3. Traffic Striping Plan

INTRODUCTION
Coldwater Cañon Drive within the City of Beverly Hills is approximately 0.9 miles between Beverly and Monte Cielo Drives. The roadway is 40-ft wide and is classified as a “Major Collector” street and carries approximately 24,000 vehicles on weekdays with significant commuter traffic between the Westside and the San Fernando Valley. The street also provides direct access to homes along Coldwater Cañon Drive. Like many collector streets, Coldwater Cañon Drive demonstrates the challenge of balancing the movement of traffic and the need to access property.

Need for New Traffic Striping Layout
For many decades, the street has had one very wide travel lane in each direction and a narrow center lane that is not wide enough to accommodate small passenger vehicles.

The existing striping layout does not meet design standards or best practices and should be replaced when the roadway is resurfaced. The shoulders are not wide enough for vehicles to park without extending into the travel lanes and the 6-foot center section is not wide enough to fit even small passenger vehicles without extending into the travel lanes.

The existing striping layout is also conducive to illegal speeding and passing, as is regularly observed—by residents, traffic studies and BHPD—despite numerous regulatory signs, pavement markings, and radar speed feedback signs along both sides of the street.

As an interim measure to help reduce these illegal driving behaviors, white edge lines were painted in July 2020 to narrow the travel lanes to 11-feet (to discourage speeding) and plastic delineators were installed across the center section at multiple locations (to discourage passing). Recently, the delineators in the center were upgraded to larger plastic bollards and bollards were added on the white edge line at several locations to further constrict the lane width to slow traffic to the legal speed. These measures have

reduced speeding (a survey in September 2022 showed a 5 mph reduction in speeds from a survey conducted in 20181) and there are fewer opportunities for passing.

BACKGROUND
On January 21, 2020, City staff, including representatives from Public Works, Police, Fire, and Transportation, met with three residents who raised concerns of excessive vehicle speed, passing in the center lane, and recent traffic collisions. These residents suggested removal of the center lane and adding parking on both sides of the roadway with the expectation that passing would be eliminated and parked cars would slow traffic by narrowing the 17-ft wide travel lanes. Other ideas generated from the discussion included addition of flexible delineators in the center median, traffic signals, speed tables, and additional signage. Staff agreed to evaluate options for Coldwater Cañon Drive both in the near-term and in the longer-term as part of street construction for the water main replacement project, and to schedule a City Council/Traffic and Parking Commission (TPC) Liaison Committee meeting to discuss next steps.

On February 10, 2020, the Liaison Committee convened to meet with residents in the Coldwater Cañon Drive area regarding their concerns with traffic. Staff presented potential options to address their concerns. The Liaison Committee requested that this issue be placed on the March 5, 2020 TPC agenda for further discussion.

At the March 5, 2020 TPC meeting, the Commission reviewed proposed near-term recommendations for Coldwater Cañon Drive, prior to roadway reconstruction. The report for this meeting is included as Attachment 1. The recommendations included installing delineators in the center median to deter vehicle passing, refreshed lane markings, yellow reflective pavement markers, additional speed limit signs and “chevron alignment” signs to provide additional guidance to drivers approaching the curves, and “No Parking” and “No Stopping” signs, as needed. The Commission expressed support for these changes, which were installed in July 2020. In addition, to deter speeding due to the 17-ft wide travel lanes, white edge lines were striped to create an 11-ft travel lanes and 6-ft shoulders.

Delineators were installed across the center section initially in five locations. The delineators were later upgraded to larger plastic bollards and additional locations added.

Considerations for New Striping Plan
The following objectives were considered while developing options for a new striping plan:  Encourage driving at the legal speed limit  Discourage illegal passing  Maintain emergency vehicle passage
 Provide parking for residents where possible
 Follow design standards and safety best practices
 Fit within existing overall street width (i.e., no widening) Several options for types and widths of lanes were evaluated and two options were identified as striking a balance between the considerations outlined above.

Option 1 – Two-Way Center Turn Lane: Provides continuous two-way turn lane and painted shoulders to increase space for emergency vehicles during congested hours. Will require bollards at multiple locations to deter illegal passing in the center lane. 1 Speed surveys between Loma Linda Drive and Monte Cielo Drive conducted 3/15/2018 and 9/21/2022 showed 50th percentile speed reduced from 32 mph to 27 mph and 85th percentile from 36 mph to 31 mph.

Meeting Date: November 1, 2022

Page 3 of 5 ends

Option 2 – On-Street Parking: Provides on-street parking, except near intersections and driveways. Staggered parking would allow space for motorists to move to the right for emergency vehicles to pass. It is illegal to pass on the right in the parking/shoulder areas.

For both options, left turn pockets would be provided at intersections and parking restrictions on Red Flag warning days would remain in place.

Community Engagement
To solicit community input on new striping layout options, surveys were mailed in February 2021 to all property owners and occupants along and on side streets with their only outlets onto Coldwater Cañon Drive, totaling 164 addresses. The survey asked residents to select one of the two options described below.

A total of 35 households (21%) responded to the survey, 20 of which selected Option 2 and 15 of which selected Option 1. The 21 responses received from households on Coldwater Cañon Drive represents 31% of all houses directly on the street within the project area. Two households submitted duplicate entries, so the second entries were not included in the results. In addition, three responses were received from outside of the area and were also not included in the results.

Most survey respondents indicated that they would prefer to have on-street parking over a center lane for left turns and shoulders. However, residents off of Coldwater Cañon Drive indicated they would prefer to have a center turn lane and shoulders over on-street parking. It should be noted that a two-way center lane is not needed to turn on connecting streets because dedicated left turn pockets would be retained under either option.

Emergency Services
Staff received input from the Beverly Hills Fire Department on the design options. In addition to responding to fire or EMS calls, Coldwater Cañon Drive serves as an emergency response route to Trousdale Estates and one of the City’s designated evacuation routes. Parking is prohibited on all designated evacuation routes on Red Flag Days, however, the Fire Department indicated a preference for the center turn lane option as it provides the greatest width for emergency vehicles. In addition, the Police Department Traffic Bureau expressed concern that parked cars may obstruct visibility for cars exiting driveways.

Public Works staff believes that the concerns of the Fire and Police Department can be addressed by limiting the amount of parking along the corridor (e.g., no parking near driveways, intersections, or curves) and staggering parking spaces along the east and west sides of the streets to provide ample opportunities for vehicles to move to the right to allow passage of emergency vehicles.

Traffic and Parking Commission Recommendation and Current Status The new striping layout options were presented to the Traffic and Parking Commission on April 1, 2021 (Attachment 2). Notices for this meeting were also sent to the residents and owners surveyed in February 2021. Four of the five Commissioners voted in support of Option 2 (on-street parking) with the condition that staff be directed to work closely with Police and Fire to identify specific locations along both sides of the street where parking would be prohibited to address sight distance obstructions at driveways and intersecting streets and to provide space for drivers to move safely to the right to allow for emergency vehicles to pass.

Meeting Date: November 1, 2022

Page 4 of 5 ends

The plans for the new traffic striping layout are included as Attachment 3. This plan does not indicate the parking area markings and red curb that will be necessary. Public Works staff will work with Fire and Police to finalize these details.

Additional Safety Measures
By itself, the new striping layout is not expected to considerably reduce speeding or passing beyond what has been achieved with the edge line striping and bollards installed since July 2020. Additional features to discourage dangerous driver behavior are being evaluated. Overhead warning signs and lights, similar to those on Sunset Boulevard and Olympic Boulevard, would provide more conspicuous alerts to drivers. Staff is also considering the feasibility of low-profile curb extensions that would be designed to not impede bicycles or emergency vehicles.

At the request of several residents, staff is also reviewing locations along Coldwater Cañon Drive for possible installation of pedestrian crosswalks, which would require enhancements such as flashing warning lights or pedestrian-activated signals. The results of this evaluation will be shared with the community and the Traffic and Parking Commission in early 2023.

