RECOMMENDATION
Staff recommends that City Council review and approve the request of items to assist the unhoused. It is also requested that City Council provide direction on any additional steps they would like staff to take to address related issues.

Additionally, staff recommends the City Council:
1) Authorize the City Manager to execute an agreement with Social Solutions Global, Inc. for implementation of a software system to track services provided to the unhoused in Beverly Hills and approve a Fiscal Year 2022-2023 (“FY 22-23”) PO in an amount not to exceed $83,051.68.
2) Authorize the City Manager to execute an agreement with Nastec International, Inc. for services provided to the unhoused in Beverly Hills and approve a FY 22- 23 PO in an amount not to exceed $420,836.00.
3) Authorize the City Manager to execute an Amendment No. 2 with Step Up on Second for extended hours of services and approve a FY 22-23 Change PO in an amount not to exceed $121,194.40 for a total not to exceed of $227,643.40. 4) Appropriate funding in FY 22-23 in an amount not to exceed $664,958.68 for implementation of services to further assist the unhoused in Beverly Hills. 5) Waive the bidding requirements per the Beverly Hills Municipal Code 3-3-204 (D) as it would be in the best interest of the City to pursue these agreements based on experience with vendors Nastec and Step Up on Second and based on staff’s research and knowledge of the software system.

INTRODUCTION
At the August 2, 2022 City Council meeting, Mayor Bosse requested a report be provided to the City Council regarding services available for the unhoused in Beverly Hills, including a discussion about how to further assist those in need.

It was recommended and supported by the City Council that staff look into options for enhanced services for the unhoused in Beverly Hills. Recommendations included an increase in our outreach services, additional shelter options, and an easy phone number for residents to dial for assistance.

Meeting Date: November 15, 2022

Page 3 ends

Below is a list of recommendations for City Council to consider and approve, including the funding allocations required for implementation. It should be noted that the most of the services recommended below are pilot programs which will be closely monitored and evaluated. Furthermore, one of the proposed items below involves creating an overarching plan for the unhoused in Beverly Hills. Once this plan is complete and the pilot and existing services are evaluated, staff will return the City Council with further recommendations on any services to be added, modified or eliminated.

DISCUSSION
As has been stated in prior reports, it is important to note that it is not illegal to be unhoused, and individuals have the right to stand on the sidewalk or sit and enjoy the park, regardless of whether they have a home or not. There are, however, a number of state and local laws which regulate what individuals can/can’t do in public spaces. For example, the Beverly Hills Municipal Code prohibits camping in parks, on streets, and in City owned parking structures and other public properties.

It is also vital to know that law enforcement is limited in what can be done with individuals, housed or not, who are suffering from issues such as mental illness. Unless someone presents as a danger to themselves or to others, those who are suffering from a mental health crisis cannot be arrested unless they are doing something illegal, nor can they be held against their will.

Recommendations for City Council to consider:

1. Implementation of a centralized 24-hour phone number:

It was the desire of the Council to have an easy to remember phone number that residents could call 24/7 to report non-emergency issues regarding individuals experiencing homelessness or for those who may be in need of mental health services within the community.

Initially staff explored the use of a three digit number, such as 311. After exhaustive research, staff recommends against using a three digit number since each of these numbers is already reserved for a specific public purpose. As a result, using a three digit number could cause confusion for the public. Instead, staff recommends using 310- 285-2468 as 2-4-6-8 is an easy extension to remember and it also spells out BHOT (Beverly Hills Outreach Team). This phone number has already been reserved for this purpose.

2. Implementation of Software system:

For homeless outreach workers, navigating the myriad of services and programs available to the unhoused is very complicated and difficult to manage. Outreach workers may find that their client is enrolled in multiple government programs, perhaps has an existing case worker, and has been in and out of various shelters. There is a lot of data to track and if properly managed, this data can be incredibly helpful to the Beverly Hills staff and our outreach team who work with the homeless.

