RECOMMENDATION
Staff recommends that City Council move to deny a resident-initiated petition request to modify the permit parking regulation on the 200 block of South Crescent Drive, between Charleville Boulevard and Gregory Way, and retain the existing regulation as follows: “1-Hour Parking, 8 a.m. to 2:30 a.m., Daily, Permit ‘Q’ Exempt”
INTRODUCTION
On November 16, 2021, City Council reviewed a resident-initiated petition from the 200 block of South Crescent Drive to modify the existing preferential parking permit (PPP) regulation from “1-Hour Parking, 8 a.m. to 2:30 a.m., Daily, Permit ‘Q’ Exempt” to “No Parking Anytime, Permit ‘Q’ Exempt.” Following receipt of public comments made during the meeting, City Council agreed to continue the matter to a future date to provide time for school officials to communicate with neighboring residents and to coordinate with parents to minimize drop-off/pickup traffic and parking impacts on neighboring streets.

DISCUSSION
Detailed background and analysis for the 200 block of South Crescent Drive petition is provided in the November 16, 2021, City Council Agenda Report (Attachment 2).
Background
On February 6, 2020, the Traffic and Parking Commission (TPC) reviewed a petition signed by 66% (25 of 38) of the households on the 200 block of South Crescent Drive to modify the parking regulation from “1-Hour Parking, 8 a.m. to 2:30 a.m., Daily, Permit ‘Q’ Exempt” to “No Parking Anytime, Permit ‘Q’ Exempt,” to address commuter parking impacts from South Beverly Drive businesses, traffic impacts from Beverly Vista Middle School (BVMS) and driveway ingress/egress issues caused by blocked driveways. Based on 66% support of the block residents, previously approved similar PPP zones modifications on the adjacent 200 and 300 single-family blocks of South Cañon Drive, impacts from changing BVMS to a middle school and the goal to create consistent parking regulations, staff initially recommended approval of the requested PPP zone modification for TPC consideration.
The TPC voted (3-1-1) in support of staff’s recommendation. Former Commissioner Seidel, former Commissioner Meshkaty and former Commissioner Manaster supported the petition citing that the petition was valid and that the regulation on the neighboring 200 and 300 blocks of South Cañon Drive was recently modified to “No Parking Anytime.” Commissioner Ignarro opposed the petition and former Commissioner Solnit abstained citing the low parking occupancy data during non-peak school hours.
At the November 16, 2021, City Council Formal Meeting, 14 public comments were received from street block residents, Beverly Hills Unified School District (BHUSD) representatives and BVMS Parent Teacher Association members.
Analysis
Staff conducted additional parking spot counts in 2022 at different times of the day. On average, 28% (19 of 67) of the on-street spaces were occupied. Date Time Parked Vehicles Monday, April 25, 2022 2:00 PM 25

As requested by City Council, below is a summary of the BVMS public outreach efforts and Attachment 5 includes copies of the outreach materials:
Meeting Date: October 18, 2022
Drop Off & Pick Up reminders (sent to families periodically throughout the year) December 2021 Neighborhood Townhall (personal letter hand delivered to neighbors) May 2022 "Friendraiser" inviting all neighbors to meet BVMS personnel September 2022 Neighborhood Townhall (text message sent to 693 neighbors) Start of school Drop Off & Pick Up Guidelines (sent at the start of each school year) Important dates & neighbor notifications via Instagram Based on current and past parking occupancy data indicating over 70% availability of on- street parking throughout most of the day, staff observations during AM/PM peak-hour school activity, the installation of speed bumps and the BVMS’ good faith efforts to educate parents and students of neighborhood parking impacts during school hours, staff recommends denying the petition request to modify the existing parking “1-Hour” regulation on the 200 block of South Crescent Drive.
Public Outreach
Public notices advising of City Council review at its October 18, 2022, Formal Meeting were mailed on October 4, 2022, to the same mailing list used for the November 16, 2021, City Council meeting (100, 200, and 300 blocks of South Cañon, South Crescent, South Elm, South Rexford and Reeves Drives; the north side of Olympic Boulevard between Reeves and Rexford Drives; both sides of South Beverly Drive between Wilshire and Olympic Boulevards; and the south side of Wilshire Boulevard between Beverly and Rexford Drives). Notices were also emailed to the BHUSD, BVMS and Nessah Synagogue administrators.
Staff contacted the Beverly Hills Unified School District and Beverly Vista Middle School administration to inform them of the upcoming review of the permit zone modification. FISCAL IMPACT There is no fiscal impact with the denial of the petition request. If the request were to be approved, the cost to replace eight signs is approximately $700 for materials and labor.