DISCUSSION
Upcoming Construction Projects
Two large-scale construction projects are planned for Coldwater Cañon Drive:
1) Water Main Replacement: This project will replace approximately 7,300 feet of 6- inch to 16-inch water main between Beverly Drive and Monte Cielo Drive. The construction contract award is on the City Council Formal Session agenda this evening. Work is anticipated to start around March 2023 and will take approximately 10 months to complete. The actual start date will be determined following the award of the bid. Construction will involve continuous trenching that meanders along the alignment of the street in order to avoid existing underground utilities. Wide areas of the pavement will be removed, covered with steel plates, and patched as this work progresses.
2) Pavement Reconstruction: This project will rehabilitate and/or reconstruct the full width of pavement along Coldwater Cañon. The design is underway and will be advertised for bids in mid-2023. Construction of that project will begin upon completion of the water main construction in late 2023/early 2024. Construction Traffic To construct these projects, traffic on Coldwater Cañon Drive will need to be greatly reduced. All regional traffic will be encouraged to use alternative routes. Outreach will include press releases, social media posts, newspaper ads and message board trailers at key locations in Los Angeles to direct drivers to use routes such as Laurel Canyon Boulevard, Benedict Canyon Drive, or Beverly Glen Boulevard.

A community meeting was held on September 29, 2022 to discuss the construction projects and traffic impacts with residents in the project vicinity.

Installation of New Striping Layout
Restriping is necessary with all pavement resurfacing projects. Therefore, the ideal time to install the new striping layout is with the pavement reconstruction project following the water main installation.

Meeting Date: November 1, 2022

Page 5 of 5 ends

However, some residents have requested that the City install the new striping layout in advance of the construction projects. The most expeditious way to do this would be through the Citywide Pavement Marking project that is currently out to bid. The Coldwater Cañon restriping work was included as an additive alternate to Citywide Pavement Marking Project should City Council direct this work to occur as soon as possible. If approved, the removal of existing markings and striping of the new layout on Coldwater Cañon Drive would likely take place in late January or February 2023. FISCAL IMPACT There is no additional fiscal impact for implementing the new striping plan if constructed as part of the upcoming street pavement reconstruction project, as restriping is always included by necessity in such projects.

Removing the existing traffic striping and markings and installing new traffic striping and markings as part of the Citywide Pavement Marking Project is estimated to cost between $250,000 and $350,000. The actual cost will be known after opening bids for the project in late November. The cost would be an additional fiscal impact as the striping will need to be reinstalled following the upcoming pavement reconstruction project. Funds for the Citywide Marking Project are included in the approved budget for CIP No. 000863 – Street Sign and Striping; however, the potential removal and restriping of Coldwater Cañon Drive was not anticipated. Therefore, it is possible that an additional appropriation of funds may be required at the time of the contract award.

RECOMMENDATION
Staff recommends that the restriping of Coldwater Cañon Drive be included as part of the Pavement Reconstruction Project that is scheduled to follow the Water Main Replacement Project.

Alternatively, City Council could direct staff to restripe Coldwater Cañon Drive in advance of the upcoming water main and pavement projects. Staff would return for City Council approval with the award of contract for the Citywide Pavement Marking Project in December 2022.

The City Council/Traffic and Parking Commission (TPC) Liaison Committee met on February 10, 2020 to meet with residents in the Coldwater Canyon Drive area regarding their concerns with traffic. Staff presented potential options to address their concerns and a preliminary evaluation of that roadway infrastructure prepared by Crain and Associates. The Liaison Committee (Vice Mayor Friedman, Councilmember Wunderlich, TPC Vice Chair Meshkaty and Commissioner Manaster) asked that this issue be placed on the March 5, 2020 Traffic & Parking Commission agenda for further discussion.

Background
Coldwater Canyon Drive within the City of Beverly Hills is approximately 0.9 miles between Beverly Drive and Monte Cielo Drive. The roadway is classified as a “Major Collector” street and carries approximately 24,000 vehicles on week days with significant commuter traffic between the Westside and the San Fernando Valley. The roadway is 40-feet wide curb to curb with a 6 to 6.5 foot wide center lane. “No Parking Anytime” and “No Stopping Anytime” signs are posted along the majority of the roadway in both directions. While the center lane is considered a substandard width for use as a two-way left turn lane, it is often used for left turn access into residential driveways.

In recent months, residents in the Coldwater Canyon Drive area have raised concerns regarding Coldwater Canyon Drive. On January 21, 2020, City staff, including representatives from Public Works, Police, Fire, and Transportation, met with three residents who raised concerns of excessive vehicle speed, passing in the center lane and recent traffic collisions.

These residents suggested removal of the center lane and addition of parking on both sides of the roadway with the expectation that passing in the center lane would be eliminated and parked cars curbside would slow traffic. Other ideas generated from the discussion include addition of flexible delineators in the center median, traffic signals, speed tables and additional signage. Staff agreed to evaluate options for Coldwater Canyon Drive and to schedule a City Council/TPC Liaison Committee meeting to discuss next steps.

Staff discussed with the residents that the City’s Public Works Department is undertaking a water line replacement project that will involve the reconstruction of Coldwater Canyon Drive beginning TPC: March 5, 2020

in early 2021 and will take approximately one year to complete. In advance of this project, staff engaged Crain and Associates to conduct a preliminary evaluation of the roadway channelization and signage and identify possible options to address the existing substandard center lane.

Most residents attending the January 21, 2020 meeting with staff, as well as the February 10 City Council/Traffic & Parking Commission Liaison Committee meeting expressed interest in implementing measures to address their concerns as soon as possible.

Discussion
Attachment A is a matrix that provides an evaluation of options raised at the January 21, 2020 meeting, the February 10, 2020 Liaison Committee meeting and other ideas raised from correspondence. The Beverly Hills Police Department has increased enforcement as provided in Attachment B.

Attachment C is the Crain and Associates report that includes a preliminary evaluation for restriping the roadway to address the substandard center lane, future striping of the roadway and an evaluation of traffic control measures included in the matrix. Due to time constraints, traffic data is actively being conducted for additional analysis.

Based on these evaluations, staff plans to proceed with enhancements to Coldwater Canyon Drive as outlined below.

Near-term (prior to roadway reconstruction)
Staff plans to install delineators as a test at five locations in the center median to deter vehicle passing. Fire, Public Works and Transportation staff have reviewed these five locations and staff is prepared to install them, pending Traffic and Parking Commission discussion. If successful, additional delineators can be installed.

Lane markings will be refreshed and yellow reflective pavement markers will be added as part of the citywide pavement marking contract awarded by the City Council on February 18, 2020. Staff will install additional speed limit signs and “chevron alignment” signs to provide additional guidance to drivers approaching the curves. Staff also plans to replace and add where appropriate “No Parking” and “No Stopping” signs. This near-term work is planned to be completed by the end of Summer 2020.

Roadway Reconstruction
As part of the planning and public outreach process for the waterline replacement project, a detailed evaluation of the roadway will be conducted building upon Crain’s preliminary evaluation. Options that will be considered for installation following construction include revisions to the lane configuration and possible use of special pavement treatments in the median to reinforce that it is not a travel or passing lane. This work will be performed along with the final street paving following the installation of the new water main in 2021.

Approximate cost would be $100,000 prior to the upcoming roadway construction. Cost would otherwise be included as part of the construction.

THe Fire Department has reviewed the Crain report and has identified that the addition of parking could impact emergency response and the function of Coldwater Canyon Drive as an Evacation Route.

The City's Fire Marshall responded on 2/27/2020 as follows:
"1) The addition of parking on Coldwater would likely delay emergency response to the residents and increase the hazards to emergency responders for Fire/EMS responses on Coldwater in the area where parking is proposed. Emergency responses on Coldwater in the area where parking is proposed would likely have a significant impact on traffic in both directions for the duration of the response. 2) The addition of parking on Coldwater would likely delay emergency response to residents on the upper portions of Loma Vista and Carla Ridge due to increased congestion and reduction of lanes on Coldwater.
3) The addition of parking on Coldwater would negatively impact our ability to evacuate residents and respond to a major brush fire in the Very High Hazard Severity Zone, as Coldwater is one of our designated evacuation routes."
Crain's assessment advises additional parking can affect residential leftturn access, line-of-sight visibility, queuing, and potential passing violations.

Restripe roadway (similar to 500-800 blocks
of N. Crescent Dr.) Length of Coldwater Canyon Dr.

The 500-800 blocks of N. Crescent Drive are 50' wide, whereas Coldwater Canyon is 40' wide. The additional 10' of roadway provides sufficient spacing for Class 2 bike lanes and parking lanes with bi-directional travel lanes.

NOT RECOMMENDED
Improvement description Locations Notes
Reduce speed limit from 30 MPH to 25
MPH Length of Coldwater Canyon Dr.

The speed survey data does not support a speed limit reduction.

The 85th percentile speed of 35 MPH on Coldwater Canyon supports maintaining the 30 MPH speed limit according to traffic engineering standards.

