RECOMMENDATION
Staff is ready to receive any additional direction City Council would like to pursue regarding the reliability of Southern California Edison (SCE) and Spectrum.
INTRODUCTION
On August 23, 2022, SCE presented to City Council regarding scheduling for upcoming infrastructure projects and how it measures service. During that same meeting, Spectrum discussed its outages in relation to power outages. City Council requested SCE and Spectrum to return in November to give a progress report, but three significant power outages occurred before so SCE has come to respond to City Council’s concerns.
At the last City Council meeting, there was not enough time for a full discussion with SCE so the request was for them to return on November 15, 2022, with Spectrum as originally requested in August.
DISCUSSION
For context, the previous agenda reports are attached. SCE will be represented by Mr.
Paul Grigaux, Distribution Vice President, Mr. Larry Chung, Local Public Affairs Vice President, Ms. Diane Forte, Government Relations, and operations staff. Spectrum will be represented by Mr. Stephen Sawyer, Government Relations. •

Meeting Date: November 15, 2022
Since the City Council Meeting on November 1, 2022, there was another widespread power outage that affected all three circuits from the outage on October 24, 2022. This power outage began at 10:13 pm on November 5, 2022. Approximately, 2200 customers were affected again. By 1:22 am on November 6, 2022, all customers were restored power. The cause of the outage was an issue with underground equipment.
Regular notifications were delayed during this outage due to the outage management system being down for maintenance until midnight. The Police Department sent extra patrols to the affected area.
Prior to this City Council meeting, the City filed and received a reimbursement for a claim of City resources, written a letter to the California Public Utilities Commission (CPUC) and met with SCE representatives. Options for City Council to consider include making public comments at a CPUC Voting Meeting, filing a formal complaint with the CPUC, speaking with state legislators regarding appointments to CPUC and regulations for investor owned utilities.
FISCAL IMPACT
There is no fiscal impact associated with this report.

STAFF REPORT
Meeting Date: August 23, 2022
To: Honorable Mayor & City Council
From: Shana E. Epstein, Director of Public Works
Subject: Per the request of Mayor Lili Bosse and the Public Works Commission, the City Council is Requested to Address the Service Levels of Southern California Edison; in Addition, the Mayor Has Requested to Discuss the Service Levels of Spectrum Cable TV
Attachments: 1. Southern California Edison’s Presentation Dated May 2021
2. Southern California Edison’s Presentation Dated July 2022
INTRODUCTION
Per the request of Mayor Bosse and the Public Works Commission, Southern California Edison (SCE) will present to the City Council their service levels and customer approach in response to residents and businesses’ concerns over the reliability of SCE. At the July 21, 2022, meeting, the Public Works Commission formally recommended to the City Council to make a complaint to the California Public Utilities Commission (CPUC) regarding SCE’s service. In addition, the Mayor requested a similar presentation from Spectrum Cable TV (Spectrum). DISCUSSION
In May of 2021, SCE presented to the Public Works Commission the reliability report and capital improvements they were embarking upon. At that time, they stated their reliability rate range is from 52 average minutes of sustained interruption in 2020 to 105.8 average minutes of sustained interruptions in 2017. Since that presentation, the interruptions in service continue; one in Trousdale was not resolved for 16 hours. On July 27, 2022, SCE met with the Trousdale residents to listen to their concerns regarding the unreliability of their service. At that meeting, SCE representatives explained there have been 16 outages in the related area that serves Trousdale from January 2021 through May 2022.
On July 21, 2022, the Public Works Commission recommended that City Council make public comments at the most appropriate CPUC Voting Meeting regarding the unreliability of SCE. The Commission also made a point that while the outage duration may be under a certain threshold, SCE should still measure the outage as an interruption. The Commission agreed with the recommendation from the CPUC’s Public