DENY A REQUEST TO MODIFY PREFERENTIAL PARKING PERMIT
ZONE “Q” ON THE 200 BLOCK OF SOUTH CRESCENT DRIVE BETWEEN
CHARLEVILLE BOULEVARD AND GREGORY WAY
WHEREAS, the 200 block of South Crescent Drive has an existing preferential parking permit regulation of “1-Hour Parking, 8 a.m. to 2:30 a.m., Daily, Permit ‘Q’ Exempt”; WHEREAS, in accordance with Beverly Hills Municipal Code Section 7-3-207, a qualifying petition signed by at least 60% of the residents within the existing zone was filed to modify the preferential parking permit zone on the residential block of 200 South Crescent Drive between Charleville Boulevard and Gregory Way;

Section 1. Based upon the evidence and testimony presented to the City Council, including the information set forth in the Agenda Report, the findings required by BHMC Section 7-3-206(d) to justify modifying Preferential Parking Permit Zone “Q” on the 200 block of South Crescent Drive between Charleville Boulevard and Gregory Way cannot be made.
Section 2. The Council finds there is insufficient evidence to affirmatively conclude the following: there is no reasonable alternative which is feasible or practical to reduce the identified street parking problem to acceptable levels, and displaced commuter vehicles will not unduly impact surrounding residential areas.
Section 3. The City Clerk shall certify to the adoption of this resolution and shall cause this resolution and this certification to be entered in the Book of Resolutions of the Council of the City.

RECOMMENDATION
The Traffic and Parking Commission (TPC) recommends that the City Council move to approve a resolution modifying Preferential Parking Permit Zone “Q” on the 200 block of South Crescent Drive between Charleville Boulevard and the Gregory Way with a regulation as follows:
“No Parking Anytime, Permit ‘Q’ Exempt”
INTRODUCTION
On February 6, 2020, the TPC reviewed a resident-initiated preferential parking permit (PPP) zone modification petition signed by 66% (25 of 38) of the households on the 200 block of South Crescent Drive. The petition requests modifying the existing permit regulation of “1-Hour Parking, 8 a.m. to 2:30 a.m., Daily, Permit ‘Q’ Exempt” to “No Parking Anytime, Permit ‘Q’ Exempt,” to address commuter parking impacts from South Beverly Drive businesses, traffic impacts from Beverly Vista Middle School and driveway ingress/egress issues.

Meeting Date: November 16, 2021
Based on several factors, including the support of 65% of the block residents requesting the PPP modification, previously approved similar PPP zones modifications on the adjacent 200 and 300 single-family blocks of South Cañon Drive, impacts from changing Beverly Vista School to a middle school and the goal to create consistent parking regulations, staff recommended approval of the requested PPP zone modification.
The TPC voted (3-1-1) in support of staff’s recommendation. Former TPC Chair Seidel, then Vice-Chair Meshkaty and former Commissioner Manaster supported the petition citing that the petition was valid and that the regulation on the neighboring 200 and 300 blocks of South Cañon Drive was recently modified to “No Parking Anytime.” Commissioner Ignarro opposed the petition and Commissioner Solnit abstained citing the low parking occupancy data during non-peak school hours. This PPP modification request would have been presented to City Council in spring 2020; however, this was postponed due to several factors associated with the COVID-19 pandemic including the temporary changes in traffic and parking demands and the remote/virtual operation of Beverly Vista Middle School. DISCUSSION The 200 block of South Crescent Drive has 38 single-family homes with approximately 67 on-street parking spaces. The 200 block of South Crescent Drive shares the PPP Zone “Q” designation with both single-family and multi-family residential street blocks.
In April 2019, the parking regulations in the adjacent 200 and 300 blocks of South Cañon Drive were modified from “1-Hour Parking” to “No Parking Anytime.” There is currently no posted street sweeping schedule on this block (under the tentative daytime sweeping schedule that is being phased in, this block will have sweeping hours of Mondays 7 a.m. to 10 a.m. on the west side and Tuesdays 7 a.m. to 10 a.m. posted starting in October 2022). The residents petitioned and were approved for a speed hump, with installation scheduled this calendar year pending availability of materials.
Below is a summary of the parking occupancy survey conducted on the 200 block of South Crescent Drive on Tuesday, January 14, 2020, from 8 a.m. to 8 p.m.