According to CA Vehicle Code 40802, police are prohibited from using radar to enforce speed limits where the speed limit is not justified by an engineering traffic survey (i.e. a "speed trap"). Moreover, reducing the speed limit further below the 85th percentile speed could lead to an increase in passing violations.

Traffic signal installations Intersections along Coldwater Canyon Dr.

Crain's assessment advises the intersection volumes and collision history do not satisfy CA traffic engineering warrants for additional traffic signal installations. Further, while traffic signals can reduce broadside collisions, they can also increase the frequency of rear-end collisions.

All-Way Stop Signs Intersections along Coldwater Canyon Dr.

Crain's assessment advises the intersection volumes and collision history do not satisfy CA traffic engineering warrants for additional stop sign installations. Further, stop signs have a higher probability of being violated if a traffic engineering review determines the intersection does not meet the criteria.

Installation of speed humps/tables Length of Coldwater Canyon Dr.

While traffic engineering standards support speed humps/tables on roads with street grades lower than 8% (Coldwater average is 5 - 6%), they do not recommend speed humps/tables on roads with average daily traffic (ADT) volumes over 10,000. Coldwater Canyon's ADT is 24,000 vehicles.

Nichols Canyon Road (2.5 miles east of Coldwater) has speed humps installed; however, the street is half the width of Coldwater Canyon at 20' with average traffic volumes of 6,000 vehicles per day.

Additionally, considering the the 85th percentile speed on Coldwater is 35 MPH, the impact from speed humps at this speed could cause drivers to lose control of their vehicles.

NOT RECOMMENDED
Improvement description Locations Notes
Installation of reflectors on trees and curbs Length of Coldwater Canyon Dr.

Traffic engineering standards advise that reflective traffic control devices should be installed on the road pavement and poles only. An example includes reflective markers for center/lane lines and reflective warning signs to alert drivers of the road curvature and objects.

Rumble strip installations Length of Coldwater Canyon Dr.

Rumble strips are intended to alert sleepy drivers of road conditions.

Residents will be able to hear the noise from their homes. This will occur throughout of day and night.

PRELIMINARY ROADWAY INFRASTRUCTURE EVALUATION

TECHNICAL MEMORANDUM
The City of Beverly Hills (the “City”) has requested that Crain & Associates prepare an evaluation of the Coldwater Canyon Drive roadway infrastructure, along the approximately 0.9‐mile segment spanning from Beverly Drive to Monte Cielo Drive.  While we are awaiting the receipt of more complete vehicle, bicycle, and pedestrian traffic volume data for locations along this segment, City staff has requested that Crain & Associates prepare this preliminary evaluation.  This technical memorandum provides a concise evaluation of the following issues related to Coldwater Canyon Drive:
• Existing conditions, challenges, and safety concerns; • Summary and assessment of existing City traffic volume and speed data; • Short‐term roadway infrastructure improvement evaluation; • Long‐term options for addressing the substandard width center two‐way left‐turn lane (TWLTL); • Long‐term assessment of potential on‐street parking modifications; • Long‐term traffic control evaluation at intersections along segment; and • Long‐term roadway infrastructure improvement evaluation.

Existing Conditions
Coldwater Canyon Drive runs between its intersections with Beverly Drive and Monte Cielo Drive in the City.  Per the City’s General Plan, Coldwater Canyon Drive is classified as a Collector Street and a Street Carrying Regional Traffic.  The roadway provides a critical link between the City and the San Fernando Valley.  The only traffic control signal along the subject segment of Coldwater Canyon Drive is located at the roadway’s intersection with Beverly Drive.  At this intersection, Coldwater Canyon Park straddles both sides of the roadway.  In addition, the City’s Fire Station No. 2 is located along the east side of the roadway, immediately north of the intersection.  North of Beverly Drive, six Local Streets intersect with Coldwater Canyon Drive (all with STOP‐sign control on the minor approaches only) within the City, the last of which being Monte Cielo Drive at the City boundary.

The roadway extends approximately 0.9 miles from Beverly Drive to Monte Cielo Drive.   The posted speed limit is 30 miles per hour (MPH), with 25 MPH warning signs at select horizontal curves in the road.   Along this segment, the roadway generally provides a 40‐foot curb‐to‐curb width, with approximately 17‐foot wide northbound and southbound travel lanes and a 6 to 6.5‐foot wide center TWLTL.  It should be noted that the center TWLTL is substandard in width and, therefore, presents a safety concern for motorists utilizing it to access residential properties along the roadway.   At most intersections with Local Streets along this segment, left‐turn pockets are provided for motorists turning Traffic Engineering / Transportation Planning February 27, 2020 300 Corporate Pointe, Suite 470 | Culver City, CA | 90230 Ph 310-473-6508 Fx 310-444-9771 www.crainandassociates.com 2 from Coldwater Canyon Drive, in lieu of the center TWLTL.   “No Stopping Any Time” regulatory signs prohibit parking along most of the roadway (both sides).  Driver speed feedback signs are provided for northbound motorists near the southerly end of this segment and for southbound motorists near the northerly end and middle.  A comprehensive inventory of the existing striping and signage on Coldwater Canyon Drive, including all approximate residential driveway locations, is provided in Attachment A, based on field checks performed in October 2019 and supplemented by recent improvements implemented by the City.

Although the roadway is classified as a Collector Street and a Street Carrying Regional Traffic, many residential properties take direct access from Coldwater Canyon Drive (such access is more typical for Local Streets).  Table 1 displays the number of residential driveways along each portion of Coldwater Canyon Drive within the City (W = west side of roadway, E = east side of roadway, T = total):

Table 1
Coldwater Canyon Drive Residential Driveways
Beverly Drive to Woodland Drive: 1 W 4 E 5 T
Woodland Drive to Loma Linda Drive: 9 W 10 E 19 T
Loma Linda Drive to Cabrillo Drive: 10 W 12 E 22 T
Cabrillo Drive to Lindacrest Drive: 0 W 3 E 3 T
Lindacrest Drive to Lago Vista Drive: 4 W 7 E 11 T
Lago Vista Drive to Monte Cielo Drive: 22 W 23 E 45 T
Overall Coldwater Canyon Drive Segment: 46 W 59 E 105 T The presence of so many driveways accessing single‐family homes presents a challenge for the design of this roadway, as the needs of residents living along the roadway must be balanced with the roadway’s functional usage as a Collector Street and a Street Carrying Regional Traffic.  In addition, there are sight distance safety concerns for some of the residential driveways located along the convex side of horizontal curves in the roadway (for which some residents have attached convex safety mirrors to trees, it appears).

Existing Traffic Volume and Speed Data
In late 2019, City staff provided Crain & Associates with all of the City’s most recent traffic volume and speed survey data for Coldwater Canyon Drive.   While additional traffic volume data were collected along the roadway on Thursday, February 20, 2020, the data collection firm is still compiling those data and expects to have results ready in early March 2020.  Therefore, the analysis herein is based only on the City’s pre‐existing data.

Traffic Engineering / Transportation Planning February 27, 2020 300 Corporate Pointe, Suite 470 | Culver City, CA | 90230 Ph 310-473-6508 Fx 310-444-9771 www.crainandassociates.com 3 Although the City‐provided traffic volume information included no peak‐period intersection turning movement counts, the City did provide a 24‐hour traffic volume count conducted on Coldwater Canyon Drive, between Beverly Drive and Lago Vista Drive, on Thursday, April 18, 2019.   The traffic volume count report is included in Attachment B.  The count indicates that this roadway segment experienced an overall traffic volume of 24,224 vehicles on this typical weekday.  The roadway experienced higher traffic volumes in the PM (14,492 vehicles) than in the AM (9,732 vehicles).  In addition, more vehicles traveled southbound in the AM hours (69.5 percent vs. 30.5 percent northbound) and more traveled northbound in the PM hours (54.0 percent vs. 46.0 percent southbound), which indicates that the roadway is likely part of a travel route for many people living in the San Fernando Valley and working on the Westside.   During the AM peak hour of traffic between 7:45 AM and 8:45 AM, the roadway experienced 1,786 vehicles (583 northbound and 1,203 southbound).  During the PM peak hour of traffic between 1:00 PM and 2:00 PM, 1,675 vehicles (827 northbound and 848 southbound) were observed on the roadway.   It should be noted that the overall traffic volumes experienced on Coldwater Canyon Drive are more typical of an Arterial than a Collector Street.

The City also provided more historical traffic volume data for Coldwater Canyon Drive, for the purposes of comparison.  Figure 1 below displays 24‐hour vehicular traffic volume counts for the roadway during select years between 2000 and 2019.  As shown, measured traffic volumes have ranged from just over 23,000 vehicles per day to almost 30,000 vehicles per day between 2000 and 2019.

