INTRODUCTION
The City owns several properties leased to commercial tenants. As leases terminate and a tenant space turns over, the City performs various upgrades to individual spaces to assist with marketing efforts or to deliver the premises in a condition as stipulated in a lease agreement. Under the Tenant Improvement Program, the budget for Capital Improvement Project (CIP) #00349 has been earmarked for landlord improvement costs •

associated with upcoming turnover of tenant spaces expected during each fiscal year.
In Fiscal Year 2022/23, improvements identified include shell and infrastructure to be upgraded at 430 N. Camden tenant space in preparation for the future restaurant tenant Marea. DISCUSSION
Landlord improvements are based on the recommended building assessment performed in 2021 and includes selective interior demolition work, upgrades to base building mechanical, electrical and plumbing systems as well as fire/life/safety upgrades. The City will also improve the ground floor facade and replace the existing storefront system with one that is more consistent with the building’s architectural style.
In preparation for the shell and infrastructure improvements, the City contracted with the consulting firm of Ninyo & Moore Environmental Sciences to perform a hazardous materials assessment of the tenant space. Suspect materials were found and abatements are required. The scope of work includes abatement of asbestos-containing material found in the walls and ceilings of the tenant space. To get a head start on construction of the improvements, selective interior demolition will also be performed as part of this contractor’s work. The goal is to perform hazardous material abatement and interior demolition and to complete this task before the general contractor is onboard and ready to mobilize.
The project was informally bid to contractors on the City’s prequalified hazardous material abatement contractors list; three companies attended the mandatory pre-bid job walk held on April 22, 2022. On May 9, 2022, three bids were received. The Bid results are as follows:
Base Bid Alternate #1 20 days’ delay Total
Integrated Demolition and
Remediation, Inc. $ 94,800 $ 5,000 0 $ 99,800
Castlerock Environmental, Inc. $ 214,485 $ 4,000 0 $218,485 Harbor Environmental Group, Inc. $ 227,000 $21,255 $8,000 $256,255 Basis of Selection
Base Bid $ 94,800
Alternate #1 $ 5,000
20 days’ delay $ 0
Basis of Selection Total $ 99,800
20% Contingency: $ 19,960
TOTAL: $119,760
There is an alternate additive cost included in the bid documents for removal of the top slab at the most northern bay of the tenant space to level the floor with the rest of the high slab area. The bid documents specify that the low bid is determined by the sum of the base bid and the compensable delay cost for twenty days. Due to the large gap in bid amounts, staff met with the low bid contractor and reviewed the scope of work and the contractor has confirmed the full scope has been reflected in their bid. As a result, staff has determined that Integrated Demolition and Remediation, Inc. is the lowest Meeting Date: June 14, 2022
responsible bidder by submitting a responsive bid and, as reported by the State Contractors Licensing Board, maintains a license that is current and in good standing. A contingency of $19,960, 20% of the contract amount, is recommended for changes due to unforeseen conditions in order to successfully complete the work. Expenditures from the contingency are made utilizing the Change Order process in the Beverly Hills Municipal Code upon adequate written justification and substantiation.
The bid documents specify that all work under the contract shall be completed within 45 calendar days from the date of the notice to proceed, resulting in an estimated completion in late August.
FISCAL IMPACT
Currently there is $1,100,000 available in CIP 00349 for this project. No additional funding is requested at this time.