Vehicles
Total Vehicles Commuter Commuter 2+Hr Duration
74 53 / 74 (72%) 26 / 74 (35%)
On average, 30% (20 of 67) of the on-street spaces were occupied during the 12-hour survey period, with peak-hour occupancy of 42% (28 of 67) recorded at 1 p.m. Findings from the license plate data and survey observations are as follows:
Meeting Date: November 16, 2021
74 parked vehicles were observed during this period. 53 of these were identified as commuter vehicles. 26 commuter vehicles parked for two or more hours. 5 vehicles (all residents) displayed disabled placards (DP). 10 vehicles had Zone “Q” placards. 2 vehicles had placards from other zones (“AZ” and “C”).
Staff observed a concentration of vehicles on the north end of the street block. Between 3:00 and 3:30 p.m., staff also observed vehicles parked and student pick-ups on the street block during the Beverly Vista Middle School dismissal time. Staff conducted spot counts on Wednesday and Thursday, January 15, and 16, 2020, at multiple times of the day. An average of 21 vehicles were parked on the 200 block South Crescent Drive.
Additional spot counts and observations were conducted in August and September 2021, after the return to in-person classes at start of the 2021 school year, with similar observations as pre-pandemic conditions.
Public Input
A total of 11 speakers provided public comment at the February 6, 2020, TPC meeting: The lead petitioner and four residents on the 200 block of South Crescent Drive (all signed the petition) supported the regulation change to “No Parking Anytime.” The Beverly Vista Principal, the Beverly Vista PTA president and four residents from neighboring street blocks opposed the change in regulation. Staff also received a total of 12 written correspondences for the February 6, 2020, TPC meeting: Two residents on the 200 block of South Crescent Drive that signed the petition supported the regulation change to “No Parking Anytime.” One resident on the 200 block of South Crescent Drive opposed the regulation change to “No Parking Anytime.” One resident from the 200 block of South Crescent Drive supported a parking regulation modification of “No Parking, 8 a.m. to 6 p.m., 1-Hour Parking all other times,” to provide flexibility for guest parking. A member of the same household signed the original petition. Six residents from neighboring street blocks and one South Beverly Drive business sent correspondence opposing the parking regulation modification. One resident from a neighboring street block expressed concerns about overall parking challenges in this neighborhood.
Noticing
Public notices advising of City Council review at its October 12, 2021, Formal Meeting were mailed on November 8, to the same mailing list used for the February 6, 2020, TPC meeting (100, 200, and 300 blocks of South Cañon, South Crescent, South Elm, South Rexford and Reeves Drives; the north side of Olympic Boulevard between Reeves and Rexford Drives; both sides of South Beverly Drive between Wilshire and Olympic Meeting Date: November 16, 2021

Notices were also emailed to the Beverly Hills Unified School District, Beverly Vista Middle School and Nessah Synagogue administrators. Staff contacted the Beverly Hills Unified School District and Beverly Vista Middle School administration to inform them of the upcoming review of the permit zone modification. FISCAL IMPACT If approved, the cost to replace eight signs is approximately $700 for materials and labor.
The estimated timeline for installation of new signs is approximately 4-6 months due to current supply chain challenges.