Having a software system that can provide real-time information from the field will allow the outreach team to view previous case files, provide new updates as situations evolve, and can dramatically expedite the process of connecting an individual to resources and shelter. Additionally, the desire to have a software system to track each person’s various benefits and programs is helpful so that BHOT can share information with the Park Meeting Date: November 15, 2022

Page 4 ends

Rangers, BHPD, etc. Additionally, all teams can access the data anytime, anywhere, from a web browser, and can provide immediate resources from the field.

Community Services has led the effort to research software companies and receive product demonstrations that will allow staff to create case files for each unhoused individual. With these types of systems, the various City teams are able to centralize information in one database that can be easily accessed, and they can track data such as the length of time individuals have been in Beverly Hills, how many times they have been offered services, if they have been in a shelter before, and much more.

After receiving demonstrations from four different software companies, staff recommends contracting with Social Solutions Global, Inc. (“SSG” dba Bonterra) for their Apricot 360 product as the software solution. This database and case management tool will be used to provide more cohesive efforts to manage specific plans for each individual based on their case history and interactions with Park Rangers, Ambassadors, our Beverly Hills Outreach Team (BHOT) and Beverly Hills Police Department (BHPD).

Additionally, the software system will have the ability for residents and the community to submit observations of unhoused people in need of services via a portal that can be added to the City’s website. Through automated workflows, those observations can then be routed to the appropriate party, such as BHOT, Park Rangers, or BHPD and the Mental Health Evaluation Team (MET) for immediate outreach and follow-up.

It is recommended the City Council authorize the City Manager to execute an agreement and issue a purchase order with Social Solutions Global, Inc. for database/case management software (Apricot 360) and approve an appropriation in the amount of $83,051.68 for year one with an ongoing cost of $69,556.68 per year.

As part of the launch of Apricot 360, mobile devices will need to be procured in order to provide Park Rangers and BHOT with the functionality in the field needed to provide services in real-time, with accurate data. Staff believes that 25 mobile devices with a monthly data plan will be sufficient to provide a device to all Park Rangers and BHOT on-duty at any given time. The City has an existing AT&T FirstNet account for mobile devices. The one-time cost for the procurement of 25 devices is $1,521, and the data plan costs $13,356 per year.

The one-time and year-one costs associated with the procurement, implementation, and service of the software and mobile devices is $92,928.68. The annual cost for software and mobile devices after year-one would be approximately $82,912.68.

3. Execute Agreement with Consultant:

Abby Arnold, a consultant who has worked with non-profit organizations and local government agencies providing needs assessments, planning and service design focusing primarily on homelessness was contacted to provide a proposal to work with the City of Beverly Hills. The ability to have a knowledgeable consultant develop successful strategies and action items to identify gaps in services related to engagement, placement and support of those in need within the community would be beneficial as the City continues to seek expansion of services.

Ms. Arnold, has recently worked with the City of West Hollywood to develop and implement a five year plan to address homelessness. Municipalities such as El Segundo, Hawthorne, Redondo Beach, Hermosa Beach and Manhattan Beach have Meeting Date: November 15, 2022

Page 5 ends

also utilized Ms. Arnold’s services for community engagement and planning associated with homelessness and services for those in need.

The year one costs associated with the agreement with Ms. Arnold is $30,000. City staff will execute the agreement and associated purchase order in accordance with the City’s purchasing policy. The cost for this service does require an appropriation from the City Council.

4. Request for a City Council Ad Hoc:

While there are a number of new services recommended in this report, there is still more work to be done related to researching and implementing new/different services for the unhoused. Staff believes that it would be helpful to have a Council Ad Hoc Committee assigned to assist staff with developing these next steps and to work with consultant Abby Arnold as she plans her community engagement and planning. As a result, staff requests that the Mayor establish a Council Ad Hoc Committee to continue working with staff on a variety of different features and elements related to expansion of services provided by the City of Beverly Hills.

5. Expansion of Outreach Coverage:

In an effort to provide continuous and robust outreach services, staff recommends a two part pilot plan. First, it is proposed that the Beverly Hills Outreach Team, contracted through Step Up on Second, expand their hours to provide coverage 16 hours per day, Monday through Friday, from 5am to 9pm, and also add a second Outreach Specialist position to work on Saturday and Sundays from 8am to 5pm. The annual cost for BHOT’s expanded coverage for these two positions will not exceed $121,194.40.

