INTRODUCTION
This report is a request for City Council approval to award a contract to the sole responsible bidder for the Pedestrian Crossing Improvements work at five locations in the City.
DISCUSSION
This project will improve pedestrian safety at five locations around the City. The locations and summary of improvements are outlined below: Robertson Boulevard and Chalmers Drive: curb extensions and flashing lights Wilshire Boulevard and Palm Drive: pedestrian signal 400 Block of N. Camden Drive: curb extensions and flashing lights 400 Block of N Bedford Drive: curb extensions and pedestrian signal 200 Block of S. Beverly Drive: curb extensions This project is consistent with the adopted Complete Streets Plan policies and is the highest priority project in the Pedestrian Action Plan supplement to the Complete Streets Plan. On August 16, 22, and August 30, 2022, a Notice Inviting Bids was published in the Beverly Hills Weekly and in the Beverly Hills Courier and posted on the City’s PlanetBids page. Ten contractors downloaded the project construction documents as prime contractors. On September 8, 2022, one bid was received and opened as follows:
PALP INC DBA Excel Paving Company $3,088,285
The above bid amount was tabulated using unit prices, which take precedence over the submitted total bid amounts. All documents submitted by this bidder were in order and the apparent low bidder is PALP DBA Excel Paving Company. PALP INC dba Excel Paving Company is a contractor in good standing with a history of successfully completing projects for the City of Beverly Hills. PALP recently completed the City’s street and alley paving contract and is familiar with the measures that need to be taken to minimize construction impacts to residents and businesses in the City.
Staff recommends the bid be accepted and a contract awarded to PALP INC dba Excel Paving Company. ENVIRONMENTAL ASSESSMENT
The Project has been assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA, Public Resources Code Sections 21000 et seq.), the State CEQA Guidelines[1] (California Code of Regulations, Title 14, Section 15000 et seq.), and the environmental regulations of the City. Upon review by Community Development Department staff, the project appears to qualify for a Class 1 Categorical Exemption (Existing Facilities) in accordance with the requirements of Section 15301 of the state CEQA Guidelines. This exemption is applicable to the maintenance or minor [1] The CEQA Guidelines and Statute are available online at http://ceres.ca.gov/ceqa/guidelines Meeting Date: September 20, 2022
alteration of existing public facilities involving negligible or no expansion of existing or former use. Therefore, it is recommended that City Council find the Project exempt from further review under the provisions of CEQA.
FISCAL IMPACT
A construction contingency allowance in the amount of $308,828.50 has been included in the total purchase order amount of $3,397,133.50. Any change orders that require expenditures from this allowance shall be made only upon written request in accordance with the Beverly Hills Municipal Code §3-3-111 regarding change orders.