This report outlines a resident-initiated request to modify the preferential parking permit (PPP) zone on the 200 block of South Crescent Drive. Staff recommends modifying the existing PPP regulation of “1-Hour Parking, 8 a.m. to 2:30 a.m., Daily, Permit ‘Q’ Exempt” on the 200 block of South Crescent Drive, between Charleville Boulevard and Gregory Way, as follows:
“No Parking Anytime, Permit ‘Q’ Exempt”
Background
The 200 block of South Crescent Drive has 38 single-family homes with approximately 67 onstreet parking spaces. A qualifying petition signed by 66% (25 of 38) of the households on the 200 block of South Crescent Drive was submitted in December 2019 requesting to modify the existing permit regulation of “1-Hour Parking, 8 a.m. to 2:30 a.m., Daily, Permit ‘Q’ Exempt” to “No Parking Anytime, Permit ‘Q’ Exempt.”
The petition request is to modify the existing PPP regulations to address commuter parking impacts from South Beverly Drive businesses, traffic impacts from Beverly Vista School, and ingress/egress issues. Attachment A provides a map and list of parking regulations in the surrounding area. The 200 block of South Crescent Drive shares the PPP Zone “Q” designation with both single-family and multiple-family street blocks. In April 2019, the parking regulations in the adjacent 200 and 300 blocks of South Canon Drive were modified from “1-Hour Parking” to “No Parking Anytime.” There is no posted street sweeping schedule on the 200 block of South Crescent Drive.
In 2016, staff received a letter signed by 15 (39%) households on the 200 block of South Crescent Drive expressing similar parking and traffic concerns on the block. A qualifying petition with the minimum 61% signatures was not submitted at that time.
Discussion
Staff conducted a parking occupancy survey on the 200 block of South Crescent Drive on Tuesday, January 14, 2020, from 8 a.m. to 8 p.m.

On average 30% (20 of 67) of the on-street spaces were occupied during the 12-hour survey period, with peak-hour occupancy of 42% (28 of 67) recorded at 1 p.m. Based on license plate data, approximately 53 of the 74 vehicles parked on Crescent Drive were commuter vehicles.
Approximately 26 commuter vehicles parked for two or more hours.
Of the 74 vehicles parked, 5 vehicles (all residents) displayed disabled placards (DP). Staff recorded 10 vehicles with Zone “Q” placards and 2 vehicles with placards from other zones (“AZ” and “C”).
Staff observed a concentration of vehicles on the north end of the street block. Between 3 and 3:30 p.m., staff also observed vehicles staging and student pick-ups on the street block during the Beverly Vista School dismissal time.
Additionally, staff conducted spot counts on Wednesday and Thursday, January 15 and 16, at multiple times of the day. There was an average of 21 vehicles parked on the 200 block South Crescent Drive.
Based on 65% support from the block residents requesting the PPP modification, impacts from Beverly Vista School activity, the recent regulation changes in the adjacent 200 and 300 singlefamily blocks of South Canon Drive to “No Parking,” the goal to create consistent parking regulations, and previous concerns by the residents on the 200 block of South Crescent Drive, staff recommends modifying the PPP regulation on the 200 block of South Crescent Drive to “No Parking Anytime, Permit ‘Q’ Exempt.” Staff does not recommend changing the regulations on adjacent Charleville Boulevard and Gregory Way to maintain consistency throughout the corridor.
Noticing
Notices advising of the Traffic & Parking Commission’s review of the petition at the February 6, 2020 meeting were mailed to the residents on the 100, 200, and 300 blocks of South Canon, South Crescent, South Elm, South Rexford, and Reeves Drives, and the north side of Olympic Boulevard (between Reeves and Rexford Drives). Notices were also mailed to the businesses on South Beverly Drive (both sides between Wilshire and Olympic Boulevards) and Wilshire Boulevard (south side between Beverly and Rexford Drives). Notices were emailed to and received by the Beverly Hills Unified School District, Beverly Vista School, and Nessah Synagogue administrators.
As of January 28, 2020, staff received a total of four correspondence:
TPC: February 6, 2020
200 South Crescent Drive - Modify
One resident from the 200 block of South Crescent Drive supports a parking regulation modification of “No Parking, 8 a.m. to 6 p.m., 1-Hour Parking all other times” to provide flexibility for guest parking. A member of the same household signed the original petition. Two residents from neighboring street blocks (100 block of South Canon Drive; Elm Drive) sent correspondence opposing the parking regulation modification. One resident on 100 block of South Elm Drive expressed concerns about overall parking challenges in this neighborhood.
Recommendation
Pending public comment, staff recommends modifying the preferential parking permit regulation on the 200 block of South Crescent Drive as follows:

Community Develonment
Dear Mr. Vasquez,
Attached please find a petition signed by the residents of 200 Block of South Crescent requesting a change to the parking zone. During the past three years since my family and I moved to this street, we have noticed considerable increase in the amount of traffic on our street. The traffic has become so overwhelming to the point that it's difficult to get in and out of our driveway between hours of 8:00 am and 7:00 pm. At times, there is barely any street parking for us who have purchased parking permits and are forced to park on other streets ifwe have visitors during the day.
We are seeing individuals park on our street for hours without a permit even though this is a One Hour Parking zone and we are getting the overflow from South Beverly Drive patrons and employees. Another major contributor to the traffic is the change to the BH School district where Beverly Vista now serves as the only junior high and we have many parents blocking the street for pick up and drop off and park for extended periods of time attending school events. Since cars can park on both sides of the street, oncoming cars don't have enough room to pass each other and at times they get stuck and just honk for several minutes without any regard for residents. We have also been impacted by the recent change in the parking zone on Canon Drive.
The traffic is becoming unbearable on this street and we ask that you send a representative to study the street and make the necessary adjustment for residents who live here and pay very high property taxes. We also would like the engineers to further study whether the street is too narrow. Most cars cannot pass each other if cars are parked on both sides of the street. The 200 Block of S Reeves allows for parking on only one side of the street as does the 100 block of S Crescent and we are wondering why we cannot have the same rules apply to our block.
The traffic needs to start flowing better and not become so frustrating for the residents. This is a residential street which is now being treated like a commercial street for car travelers.
We appreciate your help in this matter and helping out the residents.
Best Regards
Anousheh Bostani

PREFERENTIAL PARKING PERMIT ZONE
PETITION REQUEST
2019
A Preferential Parking Permit Zone allows Beverly Hills residents to park a vehicle(s) on their street block during restricted parking hours. Residents of a designated permit zone may purchase up to three (3) permits per household annually at an approximate cost of $35 each, with fees subject to change each fiscal year. Permits are valid October 1 through September 30, and may be renewed annually.
Residents may register to receive a daytime exemption pass at no additional cost when occasional parking needs exceed what can be accommodated with three (3) preferential parking permits. Residents m ust purchase the three annual preferential parking permits to be eligible to receive daytime exemption pass. Preferential parking permits do not exempt residents from the City's overnight parking restriction between 2·30AM and SAM. [BHMC 7-3-301] SlREET BLOCK: 2ao

I'm writing in to support a modification to the parking statutes for the South Crescent Drive 200 block.
It's almost like driving down a snake path where you have to constantly veer right and then left over and over.
There are just too many cars parked on either side of this very narrow street making it impossible for 2 cars to pass safely without squeezing to one side of the street and letting the other car pass. This creates a dangerous situation, especially at the 4-way stops anchoring the street at Charleville and Gregory respectively where traffic builds up and cars get stuck in the middle of the road because cars further ahead have not been able to pass oncoming traffic. The fact that more kids are coming and going from Beverly Vista makes this an even more dire situation. With the daily road rage I witness on my formerly calm street it's just a matter of time before something unfortunate happens.
I encourage some type of modification ... I believe instituting AL TERNA TE SIDE PARKING would be the best solution since there are so many cars with handicap placards that are parked on the street at all times of the day and night. If that is not currently a possibility, I fully support restricting parking on both sides of the street. Please find a solution to this issue as the current situation is really bad.
Sincerely, Dan M. Kahen

Please read this message during the public comment period for Item 4, Feb 6 meeting:
Gail and John Millan:
We understand that the Commission is considering a change in the parking regulations for Zone Q. We are residents of the 200 South Crescent Drive, which is in Zone Q, and we have the following comments. 1--Ever since the middle school opened on South Elm we have been getting many more cars parked for long periods on our block. We have spot-checked, and few of these cars have Zone Q hang tags. We believe that better enforcement of the 1 hour parking limitation will solve this problem. We would like to point out that Crescent is a relatively narrow street and it is difficult to safely pass another car when cars are parked on either side. Many cars have lost their mirrors on this stretch of roadway as evidenced by the plastic debris typically on the street. 2--We believe that creating a "no parking anytime" zone will be a hardship for legitimate visitors to 200 South Crescent residents and that diligent enforcement of the zone regulations is required regardless of the parking limitation. 3--Lyft and Uber drivers often use the red curbed area on Crescent just south of the Wilshire intersection for pick up and drop off for passengers--often blocking traffic because there is only one lane southbound and they insist on waiting, even when other cars honk when stranded in the middle of the busy intersection (creating noise pollution as well). The City should consider better enforcement of the no stopping zone, additional signage, and involving the ride-share companies in mitigating this problem. 1 0

