INTRODUCTION
This item is for information and discussion to provide an update on current and planned upgrades to the City’s parking operations. DISCUSSION
Public Works is currently implementing and planning several notable upgrades that will make parking in the City more accessible, convenient and easy. New technology will be added in the parking garages, to the on-street parking meters and to the pay stations at the Santa Monica Five parking lots. The technology will provide the parking customer with additional pay-by-phone options (e.g., Google Pay, Apple Pay, text to pay), removal of parking booths to streamline entry and exit with the use of License Plate Recognition in parking garages and new pay stations conveniently located with interactive monitors to make transactions easier as well as provide information on special events or important messaging.
A summary of the various projects that City Council has previously approved, projects that are in process and those planned in the future is described below and summarized in Attachment 1. Some of the items, as noted, are also on the Formal Meeting Agenda this evening for City Council consideration. Previously Approved Parking Access Revenue Control System (PARCS)
The PARCS project was approved by City Council on June 1, 2021, awarding a contract with Skidata, Inc. The PARCS project includes upgrading/new equipment used at parking facilities for the management of parking services and collection of parking fees.
This equipment includes gate arms, ticket dispensers, pay on foot machines, validation machines, monthly parking keycards and other related hardware and software used to provide these services and operate the parking facilities. The addition of license plate recognition (LPR) technology to the parking garages throughout the City will allow for

parking operation efficiency and integration with the Police Department's mobile LPR technology used for parking enforcement increasing their geographical coverage capabilities. To minimize impacts to parking guests, the parking facilities will be prioritized and updated in a phased approach (Attachment 2).
Pending Council Approval
The following three items are scheduled for City Council consideration on the Formal Agenda for this evening:
Parking Concepts Inc. (PCI) (Parking Operator) Amendment # 5 An Amendment to continue operations is currently needed to continue contracted parking operations at 241/242 N. Cañon/N. Beverly Drive, 450 N. Crescent Drive and 9333 W. 3rd Street, provide parking support for City and third-party special events and perform accounting and administrative duties with respect to all parking garages. The approval of this Amendment will allow for continued service through December 2022. It has been nearly ten years since this contract was first awarded; therefore a competitive process is recommended at this time (see Upcoming Projects section below).
IPS Inc. Amendment #5
An Amendment to Continue Operations and Maintenance is on the City Council Formal Agenda. Amendment No. 5 to the agreement with IPS will continue the operation and maintenance of the City’s on-street parking meters. IPS provides the ongoing hosting and communication services necessary to convert and support a credit card parking meter system. IPS charges the City transaction fees, management system license fees and secure wireless data fees. IPS provides the hardware (e.g., parking meters) and the associated maintenance and repair services. The proposed Amendment will allow for continued service through June 30, 2024. In early 2024, staff plans to conduct a competitive selection process for new on-street meters.
IPS Inc. Agreement Upgrade of Single-Space Parking Meters An Agreement to Upgrade Parking Meter Communications is on the City Council Formal Agenda. An Agreement upgrade is needed as over 90% of the City’s parking meters currently communicate using 2G or 3G cellular modems; the remainder have 4G modems. Wireless carriers are in the process of shutting down their 2G and 3G networks. In order to avoid disruption of service, the proposed Agreement will upgrade the older cellular modems to 4G. The upgrades also include installing new solar panels and batteries extending the life of the meters. Upcoming Projects Santa Monica Five Pay Station Replacement
The pay stations at the five parking structures along North Santa Monica Blvd. have reached the end of their useful life and would be difficult to upgrade. A competitive selection process was used to identify newer pay station equipment that will accept payment via coin, credit card, and contactless payment and utilize parking management software and integration with the City’s parking citation management system and license plate recognition (LPR) technology provider. The new pay stations are expected to be installed by late summer/early fall. Parking Operations Vendor Selection As discussed above, a competitive process is recommended to select a parking operations contractor to begin in January 2023. Staff is finalizing a RFP that will be Meeting Date: August 2, 2022
issued in early August. The schedule calls for recommending a new multi-year contract for the next parking operator for City Council approval in October to allow for a transition period between operators.
Mobile Pay
An RFP will be prepared for the procurement of a comprehensive Mobile Parking Payment System (MPPS) to provide consistency across the various parking venues in the City. The selected Contractor will provide the full range of services including initial configuration, implementation, marking (including signs, decals, flyers and social media), a web-based management system, customer service support (for the City and guests), training, reporting and integrations with existing and future parking technology vendors.
Minor amendments to the City’s municipal code will be necessary to allow for mobile payment methods.
Expanded Electric Vehicle Charging
The City currently operates 35 Level 2 EV Charging stations, which provide a total of 59 charging connections. These stations are located in 14 City public parking facilities as well as Roxbury Park (Attachment 2). Staff is working with the City’s current vendor, ChargePoint, to expand the number of Level 2 charging stations, starting with the highest use locations. A variety of technologies and vendors, including solar and DC fast charging, are being evaluated and staff plans to present these to the Traffic and Parking Commission later this year for review and recommendation to City Council.
Funding for expanding Level 2 charging capabilities was approved in the Fiscal Year 2022/23 budget and staff will pursue grant funding opportunities for DC fast charging and the power infrastructure upgrades that are required to support it.
Communication and Outreach
Staff has and will continue to make presentations to City Commissions, Chamber of Commerce meetings, newspaper ads, Public Works Backbone articles mailed to water customers and social media. A communication and outreach matrix has been developed to guide the messaging and outreach of the parking projects and improvements to all parking guests. Outreach materials have been created to communicate that the City is making parking more accessible, convenient and easy. This outreach material is distributed at special events, such as the Concerts on Cañon, Farmers Market, etc. and is also on the City’s website.