Based on speed survey results and the 85th percentile rule‐of‐thumb for setting speed limits, if no changes are made to the roadway striping, it appears that consideration could be made for adjusting the posted speed limit to 35 MPH.  Prior to doing so, we recommend conducting an Engineering & Traffic Survey specifically for the purpose of establishing enforceable speed limits.

Short‐Term Roadway Infrastructure Improvements
Since the summer/fall of 2019, City staff has been working on short‐term improvements to the roadway’s infrastructure via the following measures:
• The City’s Police Department increased traffic enforcement along the roadway in late 2019.  As a result, there have been numerous citations for speeding violations and a limited number of citations for improper passing (via the center TWLTL);
• Guide post delineators are proposed for installation in the center TWLTL at five specific locations between 1144 and 1253 Coldwater Canyon Drive.  These locations are graphically depicted in Attachment D;
• An additional driver speed feedback sign was installed in the southbound direction at 1151 Coldwater Canyon Drive on December 5, 2019;
• “Use Low Gear” warning signs were installed in the southbound direction at 1241 and 1269 Coldwater Canyon Drive, and pavement markings are being considered; • Additional “Chevron Alignment” warning signs were installed in the southbound direction at 1130 and 1138 Coldwater Canyon to reinforce the change in the roadway’s horizontal alignment.  The City is identifying additional locations for these warning signs; Traffic Engineering / Transportation Planning February 27, 2020 300 Corporate Pointe, Suite 470 | Culver City, CA | 90230 Ph 310-473-6508 Fx 310-444-9771 www.crainandassociates.com 5 • The existing flashing yellow reflectors (type 2 barricade lights) at 1131 Coldwater Canyon Drive are scheduled to be replaced with a new flashing beacon in mid‐March 2020; • Roadway lane markings will be refreshed and yellow reflective pavement markers will be added as part of the Citywide pavement marking contract awarded by the City Council in February 2020;
• The City’s Traffic Engineering staff is evaluating locations to install “No Passing Zone” warning signage; and
• The City’s Traffic Engineering staff and Crain & Associates are evaluating the replacement and addition of “No Stopping Any Time” and “No Parking Any Time” regulatory signs, based on the existing roadway condition only.

The City’s Traffic Engineering staff considered other short‐term improvement options that were not recommended for various reasons, including:
• Installation of speed humps/tables:   This measure was not recommended because speed humps/tables are not recommended for roadways with average daily traffic (ADT) volumes exceeding 10,000 vehicles.   In addition, drivers could lose control of their vehicles if speed humps/tables were installed and drivers continued to travel at an 85th percentile speed of approximately 35 MPH;
• Installation of reflectors on trees and curbs:  Traffic engineering standards advise that reflective traffic control devices should be installed on the roadway pavement and poles only; and • Rumble strip installations:  Rumble strips are intended to alert sleepy drivers of road conditions, and any installation of them would create noise pollution for adjacent homeowners all day and night.

Long‐Term Options for Addressing Substandard Width Center Two‐Way Left‐Turn Lane Given that the existing center TWLTL located along much of this segment of Coldwater Canyon Drive is substandard in width, Crain & Associates would recommend that a design change be made regarding the center TWLTL under long‐term conditions.  We recommend either elimination of the center TWLTL or widening of the center TWLTL to a standard width (at least 10 feet), depending on the priorities of the City and the residents who rely on Coldwater Canyon Drive for access to their homes.

If the center TWLTL were eliminated, then the typical roadway cross‐section could be divided evenly with 20‐foot half‐roadway widths for the northbound and southbound directions of travel.  With 20 feet of width, each direction of travel could accommodate an 11‐ to 12‐foot wide travel lane and an 8‐ to 9‐ foot wide shoulder for parking.   The two directions of travel would be separated by a double‐yellow centerline.  Under this scenario, left‐turn pockets would still be provided on Coldwater Canyon Drive at all of the intersecting roadways where there are existing left‐turn pockets.  Therefore, it is not expected that left‐turning traffic at roadway intersections would increase delays to same‐direction through traffic Traffic Engineering / Transportation Planning February 27, 2020 300 Corporate Pointe, Suite 470 | Culver City, CA | 90230 Ph 310-473-6508 Fx 310-444-9771 www.crainandassociates.com 6 under this scenario.   However, the elimination of the center TWLTL would affect inbound left‐turn access to the residential properties along Coldwater Canyon Drive.  Instead of making inbound left‐turns from the center TWLTL, separated from adjacent through traffic flow, inbound left‐turns would have to be made from the same 11‐ to 12‐foot wide travel lane carrying all traffic in the same direction.  Under such a scenario and if the adjacent 8‐ to 9‐foot wide shoulder were not occupied by parked vehicles at the location of a vehicle waiting to turn left onto a driveway, same‐direction through vehicles would likely utilize the shoulder to pass the stopped vehicle waiting to access the residential property.  Such a maneuver by through vehicles would be in violation of California Vehicle Code (CVC) Section 21755(a), which reads:

The driver of a vehicle may overtake and pass another vehicle upon the right only under conditions permitting that movement in safety. In no event shall that movement be made by driving off the paved or main‐traveled portion of the roadway.

Given that the shoulder of the roadway is not the main‐traveled portion of the roadway, any through vehicles utilizing the shoulder for passing would be subject to ticketing and fines.

If the adjacent 8‐ to 9‐foot wide shoulder were occupied by parked vehicles at the location of a vehicle waiting to turn left onto a driveway, then same‐direction through vehicles would not be able to maneuver around the stopped vehicle and the delayed left‐turn movement could result in the queuing of vehicles on Coldwater Canyon Drive.   Given that directional traffic volumes on the roadway can exceed 1,200 vehicles per hour (see Attachment B), even minor delays to through traffic could result in extended queue lengths and potential blocked access to nearby driveways and Local Streets.   Such a condition would conflict with the roadway’s intended function as a Collector Street and a Street Carrying Regional Traffic.

If the center TWLTL were widened to an appropriate width of 10 feet, then the typical roadway cross‐ section could include a 10‐foot wide center TWLTL, two 11‐ to 12‐foot wide lanes for northbound and southbound travel, and two 3‐ to 4‐foot wide shoulders.  Under this scenario, left‐turn pockets would also still be provided on Coldwater Canyon Drive at all of the intersecting roadways where there are existing left‐turn pockets.  Therefore, left‐turning traffic at roadway intersections would not be expected to increase delays to same‐direction through traffic.   In addition, residents along Coldwater Canyon Drive would have similar but improved (safer) driveway access via the center TWLTL.  However, under this scenario, there would be no option for providing on‐street parking in the future on either side of the roadway.

Thus, it appears that the decision to eliminate the center TWLTL should be based on the City’s need for additional parking along Coldwater Canyon Drive, as this would be the primary benefit of the center TWLTL elimination.   Based on a visual inspection of the residential properties adjacent to Coldwater Canyon Drive (see Attachment A), it would appear that most homes have garages and ample driveway Traffic Engineering / Transportation Planning February 27, 2020 300 Corporate Pointe, Suite 470 | Culver City, CA | 90230 Ph 310-473-6508 Fx 310-444-9771 www.crainandassociates.com 7 surface area for parking vehicles.  Therefore, it is unclear how much latent on‐street parking demand exists for vehicles associated with these properties to occupy potential future 8‐  to 9‐foot wide shoulders.

Long‐Term Assessment of On‐Street Parking Modifications The assessment of potential modifications to on‐street parking goes hand‐in‐hand with the potential elimination of the center TWLTL.  Per the recommendations displayed in Attachment E, if the center TWLTL is eliminated, there are several portions of this roadway segment where on‐street parking could be added via 8‐ to 9‐foot wide shoulders.  While the addition of striped 8‐ to 9‐foot wide shoulders along sections of the roadway would add parking capacity to this residential area and would also likely reduce travel speeds along Coldwater Canyon Drive, any consideration of additional parking must also be balanced with the effects it would have on residential left‐turn access, line‐of‐sight visibility, queuing conditions on the roadway, emergency vehicle access, and potential violations of CVC Section 21755(a).

