RECOMMENDATION
Staff recommends that City Council move to accept the described contract work with Slater Waterproofing, Inc., and authorize the City Clerk to record the attached Notice of Completion.
INTRODUCTION
The Fiscal Year 2020/21 Capital Improvement Program includes a project addressing the ongoing maintenance and rehabilitation of parking facilities, including concrete repair and waterproofing of the building surfaces. Staff recommends acceptance of the described contract work with Slater Waterproofing, Inc.
DISCUSSION
City parking structures are heavily used. As such, resurfacing concrete waterproofing coatings is recommended to be performed in five to seven-year cycles while maintenance and repairs are required on a regular, ongoing basis. The parking structures at 221 N.
Crescent Drive (built in 1986), 439 N. Cañon/ 438 N. Beverly Drive (built in 2003) and Santa Monica 3 parking structure (built in 1989) are the first priority group from the

assessment completed by staff in concert with a waterproofing consultant for parking structures needing concrete slab repairs and water proofing applications. Construction documents and specifications were prepared by Walker Consultants and construction activity began on July of 2021. The contract work has been completed. Staff from the Community Development and Public Works Departments and the waterproofing consultant have inspected the work and are satisfied that all work performed is consistent with construction documents and permitted drawings. The work included repairing concrete slabs and applying waterproofing coating on all slab surfaces as well as applying epoxy injection at vulnerable wall surfaces at the 221 N Crescent Dr., P4 level of 438 N Beverly Dr./439 N. Cañon Dr. parking structures as well as wall repairs and waterproofing of the Santa Monica 3 parking structure. FISCAL IMPACT
Funding for this work is budgeted in Fund 810, Capital Improvement Project No. 00936, for the waterproofing and concrete slab repairs parking structures project. The total contract amount is $3,272,947, which includes a $297,541 contingency. Due to added scope and existing unforeseen conditions, four change orders were issued totaling $178,245.66; a credit change order was also processed, omitting an alternate cost for waterproofing planters in the amount of $173,920 and other miscellaneous credits for $57,324, for a total credit amount of $231,244. The total project cost totals $2,922,407.66, therefore an amount of $52,998.34 plus the contingency of $297,541 – a total of $350,539.34 – will be credited back to the original funding source. The current amount paid on the contract is $2,776,287.28 with a retention balance of $146,120.38 to be paid 35 days after the recordation of the Notice of Completion.
