DISCUSSION
The City of Beverly Hills has experienced unprecedented protest activity since May 2020 and continues to experience protests for a variety of reasons throughout the Business Triangle and in Beverly Gardens Park.

On October 13, 2020, the City Council approved agreements and purchase orders with Covered 6 and Nastec to provide armed uniformed security services due to the anticipation of continued protest activity along with heightened concerns around the November 3, 2020 general election. The report recommended, and the City Council approved, additional security support for the Business Triangle.

Since then, the City has extended its agreements, increased the consideration, and expanded the scope of work for both Covered 6 and Nastec as the City continues to experience events requiring ongoing, supplemental armed uniformed security services due to the following activities: animal rights protests, repeated smash-and-grab incidents at various retail stores in Southern California, a rise in violent crime within the Los Angeles area, and intermittent protests for a variety of other political issues.

The continuation of the public safety services provided by both companies for FY 2022- 2023 requires the issuance of change purchase orders. This will enhance the deployment of armed security officers in the City in order to provide a higher level of public safety services and will augment those services already provided by the Beverly Hills Police Department.

FISCAL IMPACT
The City Council approved Budget Enhancement Form No. 170-011 for FY 22-23 in the amount of $6,041,671 for private armed security services. No further appropriation is required at this time for requested change purchase orders for Covered 6 and Nastec.