Long‐Term Local Street Intersection Traffic Control Evaluation As discussed previously, Crain & Associates is awaiting the final traffic volume (vehicle, bicycle, and pedestrian) data in order to provide a thorough evaluation of potential all‐way stop control and traffic signal control for the Local Street intersections with Coldwater Canyon Drive.   However, in order to perform a preliminary evaluation of implementing traffic signal control at these intersections, factors related to existing operations and safety were reviewed based on guidance contained in the current version of the 2014 California Manual on Uniform Traffic Control Devices (CA MUTCD).  In the absence of the complete set of data required to evaluate all traffic signal control warrants in the CA MUTCD, this evaluation focuses on Warrant 3, Peak Hour, and Warrant 7, Crash Experience.

According to the CA MUTCD, Section 4C.04 Warrant 3, Peak Hour, the Peak Hour warrant is “intended for use at a location where traffic conditions are such that for a minimum of 1 hour of an average day, the minor‐street traffic suffers undue delay when entering or crossing major street traffic.”   The standard criteria that must be met in order to satisfy this warrant include a minimum minor‐street approach traffic volume that is greater than or equal to 100 vehicles per hour for single‐lane approaches.

A review of the Local Streets intersecting with Coldwater Canyon Drive (see Attachment A) reveals that all of these minor streets have single‐lane approaches to Coldwater Canyon Drive (the major street).

However, the City does not have intersection turning movement volumes for any of these intersections with which to determine peak‐hour traffic volumes on the minor street approaches.  Therefore, in order to gauge the potential for 100 or more outbound trips during the peak hours on any of these minor street approaches, trip generation data were reviewed from the Institute of Transportation Engineers (ITE) Trip Generation Manual (10th Edition, 2017) for the single‐family detached housing category.  The Traffic Engineering / Transportation Planning February 27, 2020 300 Corporate Pointe, Suite 470 | Culver City, CA | 90230 Ph 310-473-6508 Fx 310-444-9771 www.crainandassociates.com 8 intersecting Local Streets (Woodland Drive, Loma Linda Drive, Cabrillo Drive, Lindacrest Drive, Lago Vista Drive, and Monte Cielo Drive) all primarily provide access/egress for single‐family homes and are not attractive through traffic options for those not residing in the neighborhood.  Thus, it is expected that the majority of traffic on these Local Streets is generated by adjacent and nearby residential uses.

Per the ITE manual, the number of single‐family homes required to generate 100 outbound trips during the AM and PM peak hours would be approximately 180 and 276 homes, respectively.  An examination of the residential areas penetrated by the abovementioned Local Streets reveals that none would be expected to carry residentially‐generated traffic volumes for 180 or more distinct single‐family homes.

Therefore, it is reasonable to assume that none of the minor‐street approaches to Coldwater Canyon Drive carries peak‐hour traffic volumes of 100 or more vehicles, and the Peak Hour Warrant would not be satisfied for any of the intersections.

According to the CA MUTCD, Section 4C.08 Warrant 7, Crash Experience, the Crash Experience warrant is “intended for application where the severity and frequency of crashes are the principal reasons to consider installing a traffic control signal.”  The standard criteria that must be met in order to satisfy this warrant include that “five or more reported crashes, of types susceptible to correction by a traffic control signal, have occurred within a 12‐month period, each crash involving personal injury or property damage apparently exceeding the applicable requirements for a reportable crash.” Collision data were obtained from the Statewide Integrated Traffic Records System (SWITRS) and City staff for this segment of Coldwater Canyon Drive, covering incidents between January 1, 2018 and December 31, 2019.  A review of these data indicated that 20 collisions involving at least one motor vehicle occurred along the 0.9‐mile segment of Coldwater Canyon Drive, between Beverly Drive and Monte Cielo Drive, over this two‐year period.  These data included collisions at intersections and along roadway segments.   The collision locations, types, causes, and other factors indicate that only one collision during this period would have been susceptible to correction by the installation of a traffic control signal.  The vast majority of accidents were related to unsafe speeds and improper maneuvers.

Eight of the collisions were rear‐ends, which would be more likely to occur if traffic signal (or all‐way stop) control were installed at any intersections.  Therefore, no individual intersection along this stretch of Coldwater Canyon Drive experienced close to the five or more crashes in a 12‐month period necessary to consider traffic control signal implementation.  Thus, the Crash Experience Warrant would not be satisfied for any of the intersections.

Similar criteria are required by the CA MUTCD to warrant the installation of all‐way stop control.  As such, based on this preliminary evaluation, it does not appear that the intersections along Coldwater Canyon Drive experience the necessary traffic volumes or collision histories to warrant installing traffic signal or all‐way stop control at individual intersections.

Traffic Engineering / Transportation Planning February 27, 2020 300 Corporate Pointe, Suite 470 | Culver City, CA | 90230 Ph 310-473-6508 Fx 310-444-9771 www.crainandassociates.com 9 Long‐Term Roadway Infrastructure Recommendations
Attachments E‐1 and E‐2 contain conceptual options for two qualitative roadway restriping/delineation recommendations for Coldwater Canyon Drive.

Attachment E‐1 presents a conceptual option for restriping and re‐signing Coldwater Canyon Drive to eliminate the existing center TWLTL and provide on‐street parking along both sides of the roadway (where possible).  The only signage changes proposed are the elimination of “No Stopping Any Time” regulatory signs.   This conceptual option retains all existing dedicated left‐turn lanes for Local Street access at Loma Linda Drive, Cabrillo Drive, Lindacrest Drive, and Monte Cielo Drive.  Under this concept, a left‐turn movement onto an existing driveway from Coldwater Canyon Drive would block the flow of same‐direction through traffic, due to the elimination of the center TWLTL.  When left‐turning vehicles block traffic flow, same‐direction through vehicles would likely bypass the left‐turning vehicle on the right side by using the 8‐ to 9‐foot wide shoulder.  As described previously, this would be in violation of CVC Section 21755(a).  If the adjacent 8‐ to 9‐foot wide shoulder were occupied by parked vehicles at the location of a vehicle waiting to turn left onto a driveway, then same‐direction through vehicles would not be able to maneuver around the stopped vehicle and the delayed left‐turn movement could result in extended vehicle queuing on Coldwater Canyon Drive and potential blocked access to nearby driveways and Local Streets.  Such a condition would conflict with the roadway’s intended function as a Collector Street and a Street Carrying Regional Traffic.

Attachment E‐2 contains the conceptual option for restriping Coldwater Canyon Drive to provide a standard width center TWLTL (10 feet) along this stretch of Coldwater Canyon Drive, while providing 11‐ to 12‐foot wide travel lanes and 3‐ to 4‐foot wide shoulders (measured from the edge of the travel lane to the curb face of the roadway) in each direction.  The reconfigured through lanes in both directions would be narrowed from the existing 17‐foot width to an 11‐  to 12‐foot width, which may aid in reducing travel speeds.  This alignment would allow left‐turning vehicles to queue in the center TWLTL to perform left‐turns without impeding through traffic flow.  The current “NO PASS” pavement markings may remain within the center TWLTL to reinforce that the TWLTL not be used as a passing lane.   If additional measures to discourage/prohibit vehicles from passing via the center TWLTL are deemed needed, flexible bollards/delineators may be added within the center TWLTL if the City is committed to the maintenance and replacement of such bollards (which can be driven over by fire trucks).  This lane configuration option would require additional striping modifications to the roadway geometrics north of Monte Cielo Drive for the proper transitioning of the through lanes.  It is worth mentioning that the Fire Department may request the retention of a center turn lane along Coldwater Canyon Drive in order to be able to bypass standing vehicles during emergencies.   Therefore, we recommend that emergency access requirements be assessed as part of the next steps to determining the optimal overall design of this roadway.

Traffic Engineering / Transportation Planning February 27, 2020 300 Corporate Pointe, Suite 470 | Culver City, CA | 90230 Ph 310-473-6508 Fx 310-444-9771 www.crainandassociates.com 10 Between the two long‐term conceptual options, it would appear that the latter (restriping to provide a standard width center TWLTL, 11‐  to 12‐foot wide travel lanes, and 3‐  to 4‐foot wide shoulders) is preferred from an operational and safety perspective, given Coldwater Canyon Drive’s intended function as a Collector Street and a Street Carrying Regional Traffic, and as a roadway providing direct access to residential properties.

The City’s Traffic Engineering staff considered other long‐term improvement options that were not recommended for various reasons, including:
• Restriping of roadway similar to 500‐800 blocks of N. Crescent Drive:   This measure was not recommended Crescent Drive and Coldwater Canyon Drive have different roadway widths (50 feet and 40 feet, respectively).  As such, Crescent Drive can support bi‐directional vehicle travel lanes with Class 2 bicycle lanes, but Coldwater Canyon Drive cannot; and • Reduce posted speed limit from 30 MPH to 25 MPH:  The speed survey data do not support a speed limit reduction, as the 85th percentile vehicle speed is approximately 35 MPH.  Further, per CVC 40802, police are prohibited from using radar to enforce speed limits where speed limits are not justified by an engineering traffic survey (i.e., a “speed trap”).  Moreover, reducing the speed limit further below the 85th percentile vehicle speed could lead to an increase in illegal passing violations.

