RECOMMENDATION
Staff recommends that the City Council authorize City Manager to approve an agreement with Coast Cities Healthy Vending LLC for installation, servicing and stocking of vending machines at certain city facilities.
INTRODUCTION
The City contracted with Sunbox, Inc. on June 4, 2019 for installation, servicing, and stocking vending machines with healthier options at various City locations. After years of lagging sales since the pandemic started coupled with the effects of inflation on labor and supply costs, Sunbox is unable to continue operations. On May 4, 2022, the vendor notified City staff that Sunbox would need to close down operations and estimated it would take a several months to complete.
City staff released a Request for Proposals (RFP) for vending machine services with at least 50% healthy options. Based on the results of the RFP, City staff recommends a new agreement with Coast Cities Healthy Vending LLC for a no rent revenue and no cost agreement to install, service, and stock vending machines at certain City facilities.
Subject: AUTHORIZE CITY MANAGER TO APPROVE AN AGREEMENT
BETWEEN THE CITY OF BEVERLY HILLS AND COAST CITIES
HEALTHY VENDING LLC FOR INSTALLATION, SERVICING, AND
STOCKING OF VENDING MACHINES AT CERTAIN CITY FACILITIES D-9
Meeting Date: September 20, 2022
DISCUSSION
City staff selected Coast Cities Healthy Vending LLC based on their proposal submitted in the RFP. Staff requested proposals from various vendors found through online research and available vendors listed on the PlanetBids website. In response to the RFP listed on PlanetBids, the City received three quotes from Coast Cities Healthy Vending, Compass Group USA, Inc., and Resource Seekers, LLC. A panel of City staff, consisting of the Director of Finance, Assistant Director of Finance, and Financial Planning and Research Analyst reviewed and evaluated the three vendors based on location of the vendor, completeness of proposal, pricing of snacks and beverages, healthy options, work experience references, overall presentation of proposal, and vendors’ requested exceptions to RFP terms and conditions. The panel determined that Coast Cities Healthy Vending LLC was the strongest candidate to meet the City’s needs. Staff recommends City Council approve the agreement with Coast Cities Healthy Vending LLC to provide the City with installation, servicing, and stocking of vending machines, positioning the City to continue to offer vending machine snacks and beverages.
FISCAL IMPACT
The agreement with Coast Cities Healthy Vending LLC is a no-cost service agreement with no rent revenues.