Second, in order to provide 24-hour outreach coverage, staff recommends contracting with Nastec to provide a six month initial pilot program for an overnight and weekend response team. This would consist of two highly trained outreach/security individuals who will receive and respond to non-emergency calls to the hotline throughout the City limits nightly from 5pm to 8am. Additionally, they would provide 24 hour coverage on the weekends. The total cost for the six month pilot program is $420,836.00.

Additional Updates to Related Services

1. Holiday Coverage
Although not directly related to unhoused individuals, and in addition to resources dedicated to assist the unhoused, the City will have increased resources available for law enforcement purposes during the holiday season.

As we enter into the holiday season and anticipate a greater need for additional coverage and security, BHPD will be increasing patrol coverage with the addition of the following:

Starting Friday, November 25th, holiday bicycle and foot beats will commence with coverage daily through January 1, 2023. Staffing consists of two officers daily from Monday to Wednesday and four officers daily from Thursday to Sunday.

Meeting Date: November 15, 2022

Page 6 ends

These patrols specifically focus on high visibility in the business district area which normally sees a significant increase in shoppers and tourists through the season. The hours for the foot beat and bicycle officers is scheduled from 10 a.m. to 10 p.m.

This holiday season, BHPD will also have enhanced drone coverage in the business and residential areas. The Rapid Deployable Drone Program also allows for additional drone(s) to be deployed by officers in the field in areas requiring additional attention.

The four Flock ALPR (automated license plate reader) cameras purchased by the Rodeo Drive Committee are now installed and functioning. These cameras expand the City’s ALPR coverage to a total of 58 cameras.

Our security partners, Covered Six and Nastec will continue to provide patrol resources throughout the holiday season.

2. Update on Los Angeles County Department of Mental Health:

On May 24, 2022 City Council authorized the City Manager to negotiate and execute a memorandum of agreement (MOA) with the County of Los Angeles Department of Mental Health for two licensed clinical social workers (LCSWs). These two LCSWs will work alongside BHPD Officers forming our MET Team. Staff recently received requested changes from the County for the agreement which can be authorized at the staff level. It should be noted that the County has requested that in lieu of a one year agreement with two one year extensions, which is typical for City agreements, the Department of Mental Health has requested an open ended agreement. However, the agreement would also include a 30 day notice of cancellation. This proposed language is in the spirit of the agreement that was originally shared with Council; therefore, staff recommends accepting the open ended agreement, contingent up on a 30 day notice of cancellation.

FISCAL IMPACT
Staff has identified the costs to implement a twelve* month pilot program for increasing services to assist the unhoused and the costs for a second twelve month period should the program be extended by the City Council in the table below.

SCOPE OF WORK
CONSULTANT shall perform the following outreach and engagement program services in connection with CITY’s Homeless Outreach Team Changing Lives and Sharing Places (“CLASP”) program:

CONSULTANT shall provide a Homeless Outreach and Engagement Team (“Outreach Team”) including two people to work within CITY limits and evaluate, assess and refer for services those identified as homeless and/or in need of community mental health support services as described herein and in accordance with the Budget set forth in Attachment 1 to this Exhibit A.

Staffing and Schedule:

CONSULTANT shall provide the following staffing:

Two full time employees – Lead Outreach Coordinator and Outreach Coordinator. The Outreach Coordinators shall work 40 hours per week with no overtime. It is expected that the Outreach Coordinators will be out in the field. The schedule of work is driven by the scope of services provided herein. For example, outreach to many homeless and/or persons in need of community mental health support services typically occurs in the early morning hours, evening and on weekends. Therefore, the Coordinators shall adjust their schedules to ensure that the services provided are conducted in the most effective manner to achieve the objective described herein.