Hello. I am a resident of Coldwater Canyon Drive. This is my letter that I would like to present to you before our meeting on March 5th. We have been living on Coldwater Canyon Drive for the past four years. Four years has been long enough to witness a car running into a fire hydrant on the corner of Coldwater Canyon and Lago Vista, sending tons of water into the air. We have witnessed a car crashing into a neighbor's mailbox and pulling the entire Cement mailbox out of the ground, including its rebar's, resulting in the driver's death. We have witnessed collisions time and time again when residents are attempting to pull out of their driveways but the cars approaching were going just too fast. We also witnessed a car crashing into a tree in front of 1221 Coldwater Canyon Dr. The driver, with his car totaled, managed to call the tow truck and disappear into thin air without BHPD ever being notified. (I blame myself for not not taking action and calling the police when it happened)
We have tried time and time again to cross the street, usually unsuccessful. Occasionally, so frustrated that we just take a chance and cross it and hope that the cars would stop. We have experienced my mother, who recently had a total knee replacement, park her car across the street and attempt to walk over to our house. It was not a pretty sight. We have seen UPS and FedEx delivery men and women carrying big packages and trying to maneuver crossing the streets without getting hit. Most importantly, my family and I were waiting in the center lane, facing northbound, to turn left into our driveway. There was an oncoming car going southbound so we waited for him to pass. In the meantime, the car behind him decided to use the center median to pass him. There he was, coming at us head on full speed. He managed to swerve back in his own lane and avoid hitting us. Had he done that 3 seconds later, we would have been dead.

There is no question or denial that we have a problem on our streets. There is no question that our streets, which has been classified as a collector Street, is being used as something other than that. Something needs to be done ASAP.

We do not believe that adding stop signs and crosswalks would lead to a false sense of safety. We are not safe. We are not safe and we do not feel safe. There have been enough recorded accidents, fatalities, and injuries to prove that. What else does the city want? What else needs to happen before we make a change? Let us feel safe walking down our sidewalks, crossing the street with our children and dogs, Parking on the street and attempting to open the car door to get out, and pulling in and out of our driveways. Let's us not worry about visitors sustaining bodily injury just because they visited us. Let us not put the lives of delivery drivers who are on our street many times a day in danger. 1
@Ey
Today, we stand before you, asking, pleading for something to happen. Let's start with adding delineators in the median.

Let's add crosswalks and stop signs and turn our street into a residential street, something that it has been designed to function as. Not a freeway. Not an arterial Street.

Furthermore, let us try these methods now and evaluate a long-term solution when the project begins in nine months. I thank you for your time. Ellie, Navid, Brianna, Brayden, and Jackson Yadegar Sent from my iPhone

Good evening,
I'm a home owner at 1221 Coldwater Canyon Dr. I'm writing to you regarding my concerns with the speeding, drag racing, and often passing of the cars that happen on our street. Recently a car ran into my tree and almost knocked over my mailbox. This car was towed and a police report was never made. Mu babysitter was waiting for an Uber ride 2 hours prior and could have been hit.

The speed limit is 30 miles per hour and I'm constantly being honked at, cursed at, or being cut off for going speed limit. The drivers do not recognize Coldwater as a residential neighborhood. They see it as a freeway. I'm afraid to walk my dog or walk with my children. I never dare to cross Coldwater from one side to the next. I also have a very difficult time coming out of my driveway as the cars are constantly speeding down and rarely give me right of way.

Thank you for listening,
Orly Shabboui

Hello my name is Shiva Yafeh and I rein at 1178 cold water cyn dr for the past 8 years. I can not point the challenges of living in the hill enough. The traffic is horrible in the morning and anytime after 3 pm. The constant speeding during late night and weekends that shake the house. The constant cars that decide to use the middle decider lane as lane to speed up just because they want to turn left in a few miles up or just to cut in line. The constant blockage of driveway from traffic going North and not allowing us residence to turn down the hill. And forget if you want to go to your neighbors house across the street. Almost impossible to cross the street. As if all these were not not enough issues the water main line right in front of house has broken 3 or 4 times already. And lastly I have to voice my frustration with all the pot holes on coldwater cyn drive. So frustrating to see how badly the streets need to repaved but have not been in at least 8 years that I have lived here. I have Calder several times for them to fill holes that were so big that one of them gave a family member a flat tire! I wish I could attend the meeting but I have 4 children and with my husband working long hours it is almost impossible for me to ever make the meetings but I am sure there will be many of my neighbors who feel the same about all the issues and will address the issue at the meeting.

Thank you in advance for hearing us and trying to resolve many of these issues.

Sincerely Shiva and Joseph Yafeh

To whom it may concern,
As residents of Coldwater Canyon Drive we have come together and joined forces to bring to your attention the dangers on our street; Coldwater Canyon Drive. We hope to make changes for the better of the community and safety of all using this busy street.

There have been a number of recorded accidents primarily due to speed. Many not aware of the winding turns with speeds that lead to accidents. Crossing the street is like a game of Russian Roullet. Pedestrians are in extreme risk as there are no safe cross walks in this very busy road.

Drag racing is another constant reoccurrence. Every Saturday night and occasionally Thursday and Friday nights after 1 AM the screeching sounds of these cars startles all of us and we pray for the safety of pedestrians and other cars trying to get home.

Getting out of our driveway is often time perilous as cars are trying to pass each other on opposing lanes. We have been living here for 9 years and the dangers on this road are getting more. We urge the city to implement regulations to ensure the safety of all using this road and all members residing here.

Sincerely
The Heravi residence

To whom it may concern,
My name is Jeffrey Godsick and my wife and i live at 1262 Coldwater Cyn Drive. We have lived here with our family for almost 25 years.

In advance of the upcoming public hearing i wanted you to know of our concerns about safety issues on our street. know most of the residents our concerns and i am hoping they will reach out individually. Simple stated something needs to be done by the city to address these issues. Cars are driving at excessive speeds throughout the day and night and they are using the center turning lane as a passing lane. This is extremely dangerous and puts our residents at great risk. Two of my children had accidents on Coldwater- both because it's difficult to judge the cars exceeding the speed limit and because it's impossible to anticipate a car that unexpectedly passes in the center lane.

I worry that a fatal accident will occur if something is not done. That tends to be what moves action buts lets not wait for that to be the motivation.

Thank you for helping with this most serious situation.

Sincerely,
Jeffrey and Pam Godsick

City of Beverly Hills Traffic and Parking Commission Chair Jay Solnit Vice Chair Jacob Manaster

Dear Members of the Traffic and Parking Commission:

Re: Coldwater Canyon Drive
We have lived near Coldwater Canyon Drive ("Coldwater") for nearly twenty years and on Lago Vista Drive approximately 100 yards west of Coldwater for four years. Coldwater in the City of Beverly Hills is approximately one mile long and is a residential street for several hundred Beverly Hills residents. It has also increasingly become a thoroughfare of choice for commuters who travel from the San Fernando Valley to the Westside. This combination has led to an increasingly hazardous situation for all concerned. Although the posted speed limit ranges from 25 mph to 30 mph, these limits are uniformly and consistently disregarded by motorists who routinely travel at much higher speeds. Because there is a middle lane, motorists impatient with persons who adhere to the posted speed limits or during heavy traffic backups use that lane for passing, often traveling at speeds of 50-60 mph or higher going uphill. Our experience is that we are passed by drivers using the middle lane nearly every time we drive northbound on Coldwater. Given the heavy traffic and high speeds, our residents regularly have difficulty coming in and out of their driveways or making left or right turns onto Coldwater from Monte Cielo, Lago Vista, Cabrillo or Loma Linda Drives. For pedestrians, attempting to walk across 1 Coldwater is, at best, very challenging and, for pedestrians who may be even slightly mobility challenged, impossible. Even walking on the sidewalks on Coldwater is a stressful exercise. Mostly recently, a driver drove onto a curb into a tree that totaled his car. He was lucky enough to walk away from that accident, and we were lucky enough that no one was on the sidewalk when it happened. The housekeeper at that address where the accident happened was there waiting for an Uber car just 30 minutes before the accident. The presence of numerous very young children who attend the pre-school at Coldwater Canyon Park or simply use the park is a special concern. There are many families with young children living on Coldwater, we need to keep the street safe.