My name is Tai Duncan and I live at 249 S. Elm Dr. in Beverly Hills.
I 100% DO NOT support the change to the parking status for 200 S. Crescent drive. My street is already overwhelmed with visitors from the school and all of the employees of the local restaurants in addition to visitors oflocal residents who park on my street.
This change would put an undue burden on our quality of life and we will actively and vocally oppose anyone who votes for the change.

Hello members of the BH Traffic & Parking Commission, My name is Juliet Brewer and I have lived at 132 South Canon Drive Apt 3 for nearly 23 years. (Since July 1997) I have dealt with street parking in the neighborhood from the first day I moved in onwards. Over the years I have usually have been able to find parking on my street, or on Charleville ( east of Beverly, 1 block south of Wilshire) or the 100 block streets ( south of Wilshire) within 2-10 minutes of arriving home. THIS HAS GRADUALLY STARTED TO CHANGE and the street parking
I have noticed in the last few months (particularly in the last month for some reason) that it is getting harder and harder to find street parking within 4 blocks of my street (or on Charleville). At first I just thought people in the neighborhood had visitors over the holidays and so more guest parking was happening in the neighborhood. But now I am slowly realizing that this is the 'new normal' to have to drive around (at least 3 nights a week) for up to 1 O - 15 minutes to find parking near my home. It is particularly difficult on nights when I have an evening class and get home around 10:30 pm and have to drive around for up to 15 minutes to find a street parking slot up to 5 blocks away. (I have not had this issue in the past when I took evening classes)
Bottom line, we simply don't have enough room for more cars to competeJor increasingly rare street parking spots in the "100 l:>locks" south of Wilshire/east of Beverly, particularly during the weekdays. (I seem to have better chances of finding street parking during the weekend for some reason) It's getting harder and harder to come home after a long day at work and find parking within a few blocks of my apartment. I am wondering if most of you live in a residence with assured parking. If so, you would not have to deal with this issue, but I can assure you it's getting worse and worse to have to compete with other drivers for street parking in my neighborhood just south of Wilshire, and east of Beverly Drive. I respect that the residents of the 200 block of South Crescent want to prohibit short term parking visitors on their street. But if that request was approved, I honestly don't think the streets in the "100 blocks" (just south of Wilshire) could regularly absorb the additional cars that would compete for a finite amount of street parking space .. 1 2- OF ti appreciate that you want n,d an answer that would work for eve0.,e and I am not sure what that is. But I can tell you as someone who has lived in my neighborhood for nearly 23 years that its become increasingly difficulU time-consuming/stressful to find street parking when I get home. I am genuinely concerned that if parking is prohibited in the 200 block of S Crescent, (or any 200 + block south of Wilshire/north of Olympic) that it could tip the street parking problem into something untenable.
I thank you for your consideration and hope that a solution can be reached that is fair to all involved. Please feel free to reach out if you have any questions.
Sincerely,
Juliet Brewer

1 CAUTION: Ext;al Sender L.·--··-······· - - ····-····., . ., , [!s_e cayon _when clicking links or open. fig atta5ments --········································· . Hello.
I am a resident on S. Elm Dr. I received a notice pertaining to the parking on Crescent.
I would like to voice that I am strongly against this as it will likely increase the parking on my street, which already is a problem due to the Beverly Vista School. I have a parking permit for S. Elm, but there have been countless times that I've been unable to find a place to park because of the short-term parking for the school. It's extremely fnstratmg when I cannot park on my own street that I pay to park on. Sometimes this results in tickets because I'm forced to park on other streets which is a huge inconvenience given the strict parking pe rmt zones around Elm.
If Crescent is going to eliminate short term parking, then I advise that the Transportation Dept also look into limiting the short term parking on S. Elm where the issue is much greater.
Thank you.