Advisor that the most effective method to register a complaint with the CPUC for a community would be to make public comment at a Voting Meeting. The next CPUC Voting Meetings where staff may research a week before to see if SCE has any relative items before the Board are as follows: August 25, 2022, at 11 am in Sacramento September 15, 2022, at 11 am in Fresno
October 6, 2022, at 11 am in Sacramento
October 20, 2022, at 11 am in the CPUC Auditorium, San Francisco Most of these meetings may also be attended via webcast or phone.
Regarding Spectrum, staff periodically receives complaints about poor service. The vast majority of the complaints are resolved to the customer’s satisfaction once City staff is able to redirect the calls through a more responsive avenue. Staff encourages members of the public to call 310.285.1178 or submit an AskBev request under “Resident Information.”
In preparation for this City Council agenda item, staff requested SCE and Spectrum each have a representative to present to City Council and answer questions about their service levels. Both utilities confirmed they would be in attendance.
FISCAL IMPACT
No impact to the City’s budget at this time.
RECOMMENDATION
Staff requests the City Council’s direction to the extent necessary to address the reliability concerns with SCE and Spectrum.

implements Public Safety Power Shutoffs
(PSPS) to temporarily shut off power to some
customers in areas with a high risk for wildfires
to prevent the electric system from
becoming the source of ignition
• PSPS is used as a measure of last resort to
protect public safety under dangerous fire
weather conditions, including high winds,
low humidity, and dry vegetation
• Multiple methods are used to notify people in
affected areas before, during and after a PSPS
event
• SCE provides resources to support customers
during PSPS and offers several programs and
rebates to help customers be prepared and
more resilient during emergencies
• SCE is working to reduce the impact of PSPS

9 Reliability Overview
10 Energy for What's Ahead"
What is Reliability?
• In simplest terms:
Having dependable electricity when you need it.
• Outages:
• Maintenance outages (aka planned outages)
• Repair outages (aka unplanned outages)
• Sustained Outage = An outage lasting > 5
minutes
• Momentary Outage = An outage lasting ≤ 5
minutes
• Public Safety Power Shutoff (PSPS)
11 Major Event Day (MED) : A day in which the daily system SAIDI exceeds a threshold value. For the purposes of calculating daily system SAIDI, any interruption that spans multiple calendar days is accrued to the day on which the interruption began. Statistically, days having a daily system SAIDI greater than a threshold value are days on which the energy delivery system experienced stresses beyond that normally expected (such as severe weather).
Public Safety Power Shutoff (PSPS) : An operational protocol that SCE implements under extreme weather conditions in order to minimize the threat of wildfires and keep communities safe from potentially dangerous situations. These types of sustained outages are temporary and usually involve situations where high fire areas are experiencing adverse weather or public safety is at risk.

What is Reliability?
• In simplest terms:
Having dependable electricity when you need it
• Outage Types:
• Planned Outages
• Conducted to perform maintenance on SCE equipment
and adding load for new customers and businesses
• Unplanned Outages
• Conducted to complete repairs on SCE equipment
Energy for What's Ahead'
Common Causes of Unplanned (Repair) Outages
• 3rd party, Such as mylar balloons, dig ins,
Theft, vehicle accidents involving power poles.
• Vegetation, Birds or animals on equipment
• Equipment failure such as aging equipment
and some due to heavy rain or water flow flooding vaults • Overloaded equipment during heat storms or
customers adding load without informing
SCE
• Unknown, There are times the power goes
out and after patrolling the circuit a cause is not found, a repair is not needed.

Greater Trousdale Area – Challenges & Mitigation Efforts Challenges
• Geography – Hills and access
• Underground Circuits –
• Cannot be visually inspected
• Are difficult to upgrade and often require excavation • Are difficult to troubleshoot during emergencies, resulting in longer outages • Water from irrigation is a problem. Many of the structures are full of water and must be pumped first before we can even begin to troubleshoot
• Playboy circuit – Has underground and overhead infrastructure. Overhead infrastructure within our High Fire Risk Area boundary needs to be completely patrolled prior to re-energizing when high fire conditions in effect – longer power restoration times
Capital Improvement Plan to Improve Reliability
• Harratt circuit (4 kV): 4kV cutover to new 16 kV – Circuit Reliability Upgrade. Q4 ‘22/Q1 ‘23 • Hilton/Playboy: New circuit tie will improve operational flexibility between the 16 kV circuits.
Q4 '23
• Playboy circuit (16 kV): New equipment/fault indicators Q4 ‘22 • Ongoing routine inspection cycle and monitoring reliability history of individual circuits 6 months, Dec 2021 – May 31, 2022.