For several months, a number of residents have met with representatives of BHPD and BH FD and other city staff members to attempt to identify potential solutions. We have discussed short term immediate solutions that can be implemented now and longerterm solutions that can be implemented at the time that new sewer lines are installed along Coldwater, a project that we are told is scheduled to commence in approximately twelve months. At our request, BHPD has stepped up enforcement efforts and this has been helpful but, for reasons of resources, is temporary. We are now before you and have the following specific short-term requests. 1. The immediate installation of "delineators" horizontally across the middle lane at eight or ten strategic locations between Coldwater Canyon Park on the south and the city limits at Monte Cielo Drive on the north. Emergency vehicles will be able to override these delineators when necessary. This was proposed by BHPD Captain Miner and we think that it is an excellent one. It will deter passing and may have some impact to reduce speeding; and

2. The installation of stop signs at Lago Vista Drive with a cross-walk and the same at Loma Linda Drive. This should have a real impact on safety and will enable pedestrians to cross Coldwater without jeopardizing their lives. We've heard arguments against adding stop signs because it may somehow increase accidents, and that we should not have laws that can't be enforced because drivers will just run the stop sign anyway. Neither made good safety sense to us. We have had high speed accidents on Coldwater recently and one with fatality. Low-speed accidents are less harmful than high-speed ones. People break the law driving every day. In the flats we often see people running the stops, does that mean we should do away with the stop signs? Should we remove the lights at Beverly and Coldwater because we've seen people running the red light? Some have argued that a cross-walk could provide a false sense of security but this is far preferable to the current 2 situation in which crossing the street, as some must do, is always hazardous and often impossible.

3. Prominent posting of large "No Passing" and "Speed Limits Strictly Enforced" signs along Coldwater
Some have suggested that we wait until after the water main work is completed before we do anything. We believe that this is the perfect time to implement the above requests. It is a good opportunity for us to see how it works or not, and be able to adjust accordingly during and after the water main work.

There are a number of potential actions that could be taken in the long term as part of the sewer project. These include: additional stop signs, the use of "bulb outs" in conjunction with cross walks at every intersection, elimination of the center lane while preserving the ability of residents to make safe left turns into their driveways or widening the center lane while maintaining the delineators to inhibit passing. These and other ideas can and should be explored as the water main project is planned. However, in the immediate short term, the implementation of the measures outlined above should occur. Thank you for your consideration. Sincerely, Anne Ostroff

Dear Traffic and Parking Commission,
Thank you so much for looking into this important issue. We have lived on Loma Linda Drive which intersects with Coldwater Canyon just above the park for about 20 years. We fully support the efforts of our neighbors in making this busy road safer for all of us. Like others who expressed concerns to the City, we have small children- four to be exact! And walking down to Coldwater park at the bottom of the hill can sometimes be a nerve-racking exercise as many cars speed whizz by over the speed limit. Coldwater Canyon is very unsafe to cross, especially with small children. People regularly speed on the street, and we have personally witnessed a number of accidents over the years. Drivers also ignore the do not pass zones. We particularly recall an upside-down car on the corner of Coldwater and Loma Linda which we believe resulted in a fatality. Anything you can do, and the sooner you can do it, to make this street safer will be very much appreciated. We like the ideas of removing the passing lanes and putting the delineators horizontally across the middle lane. We have delineators at the bottom of Coldwater Canyon and they have worked very well in our experience. We ask that we please be mindful of those who live on Coldwater, and make sure that any improvements made ensure that they can get in and out of their driveways easily. We also support the idea of slowing the traffic in some way. Would it be possible to post prominent "no passing signs," and additional stop lights or stop signs at a few intersections? Thank you so much for your consideration,

Coldwater Canyon Traffic ........................................................................................................................................................................................................................................................................................................................................................................................ CAUTION: External Sender !.. Use.caution _when. clicking __ links. or. opening_ attachments .

To Who it May Concern,
I'm a 70 year resident of Coldwater Canyon, and in the past 5 years the traffic and accidents have tripled since I was a Kid growing up, and somewhere or somehow the City has to help make this Canyon safe again! Speeding, using the Center Lane for passing, illegal parking, traffic so thick Residents can't exit their homes safely .... we need your help! Another Signal, Stop Signs, Speeding Cameras, etc. What ever it takes! I literally play a game of life and death just trying to exit my home at 1235 Coldwater. The trees make visibility a challenge, but add parked cars to the left and right, and there is literally no way to safely exit my home! Obviously I am not alone, as I hear about my neighbors who are afraid to walk the streets or use the center lane to safely turn into their homes! Coldwater never should have been allowed to be a public thoroughfare from the Valley to Beverly Hills! That's what the freeways are for! Coldwater should be for the residents. Perhaps hours of use, perhaps more Signals, perhaps more stop signs, perhaps some form of patrol! We need help!
Late night speeding is common! Ambulance Sirens at all hours is now the norm, not the rare occurrence is was in my youth! The light north past our block is a joke! Drivers run through the light at all hours, keeping the flow of traffic moving while eliminating that traffic brake that might make exiting and entering our homes easier!
We don't have all the answers, which is why we are appealing to you! Help make Coldwater the safe road it used to be many years ago! We have young Families living again on this street, and crossing the road is as dangerous as any street in our City! The amount of Construction Trucks and Trailers running up and down Coldwater is astounding. Most of them are not local deliveries and are not allowed, but no one regulates it, so they get away with it!
Thanks for listening, I hope you will be able to find a solution! Dennis Shields

Hi my name is Pantea Naghi and I live on 1270 Coldwater Canyon Beverly Hills 90210. The Traffic and dangerous driving conditions has made it very difficult for us. sometimes it takes us over 20 minutes just to come up to Coldwater Canyon to our house.

Every time I want to make a left on Coldwater I have a very hard time with traffic and with people speeding down Coldwater Canyon. At nights when we're sleeping we wake up from people speeding racing ... I have called the police department In the middle of night couple 2 times.

Dear Members of the Traffic and Parking Commission:

We are a residential neighborhood with homes surrounding and all along Coldwater Canyon, which has become an extremely busy thoroughfare from the City to the Valley and beyond. Over the years, we have seen the traffic and dangerous situations grow bigger and more and more deadly. We believe action needs to be taken now to make Coldwater Canyon Drive safer for all. We, the residents of the Coldwater Canyon Drive area, support the proposal of BHPD Captain Miner that delineators be placed across the middle "no passing" lane at several strategic locations on Coldwater Canyon Drive between the fire station and Monte Cielo Drive to deter passing. We also support the placement of a stop light and cross walks at a location to break up the nearly one mile straight away. The traffic conditions on Coldwater Canyon are extremely dangerous due to high speed and illegal passing. We do not feel safe crossing the street or pulling in and out of sides streets due to these conditions. We also do not feel safe walking down the sidewalks, due to the numerous deadly accidents that have resulted in cars going up the curb and into the residents' front lawns. Our lives, the lives of our children, and all visitors and delivery personnel are at risk. We strongly urge the city to act responsibly and in a timely manner to make the necessary changes to prevent any future catastrophic events from occurring. Thank you for your consideration. Dear Chairman and Members of the Traffic and Parking Commission:

My wife and I have owned our home in Beverly Hills for nearly 20 years. Our only means of egress is Coldwater Canyon Drive. There is no alternative.
1 @D
We have witnessed a significant deterioration in the driving conditions on Coldwater over these years, but particularly so in more recent times. Our residential neighborhood no longer feels that way - it has become a high speed thoroughfare. At times in the morning it can take 10-15 minutes to make the turn onto Lago Vista Drive onto Coldwater going south. Going north it is almost impossible.