Program Activities and Expectations:
(a) Services shall be administered primarily within CITY limits with support from CONSULTANT’s Santa Monica agency and other local service providers. (b) This Outreach Team will be comprised of CONSULTANT employees assigned to CITY to establish a connection with the chronic homeless in order to introduce them to services and benefits. CONSULTANT estimates that 75 - 80% of the Outreach Team’s time shall be spent in the targeted areas making initial contact and repeat visits with individuals and/or adjunct service providers. The balance of time shall be spent in the office completing documentation, reporting outcomes, and meeting with supervisory staff.

In addition, community outreach to the business and residential communities shall be provided. The Outreach Team and CONSULTANT shall also provide education and other collaborative support to the CITY’s Police, Fire and Community Services Departments.

Outreach includes, but is not limited to, interfacing with businesses, churches, and other community groups to determine the needs of the CITY community in order to target services to the homeless and/or mentally ill. *CONSULTANT shall reach out to the homeless and/or mentally ill with the goal of assessing their needs and coordinating services and assistance with other organizations for such persons.

c) In order to evaluate how well the Outreach Team accomplishes its mission, CONSULTANT has correlated quantifiable/measurable goals which focus on reintegration of the chronically homeless into the community with changes in key areas such as housing, finances, legal, education, adherence to treatment, and employment.

The Outreach Team shall collect data related to these goals and the target population through a general survey count, evaluation of and linkage to mental health services through one of CONSULTANT’s intensive services programs or a Department of Mental Health agency (such as Edelman Mental Health Center) in addition to other basic life services such as shelter (PATH), food, clothing, hygiene products, medical care, etc. A record of services provided to an individual shall be maintained and held within established guidelines of confidentiality as appropriate. This data shall be compiled and submitted quarterly to CITY’s Human Services Division. In addition and as directed by CITY, CONSULTANT shall provide reports or other documentation in a manner agreed upon by CITY and CONSULTANT to assist CITY in determining the effectiveness of the program.

(a) Services shall be administered primarily within CITY limits with support from CONSUL TANT's Santa Monica agency and other local service providers. (b) This Outreach Team will be comprised of CONSUL TANT employees assigned to CITY to establish a connection with the chronic homeless in order to introduce them to services and benefits. CONSUL TANT estimates that 75- 80% of the Outreach Team's time shall be spent in the targeted areas making initial contact and repeat visits with individuals and/or adjunct service providers. The balance of time shall be spent in the office completing documentation, reporting outcomes, and meeting with supervisory staff.

In addition, community outreach to the business and residential communities shall be provided. The Outreach Team and CONSUL TANT shall also provide education and other collaborative support to the CITY's Police, Fire and Community Services Departments.

Outreach includes, but is not limited to, interfacing with businesses, churches, and other community groups to determine the needs of the CITY community in order to target services to the homeless and/or mentally ill. *CONSUL TANT shall reach out to the homeless and/or mentally ill with the goal of assessing their needs and coordinating services and assistance with other organizations for such persons.

DocuSign Envelope ID: 7 4572A09-677F-4151-B21 B-86733A2227FC To accomplish the goal of permanent supportive housing, the Outreach Team shall utilize the Full Service Prioritization Decision Tool ("SPDA T"). SPDAT utilizes 15 dimensions to determine an activity score that will help inform professional Housing First practitioners. c) In order to evaluate how well the Outreach Team accomplishes its mission, CONSUL TANT has correlated quantifiable/measurable goals which focus on reintegration of the chronically homeless into the community with changes in key areas such as housing, finances, legal, education, adherence to treatment, and employment.

The Outreach Team shall collect data related to these goals and the target population through a general survey count, evaluation of and linkage to mental health services through one of CONSUL TANT's intensive services programs or a Department of Mental Health agency (such as Edelman Mental Health Center) in addition to other basic life services such as shelter (PATH), food, clothing, hygiene products, medical care, etc. A record of services provided to an individual shall be maintained and held within established guidelines of confidentiality as appropriate. This data shall be compiled and submitted quarterly to CITY's Human Services Division. In addition and as directed by CITY, CONSUL TANT shall provide reports or other documentation in a manner agreed upon by CITY and CONSUL TANT to assist CITY in determining the effectiveness of the program.
