been identified for upgrade of various building systems. As part of the ongoing maintenance of the Fire Station Headquarters, a need was identified to replace major components of the building’s Heating, Ventilation and Air Conditioning (HVAC) System. As such, four (4) of the original air conditioning units have been replaced. The new air handler units offer new energy efficient systems that include increased air filtration and ultraviolet germicidal air irradiation treatment, new piping gauges, switches and instrumentation were replaced along with integration of the equipment controls with the City wide building management system. The work also included new structural concrete equipment pads.
The City’s facilities staff and chief mechanical plant engineer have been trained on the operation of the new units.
Staff from the City’s Community Development Department have inspected the work and are satisfied that all work performed is consistent with construction documents and permitted drawings.
City Hall Tower Hazardous Materials Abatement and Selective Demolition Project A high-level seismic assessment of the City Hall Building was completed in 2018 to determine the general ability of the building to withstand strong earthquake ground shaking, particularly related to the tower structure. The building is considered to be of Non-Ductile Concrete (NDC) construction. Buildings with Non-Ductile concrete type of construction are vulnerable to damage under strong earthquake ground motion. Based on the age of the building and the configuration and irregularities (H-shaped configuration), seismic strengthening of the building was warranted. Phase 1 of seismic retrofit included strengthening of the tower and its footprint through the base building.
To prepare for the work, hazardous materials assessments were performed and suspect materials were found which included lead paint and potential asbestos containing materials. On March 16, 2021, Castlerock Environmental was awarded a contract for hazardous materials abatement. During the course of construction, surfaces that were identified as possible areas containing asbestos material were tested and found to be clean, and the work was reduced to lead paint abatement only. The work was performed incrementally as each phase of construction was performed. The work is now complete.
Staff from Public Works and the Building and Safety Departments have inspected the work and are satisfied that the work has been completed in accordance with the contract documents approved for this project.

FISCAL IMPACT
Fire Station Headquarters Air Handlers Replacement Project The total contract amount is $455,600 plus a $54,672 (12%) construction contingency amount. Due to added scope and existing unforeseen conditions, three change orders were issued totaling $54,672. The change orders included work to provide temporary air conditioning during construction, revision of structural equipment pads, replacement of electrical and piping instruments and for the repair of a duct obstruction in the racquetball court. The total project cost amounts to $510,272, with a zero dollar remaining balance in the contingency.
The current amount paid on the contract is $484,758.40, with a retention balance of $25,513.60 to be paid 35 days after the recordation of the Notice of Completion.
City Hall Tower Hazardous Materials Abatement and Selective Demolition Project The total amount approved for this project is $213,279, which includes a $27,819 (15%) construction contingency, available as part of Fund 405 Capital Improvement Program 00851, City Hall Master Projects. The scope of work included six alternates; however, none of the alternates were deemed needed. There were additional scopes of work for removal of plaster at tower floors and chemical stripping of lead paint at three (3) tower windows. The sum of credits and additional scope resulted in a net savings of $47,945 and the contingency set aside for unforeseen conditions was not used. Total project cost for this project is $137,515, thus an amount of $75,764 will be credited back to the original funding source.
The current amount paid on the contract is $130,639 with a retention balance of $6,876 to be paid 35 days after the recordation of the Notice of Completion.