We support almost anything that will significantly alleviate the situation - whether it be delineators to restrict the passing lane from its continued use as a speedway, judicious placement of stop signs or traffic lights and addition of cross walks. No one in their right mind would currently try and cross Coldwater on foot. We urge you to take prompt action before there is an unfortunate event, rather than after. Respectfully submitted,
Anne and Tom Schulhof

Commissioner Sharon lgnarro, M.D. Commissioner Jake Manaster Commissioner Jay Solnit FROM: Franny & Steve Rennie/1125 Coldwater Canyon Drive RE: Traffic on Coldwater Canyon Drive Dear Chairman and Members of the Traffic and Parking Commission: My husband, Steve and I have lived at 1125 Coldwater Canyon Drive for 23 years. Our house is on the first block of Coldwater in Beverly Hills where the straight away meets the deadly curve at the bottom. We have watched from above, as our house sits on a hill, as traffic, speeding and passing have all increased exponentially over the years and dramatically over the last 5 or so years. Almost every pine tree on Coldwater in our area has been hit by a wayward car, many in a deadly accident. The more recent increase in traffic is possibly due to Waze, more drivers due to Uber, Lyft, etc and just more people and more cars. This will only continue to increase over the years and a short term and long term plan needs to be put in place regarding how to decrease all of this for the safety of the residents as well as all who travel Coldwater Canyon. Coldwater has long been a Beverly Hills residential street and pass through street from the City to the Valley and has quickly grown to become a major thoroughfare. Short term, delineators across Coldwater in a few key locations seem to be a good solution to cut down on passing and can be tested over time since they are so flexible. One suggestion for the delineators is a car length or so North of our driveway at 1125 as a lot of the passing starts around there. We would still need to be able to get into the middle lane from our driveway as we travel North since it is usually too dangerous to just turn left out of our driveway. We wait in the middle lane until it is safe to travel North.

Having a motorcycle police officer at the Woodland alley is key due to the constant speeding up and down the Canyon. Hopefully, there could be a long term plan for an Officer on random days and times so the budget would allow this as a long term part of the solution. I do see an Officer there from time to time so thank you for that but we need a long term consistent plan ideally for an Officer at this location.

Rumble Stops would be a great addition to try to slow traffic down.

A Stop Sign going North and going South seems to be a good idea that has been mentioned by many neighbors. 1 I und

TRAFFIC AND PARKING COMMISSION
TO: Traffic and Parking Commission
FROM: Daren Grilley, P.E., PTOE, City Engineer

DATE: April 1, 2021
SUBJECT: Coldwater Canyon Drive Channelization
ATTACHMENTS: A. March 5, 2020 Traffic and Parking Commission Staff Report B. Coldwater Canyon Drive Survey Form and Public Notice C. April 1, 2021 Traffic and Parking Commission Meeting Public Notice

RECOMMENDATION
Staff recommends that the Traffic and Parking Commission (TPC) review community feedback received on proposed striping options for Coldwater Canyon Drive and make a recommendation to City Council on one of the below striping options:
 Option 1: Two-Way Center Turn Lane
 Option 2: On-street Parking

INTRODUCTION
Coldwater Canyon Drive within the City of Beverly Hills is approximately 0.9 miles between Beverly and Monte Cielo Drives. The roadway is 40-ft wide and is classified as a “Major Collector” street and carries approximately 24,000 vehicles on weekdays with significant commuter traffic between the Westside and the San Fernando Valley. The street also provides direct access to homes along Coldwater Canyon. Like many collector streets, Coldwater Canyon Drive demonstrates the challenge of balancing the movement of traffic and the need to access property.

For many decades, the street has had one very wide travel lane in each direction and a center lane that is not wide enough to accommodate a typical passenger vehicle.

Staff agreed to evaluate options for Coldwater Canyon Drive both in the near-term and in the longer-term as part of street construction for the water main replacement project, and to schedule a City Council/TPC Liaison Committee meeting to discuss next steps.

On February 10, 2020, the City Council/TPC Liaison Committee convened to meet with residents in the Coldwater Canyon Drive area regarding their concerns with traffic. Staff presented potential options to address their concerns and a preliminary evaluation of roadway infrastructure prepared by Crain and Associates (included in Attachment A). The Liaison Committee (Vice Mayor Friedman, Councilmember Wunderlich, TPC Vice Chair Meshkaty, and Commissioner Manaster) asked that this issue be placed on the March 5, 2020 TPC agenda for further discussion.

At the March 5, 2020 TPC meeting, the Commission reviewed proposed near-term recommendations for Coldwater Canyon Drive, prior to roadway reconstruction. These included installing delineators in the center median to deter vehicle passing, refreshed lane markings, yellow reflective pavement markers, additional speed limit signs and “chevron alignment” signs to provide additional guidance to drivers approaching the curves, and “No Parking” and “No Stopping” signs, as needed. The Commission expressed support for these changes, which were installed in July 2020. In addition, to deter speeding due to the 17-ft wide travel lanes, white edge lines were striped to create an 11-ft travel lanes and 6-ft shoulders.

DISCUSSION
The next step is to determine the ultimate striping plan for Coldwater Canyon Drive that will be installed following street resurfacing with the water main replacement project. The current design does not meet standards as the shoulders are not wide enough for parked vehicles and the center lane is not wide enough for turning vehicles to be completely out of the travel lanes1.

For any option, staff is recommending 10.5-ft travel lanes to discourage speeding and to maximize the width available for either on-street parking or a turn lane. Even with narrowed travel lanes, the 40-ft roadway width does not allow for both on-street parking and a center turn lane.

To solicit community feedback on the new striping layout that will be installed after water main reconstruction is completed, in late February staff mailed surveys (Attachment B) to all property owners and occupants along and on side streets with their only outlets onto Coldwater Canyon Drive, totaling 164 addresses. The survey asked residents to select one of the two options described below.

Option 1 – Two-Way Center Turn Lane: Provides a dedicated lane for left turns into driveways and painted shoulders to increase the space for emergency vehicles to pass traffic during congested hours. It would also require flexible delineators to deter illegal passing in the center lane.

1 The center lane is generally 6-ft wide, while most automobiles exceed 6.5-ft wide (e.g., an Audi A6 sedan is 6.5-ft, a Mercedes-Benz G-550 is 7.2-ft, delivery trucks are typically 8-ft, fire engines are 8.5-ft). -

Option 2 – On-Street Parking: Provides on-street parking and limited space for emergency vehicles to pass traffic during congested hours.

For both options, left turn pockets would be provided at intersections and parking restrictions on Red Flag warning days would remain in place.

Staff also considered the option of providing parking on one side of the street or alternating parking on either side. This option was not pursued due to concerns with pedestrians crossing Coldwater Canyon Drive at numerous locations along the street to access their parked vehicles and the difficult and controversial task of determining which properties would get parking directly in front of their homes.

Residents were asked to return the completed survey by March 18, 2021 using an online survey link, email, fax, telephone, or mailing their responses in.

A total of 35 households (21%) responded to the survey, 15 of which selected Option 1 and 20 of which selected Option 2. The 21 responses received from households on Coldwater Canyon Drive represents 31% of all houses directly on the street within the project area. Two households submitted duplicate entries, so the second entries were not included in the results. In addition, three responses were received from outside of the area and were also not included in the results.

The majority of survey respondents indicated that they would prefer to have on-street parking over a center lane for left turns and shoulders. However, residents off of Coldwater Canyon Drive indicated they would prefer to have a center turn lane and shoulders over on-street parking.

Option 1: Two-Way
Center Turn Lane
Option 2:

On-street Parking Total
Households on
Coldwater Canyon 5 16 21
Households off
Coldwater Canyon 10 4 14
Total 15 20 35
It should be noted that, while most residents who live off of Coldwater Canyon Drive preferred a two-way left turn lane, those residents would not need such a lane to turn on to the streets they reside on; dedicated left turn pockets for those streets will be retained under either option.

Emergency Response
Staff received input from the Beverly Hills Fire Department on the design options. In addition to responding to fire or EMS calls, Coldwater Canyon Drive serves as an emergency response route to Trousdale Estates and one of the City’s designated evacuation routes. Parking is prohibited -
-
•
-
-
• • •
•
- - - - •
on all designated evacuation routes on Red Flag Days, however, there is concern about emergency access on other days if parking is allowed. The Department indicated that there is a preference for the center turn lane option as it provides the greatest width for emergency vehicles.

There is concern that the lack of a center turn lane could negatively impact response times for residents in the vicinity of Coldwater Canyon Drive or in Trousdale, as drivers would need to move to the right as close as possible to parked cars to provide a clear path for emergency vehicles. In the case of an emergency call to a property on Coldwater Canyon, fire apparatus would slow or block traffic in one direction for the duration of the response if cars are parked in the area of the incident. In addition, the Police Department Traffic Bureau is concerned that parked cars may obstruct visibility for cars exiting driveways. These concerns may be mitigated to some extent by strategically prohibiting parking in sections along both sides of the street. If Option 2 – On-street Parking is selected, the detailed design would be developed in coordination with the Fire and Police Departments.

Next Steps
Staff will forward the TPC recommendation on a striping option for Coldwater Canyon Drive to the City Council for their consideration and to make a final decision on the street layout.

The striping changes will be installed along with the final street paving following the installation of the new water main anticipated in summer of 2022.
