STAFF REPORT
Meeting Date: October 11, 2022
To: Honorable Mayor & City Council
From: Nancy Hunt-Coffey, Assistant City Manager
Subject: Recommendation by the Sunshine Taskforce regarding appointment of members by City Councilmembers
Attachments: None

INTRODUCTION
At the August 22, 2022 Sunshine Taskforce meeting, it was recommended by the City Council liaisons (Vice Mayor Gold and Councilmember Mirisch) and the taskforce membership that the City Councilmembers each appoint three members to the Taskforce. Since the number of active members has declined recently, the Taskforce asks that City Council appoint additional members. Additionally, the City Council is asked to provide any direction related to membership and voting criteria for the Taskforce members.

DISCUSSION
The Sunshine Taskforce (Taskforce) was created as a Mayor’s initiative (then Mayor Mirisch) in 2013 to enhance government transparency. In January 2015, the City Council decided to convert the Taskforce into a standing City Council committee. At that time, the Councilmembers agreed to select two members each and to restrict membership to two lobbyists.

Since its inception the Taskforce has made a number of recommendations, including the registration process for legislative advocates, the closed captioning and recording of all commission, ad hoc and liaison meetings, etc. Due to various factors, the number of active members has dwindled over the last year. As a result, the City Councilmembers are each asked to appoint three members.

Currently anyone can attend a Taskforce meeting and participate in any formal votes taken at that meeting. City Council is additionally asked to provide any direction related to criteria for membership and voting. For example, should membership opportunities be advertised to the community (similar to openings for commissions), should members be residents, should they be required to attend a certain number of meetings in order to vote on issues before the Taskforce, should the membership continue to be restricted to two lobbyists, etc.
