RECOMMENDATION
Staff recommends the City Council approve an agreement between the City of Beverly Hills and Beverly Hills Bridge Club for use of City facilities for the fiscal years 2022/23 through 2026/27.
INTRODUCTION
The Beverly Hills Bridge Club has been gathering as a social community to play bridge card games at the La Cienega Tennis Center meeting rooms for several decades. These community gatherings and activities ceased in March of 2020 due to the Covid-19 pandemic and have not yet resumed operations onsite or in-person. During the pandemic while most City facilities were closed, the Community Services Department began working with the City’s longtime Friends of groups and community partners, such as our youth sports organizations and the Bridge Club, to enter into official agreements and memoranda of understanding. In keeping with best practices as identified by the then City’s Auditor’s Office, the purpose of these type of agreements is to clearly establish each group’s access to City facilities and community services being provided, times of use, insurance requirements, obligations of all parties involved, and facility use fees. The Bridge Club has been working with staff to negotiate the terms of this agreement and plan to return to in-person operations at the La Cienega Tennis Center upon execution of this agreement.
DISCUSSION
The Beverly Hills Bridge Club has called the meeting rooms at the La Cienega Tennis Center home for many decades. According to Department records, the Bridge Club and the City established an agreement in July of 1996 for a flat rate rent of $2,130 per month E-5
Meeting Date: October 18, 2022
for the semi-exclusive use of the Doheny Room on the first floor of the Tennis Center.
There were no rent increases from 1996 until August of 2005 when monthly rent increased to $3,130 for the semi-exclusive use of the room. In the 2005 agreement, it was calculated that the Bridge Club was using approximately 175 hours of facility time, which equates to approximately $17.90 per hour based on their monthly rental rate, whereas the City’s 2005-06 Fees and Charges schedule for hourly room rental rates was $38.20 per hour. The Bridge Club has continued to enjoy the reduced rate from 2005 of $3,130 per month right up until the pandemic shuttered the meeting rooms and the Bridge Club in March of 2020.
As staff and board members of the Bridge Club have worked together to negotiate this agreement over the last several months, it was explained to the Bridge Club that one of the goals of the agreement is to bring the Club’s monthly rent up to the present-day rate, which is $49 per hour in 2022-23. It is important to note that Bridge Club membership is comprised of predominantly non-residents, and the City generally will reserve rate waivers, and rate reductions to individual residents and/or resident groups. As noted above, the Bridge Club has been on hiatus for two and a half years. They explained to staff they are unsure if their membership will return to pre-pandemic numbers, and they do not want to commit to an agreement they cannot afford. As a result, this agreement proposes gradual annual increases in monthly rent over the next several years until the Bridge Club will be paying the City’s then current hourly rate by fiscal year 2026-27.
Additionally, staff is recommending allowing the Bridge Club to pay the 2005 rate of $3,130 per month for the first six months of this agreement to allow the Bridge Club to re-establish itself. The rate would then increase further, but would convert to an hourly rate for each of the subsequent fiscal years. Converting from a flat monthly rent to an hourly rate will also provide the Bridge Club more flexibility as it resumes operations and allows them the ability to manage their budget more effectively.
Other items covered in this agreement include delineation of maintenance and cleaning responsibilities, storage, and ability to host special events, key access, insurance requirements, and other liability-related concerns. Lastly, the agreement provides the Bridge Club with priority of use and the fee structure described above to the Doheny room only. It does not apply that same priority to the use of the Tennis Center Rodeo room, which will be rented at the then current fiscal year hourly rate.
FISCAL IMPACT
Prior to the pandemic, the Bridge Club would provide monthly revenue of $3,130 to the Community Services Department. That revenue has fallen to zero since March of 2020.
The Department has not received rental requests for the Doheny or Rodeo rooms from any other user groups or organizations in the past two and a half years, so the opportunity for revenue from renting the rooms at the current rate of $49 per hour has not presented itself. However, Community Services is planning to program uses in the Rodeo room going forward. The return of Bridge Club would result in the resumption of consistent monthly revenue of $3,130 through March of 2023, and will then increase by a substantial amount on April 1, 2023, and then again on July 1, 2023, and subsequent July firsts during the term of this agreement.