I support the changing parking for only persons with parking passes to park on S. Crescent Dr. 200 block.
We have now taken on too much traffic and persons parking on our block from both BV and south Canon (who now has restricted parking for only for persons with parking passes). Thank you for your construction of our plea. Bruce Margolin 220 s crescent dr

While I fully understand the homeowners position on street parking a real problem exists for business people on So Beverly Dr. If customers/clients are not able to access a business they will eventually give up in frustration and go elsewhere .Our limited parking for patients and customers is dwindling further with increased permit only streets. A long term solution 1s vital if bus'nesses are too survive. Why can't additional public parking be made available. We do pay taxes for the "privilege" of working in Beverly Hills.

Dear Community Planning and Transportation Planning
I received the Notice of Hearing regarding the plan to modify 1-hour parking, 8:00 a.m. to 2:30 a.m., Daily between Charleville and Gregory Way.
As you may know, the parking situation for residents, of which I am one, is beyond difficult. All of the parking one block south of Wilshire is a huge problem. Additionally the parking signs are very hard to decipher, and one parking officer keeps writing me tickets for parking between 2 and 5 am despite the fact that I have 24 hour, over night parking permit. When my children visit, they have to park blocks away, I have to get permits for our housekeeper, friends, family, etc. It is a very poor situation for a city with so many smart people. Those tickets are expensive and at first I just paid them, not realizing I should have contested them from the start. I have complained and received one or two responses saying I did not have to pay for those tickets. About a week or so ago, I was given yet another ticket from between 2:30 am to to 5:00 a.m. The same parking officer contiues to give me tickets .... The parking signs state that parking is exempt "No Parking Anytime, Permit Q Exempted." This is very annoying and expensive.
When guests cannot park without residents getting some form of allowable parking, it makes living in the neighborhood very hard on family members, friends, household help etc.
I would be curious to know if I can use my Permit Q Exempted permit on the second street South of Wilshire Blvd. if at all?
The first street south of Wilshire is all apartments. These apartment buildings were built probably in the 1920ies or 1930ies. Some have parking spaces for the 4 or 5 apartments, some are newer and they have underground parking, but for the rest of us, there are times when it is not possible to find parking spaces.
I have had to have my car painted twice where other people have bumped into my front and back bumpers. This is really a pain in the neck. I have yet to get a note stating they damaged my car ...
1 2 OF 2
Please do something about the parking situation and allow more reasonable parking for family, friends, guests, etc.
I am concerned that the houses on the second block south of Wilshire will not be happy to have Permit Q people parking on their block.
I also think we should be allowed to have full canvas covers on our cars because many residents keep their sprinklers on and because they do so, they water the car, all they have to do is turn down the sprinklers ???
I don't know who originated the parking situation, but I for one think it is not well thought out. It is my hope the whole parking situation is made to be helpful for all of the residents while still making some type of solution for the people who visit those of us who have problems with the parking situation. Thank you for your time and concern.

Dear Traffic and Parking Commission,
This seems like deja vu. On March 7, 2019, I submitted an email regarding the same issue on the same block of Canon Drive. I will reiterate my concerns again here:
While I understand that residents of Crescent Drive would prefer to have the street completely to themselves, I think that ending the one hour parking is a bad idea that would have negative repercussions for residents of other streets. If this passes, those of us who live in other regulated parking areas will have to absorb the extra cars because people will continue to come to the area and require parking. I live on Elm Drive but I have parked on Crescent when I have needed to run an errand on Beverly or Charleville and it required either carrying something heavy or dodging raindrops. Further, with the increased attendance at Beverly Vista and the students all having to arrive at the same time, parents need the option of parking briefly on Crescent. It is not reasonable for residents of Crescent Drive to enjoy the convenience of living near all the offerings of Beverly Drive and Wilshire Blvd, and the benefits of an excellent school system, but not to have to deal with the other people who want to enjoy those offerings, too. Beverly Hills is a city, after all, not suburbia.
The restrictions are already quite limited, only allowing one hour of parking. It is not a situation where non-residents are parking there all day.
I ask the Commission to recommend against this proposal.

