Item Number:
To: Honorable Mayor & City Council

Subject: REJECTION OF ALL BIDS RECEIVED FOR THE ROBERTSON
BOULEVARD SIDEWALK IMPROVEMENT PROJECT AND
AUTHORIZE STAFF TO REBID THE PROJECT
Attachments: None
RECOMMENDATION
Staff recommends City Council move to reject all bids received for the Robertson Boulevard Sidewalk Improvement Project and direct staff to rebid the project.
INTRODUCTION
The Robertson Boulevard Sidewalk Improvement Project will repair existing and future sidewalk issues by replacing the existing sidewalk, removing any trees the City Arborist determines need to be removed, installing lighting and outlets for holiday décor and installing irrigation for the new trees.
DISCUSSION
The plans and specifications for the project were prepared by the consulting firm CWE, and on August 08, 2022, a Notice to Bidders was published on the City’s web portal on Planet Bids (planetbids.com) and published in the Beverly Hills Weekly and the Beverly Hills Courier. A mandatory pre-bid meeting was also conducted on August 22, 2022. On August 29, 2022, three (3) bids were received ranging from $7,183,410 to $9,162,000.
The Engineer’s estimate prepared by CWE was $4,000.000.
The bids received far exceeded the budgeted funds for the project. Many of the line items on the bid are significantly higher than previous projects in the City and surrounding agencies. Due to the higher than anticipated bid prices and lack of budgeted funds, staff recommends City Council reject all bids and direct staff to rebid the project.

Next Steps
If so authorized by City Council, staff will rebid the project as soon as possible. In preparing the project for rebidding, staff will consider approaches that will reduce the overall cost. In addition, to fit within the approved budget, the project may be bid and constructed in two phases. Staff would request additional funds for the second phase of the work through the next annual CIP update process. It is anticipated that staff would return to City Council in November with a recommendation to award the contract. Once the contract is awarded, the construction phase will start and will take approximately twelve months to finish with an anticipated completion in early Winter 2023.
FISCAL IMPACT
There is no fiscal impact to the City in the rejection of these bids.
