In addition to the base contract work, additional work included several added street segments and intersections, as well as work required to address unexpected conditions.

On July 16, 2019, a contract in the amount of $7,768,986 was awarded to Palp, Inc. on the basis of sealed competitive bids received on May 09, 2019, from two bidders.

Palp, Inc. was issued a notice to proceed on January 21, 2020, and construction was substantially completed on April 22, 2022. Civil Engineering Division personnel inspected all the work and are satisfied that the work was completed in accordance with the contract documents approved for this project.

During the course of construction, there were thirty-one change orders attributed to unforeseen conditions and additional services requested by the City. The total of these change orders exceeds the original authorized amount by $364,496.08 (4.3%). Of this, $159,918 will be reimbursed by the Metro D (Purple) Line Extension Project. Staff verified the accuracy of these change orders, negotiated and agreed on the final amounts. Because cost negotiations continued past the final construction date, staff was not able to bring forth a request for additional funding until this time. The larger change orders are described below:
 Alley west of Robertson from Olympic to Gregory ($183,313): Grind and paving of the alley west of Robertson with full depth restoration where necessary. Work required significant coordination with adjacent businesses.  Clifton & Crescent sidewalk ramps ($159,918): Work performed in order to correctly install accessibility ramps at the intersection of Clifton & Crescent. All work on this item will be reimbursed by Metro.
 Arnaz Drive south of Wilshire ($111,481): This location was part of the original project but due to multiple scope changes, the work was performed as a change order. Major scope changes include only weekend work, at resident request, and a large number of full depth restoration locations due to the severity of the cracking/damage.
 Alley west of Wetherly Drive from Burton to Dayton ($67,386): Work performed at resident request to coordinate with their own planned improvements.  Laurel Lane ($50,546): Work scope changes made in coordination with residents resulted in added costs.
 Canon & Dayton ($43,186): Grind and paving work required to remove the pedestrian scramble when City Council approved converting Dayton Way from a one-way street to a two-way street. All work was performed at night.  Additional concrete work on Sunset Blvd ($40,637): Three change orders related to additional concrete work on Sunset Blvd. Work consisted of extra sidewalk and driveway replacements.
 Speed humps on Doheny ($14,133): Installation of speed humps and related markings. Resident petition and approval process occurred after contract award.

FISCAL IMPACT
The original construction contract purchase order (which included a $776,898.60 contingency amount) was $8,545,986. Due to the additional work described above, the total change order amount exceeds the contingency by $364,496.08. The final contract amount is $8,910,482.08.

Meeting Date: July 19, 2022