Proposed Parking Restrictions for 200 Block of S. Crescent Follow up Completed

To whom it may concern:
As a resident of the 100 block of S. Canon Drive, I am concerned about the adverse impact of the proposed parking restrictions for the 200 block of S. Crescent Drive.
Those currently parking without permits on the 200 block of S. Crescent will be forced onto neighboring blocks that allow non-permit parking, especially the 100 blocks of S. Crescent and S. Canon.
The 100 blocks consist of multi-family housing (apartments and condos), while the 200 block consists entirely of single family homes. As such, the 100 blocks are much more densely populated than the 200 block. This situation is further exacerbated by the fact parking is limited to one side of the street on the 100 blocks.
It is unacceptable to institute a restriction exclusively for the 200 block of S. Crescent, shifting the burden to our already overburdened blocks. Should permits be required on the 200 block of S. Crescent, it needs to be part of a more comprehensive solution that mandates permits in the entire area. Sincerely, G.M. Smith

200 Block of South Crescent Drive - Modification of Existing Parkrnq Zone Public Notice - TPC - 200 S Crescent 1. 15 20.pdf

Sent: Wednesday, January 15, 2020 6:42 PM
To: WebCBH TRANSPORTATION <[email protected]> Subject". 200 Block of South Crescent Drive - Modification of Existrng Parkmg Zone To Whom It May Concern,
I am the owner of 241 S Crescent Drive where the community is proposing to modify the Preferential Parking Permit Zone, per the attached, on the 200 block of South Crescent Drive between Charlieville and Gregory Way.
Though I am in FULL SUPPORT of a parking modification, I am NOT in support of changing the regulations to "No Parking Anytime, Permit '0' Exempt". This parking restriction is EXTREMELY prohibitive and does not allow me, as a homeowner, to fully utilize my home and actually restricts me from the ability to entertain people freely.
In addition, with the current Development Standards for South of Wilshire, I am also unable to have side by side parking stalls in my Front Yard, further prohibiting locations for my guests to park without receiving permits from the city of Beverly Hills, should the extremely restrictive parking restrictions take effect. I propose that the modification be "No Parking 8 am-6 pm, lHr Parking all other times. Except by permit."
A majority of the vehicles being parking on the 200 block of Crescent are due to the nearby Office Buildings on Wilshire. By restricting the parking to only 8am-6pm, it would alleviate almost all of the daily parking issues on the street, while still allowing the homeowners to freely invite guests into their homes without the need of parking permits.

Hello Neighbors,
My name is Dr. Kelly Skon and I am the new Principal of Beverly Visit Middle School. It is such an honor and a privilege to serve the City of Beverly Hills in this capacity. The students, staff, parents, and community members have demonstrated an unparalleled dedication to our school. I am continually impressed at the level of involvement and support.
As an educator, I have always believed in the notion that it takes a village to raise a child. That village includes our neighborhood. My goal is to get to know our neighbors, build relationships, and ensure that our “village” is strong. I would like to start this process by getting to know the BVMS neighbors on the 200 block of South Crescent.
Please join me in a BVMS Meet & Greet on December 7th at 4:00 p.m. in the Library (enter the front gate and go straight up the stairs).
The Beverly Vista Middle School administrative team will be there as well as our PTA (Parent, Teacher, Association) Co-Presidents. This will be an opportunity to meet one another, enjoy some refreshments, and hear how BVMS can be a better neighbor.
I look forward to meeting you and building a lasting relationship.
Enthusiastically,
Kelly Skon, Ph.D.

Drop Off & Pick Up Guidelines
• Refrain from pulling up on the opposite side of the

Crossing the street in the middle of the block is a

requests. However, it is important for you to realize that while we have amazing young people in our community, there is no adult supervision on Beverly Drive.
While it is your right to allow your child to spend time with their friends on Beverly Drive after a hard day of school, you must ask yourself if you feel comfortable with your child being in an unsupervised environment with other much older students for hours at a time? If the answer is yes then we would ask that you have a conversation with your son or daughter to make sure that they know your expectations for their behavior, how to deescalate potentially difficult situations, and that you have a thorough understanding of where they will be going and with whom they will be spending their time with while on Beverly Drive.
Students should also be told that even though they are off-campus, school rules (and the consequences for breaking them) still apply when they leave BVMS and head directly to South Beverly Drive or other places within the community.
