RECOMMENDATION
Staff recommends the City Council adopt a resolution to designate Councilmember Sharona R. Nazarian, PsyD, as the alternate to the Board of Directors of County Sanitation District No. 4 of Los Angeles County (Attachment 1).
INTRODUCTION
Section 4730 of the California Health and Safety Code stipulates the presiding officer of a city, all or part of which is in a Sanitation District, is a member of the Board of Directors of that Sanitation District. Therefore, Mayor Bosse is automatically a Director of the Board of Directors of County Sanitation District No. 4 of Los Angeles County (“Sanitation District No. 4”), whose territory includes the City of Beverly Hills.
This resolution will designate Councilmember Nazarian as the alternate member to the Board of Directors for Sanitation District No. 4.
DISCUSSION
The mission of Los Angeles County Sanitation District is “[t]o protect public health and the environment through innovative and cost-effective wastewater and solid waste management and, in doing so, convert waste into resources such as recycled water, energy, and recycled materials.” The Sanitation Districts of Los Angeles are authorized to build, operate and maintain wastewater collection systems, treatment and disposal facilities, and refuse transfer and disposal facilities.

The Sanitation Districts function on a regional scale and consist of 24 independent special districts serving about 5.5 million people in Los Angeles County. The service area covers approximately 824 square miles and encompasses 78 cities and unincorporated territory within the county. Sanitation District No. 4 is comprised of the Cities of Beverly Hills, West Hollywood and Los Angeles.
To maximize efficiency and reduce costs, the 24 independent sanitation districts work cooperatively under a Joint Administration Agreement. Each sanitation district has a Board of Directors consisting of the mayor of each city, or their designated alternate by Resolution, and the Chair of the Board of Supervisors for unincorporated territory. Each sanitation district pays its proportionate share of joint administrative costs.
Sanitation District No. 4 meets quarterly with meetings typically scheduled in the month of February, June, September, and December. Special meetings are scheduled when necessary. Board meetings are held at the District’s headquarters. Meetings usually start at 1:30 pm and are 30 to 45 minutes in duration.

HILLS SELECTING AND DESIGNATING AN ALTERNATE
MEMBER OF THE BOARD OF DIRECTORS OF COUNTY
SANITATION DISTRICT NO. 4 OF LOS ANGELES COUNTY

Therefore the Mayor of the City of Beverly Hills, presently Lili Bosse, is automatically a Director of the Board of Directors of County Sanitation District No. 4 of Los Angeles County whose territory includes the City of Beverly Hills.
WHEREAS, Section 4730.1 of the California Health and Safety Code permits the City Council to designate or appoint an Alternate Director in the absence, refusal, or inability of the Mayor to act on the City’s behalf as a Director of the Sanitation District.
NOW, THEREFORE, the Council of the City of Beverly Hills does hereby resolve as follows:
Section 1. Councilmember Sharona R. Nazarian, PsyD is hereby designated as the Alternate Member of the Board of Directors of County Sanitation District No. 4 of Los Angeles County (“Alternate”) to act in the place of the Mayor if the Mayor is absent, unable or refuses to act as a Member of said Board of Directors. Councilmember Nazarian shall remain as Alternate until she is no longer serving on the City Council, she is elected Mayor, or the City Council appoints another Councilmember as the Alternate, whichever comes first.
Section 2. The City Clerk shall forward a copy of this Resolution to the Secretary of the Board of Directors, County Sanitation District of Los Angeles County, 1955 Workman Mill Road, Whittier, California 90601.