Outage Types
• A maintenance outage is a controlled event where equipment or a portion of the circuit needs to be temporarily taken out of service to allow crews to safely make repairs, or network alterations
• A repair outage is an unplanned event where a section of the power network losses power unexpectedly due to a fault
• An emergency outage is a bit of a hybrid, where an unsafe condition requires the immediate action of taking equipment or part of the network out of service to make repairs, often to prevent a larger outage. • A rotating outage, also known as rolling blackouts, are controlled events to turn off electricity to selected areas to keep the electricity supply and load in balance – determined by the state CAISO

WHAT IS BEING DONE TO PREVENT ROTATING OUTAGES
FROM OCCURRING AGAIN?
SCE. in partnership vvith state energy regulators. is vvorking on a variety of solutions to address the region's long-t.erm reliability needs. VVith climate change. more intense and longer heat vvaves are expected in the coming decades. Before the rot.ating outages of August 2020. SCE and the state identified the need for more generation capacity and are actively
bringing nevv resources on line. Reliability planning needs to adjust. as vve transition responsibly to a lovv-carbon grid and as climate change continues to add additional uncertainty to grid planning.
In 2020. SCE signed various energy st.orage contract.s
totaling more than 1,300 megavvatts. vvhich vvill help support reliability of the region'"s electric system and mitigat.e future rot.ating outages. These contracts increase SCE's total amount of inst.alled and procured bat.t.ery storage capacicy to approximately 2.050 MVV. or roughly enough electricity for the instantaneous demands of 1 .S million homes.

New! Electric Portable Power Stations I $75 Rebates
Sometimes power outages can happen because of weather conditions, unforeseen circumstances, pubhc safety, and cntical infrastructure work. Be prepared for an outage with Electric Portable Power Stations. Electric Portable Power Stations use battery storage and plug into an electrical power outlet to recharge. They can charge multiple devices such as laptops, cell phones, tablets, and other devices. Depending on your local internet provider, Electric Portable Power Stations can also power your Wi-Fi router for continued access to the internet.
FOOD SAFETY TIPS
• Cans & dry goods: Canned and dry goods and
powdered or boxed milk, can be eaten cold or
heated on a grill.
• Leave a light on: When you go to bed, leave a
bedroom light switched on. It will wake you when
power returns, so you can check the condition of
your food.
• If you’re not home: If a power outage happens
while you're out of the house, try to determine how
long it has been out. Check the internal temperature
of perishables in your refrigerator with a quickresponse thermometer; any item above 40 degrees should be thrown out.
37 • Keep it closed: Open refrigerator and freezer doors only when necessary. Depending on the outside
temperature an unopened refrigerator can keep
foods cold enough for several hours. Check food
carefully for signs of spoilage.
• Draw the line at 40 degrees: Perishable foods
should not be held above 40 degrees Fahrenheit for
more than two hours.
• Coolers & ice chests: For outages longer than two
hours, food items such as dairy products, meats, fish,
poultry, eggs and leftovers should be packed into a
cooler with ice. A separate cooler can be packed with
frozen items.

INTRODUCTION
On August 23, 2022, SCE presented to City Council regarding how they measure service and scheduling for upcoming infrastructure projects. City Council originally requested SCE return in November to give a progress report, but on September 9, 2022, at 11:26 p.m., a power outage that affected 213 customers in Trousdale occurred, which extended beyond 24 hours until September 11, 2022, at approximately 4:00 a.m.
Subsequently, the Mayor requested SCE return at the first meeting in October.
DISCUSSION
The City has taken the following actions since August 23, 2022:
1. Sent a letter dated September 6, 2022, to the California Public Utilities Commission in care of the Public Advisor.
2. Submitted a claim on behalf of the City for costs incurred by the Power Outage that began on September 9, 2022.
3. Updated the City’s Website to include information about SCE Claims and SCE’s 24-hour warranty.
4. Assisted in coordinating customer communication of the outage that followed the extended outage in Trousdale to make the permanent repair.

STAFF REPORT
Meeting Date: November 1, 2022
To: Honorable Mayor & City Council
From: Shana Epstein, Director of Public Works
Subject: Per Request of Mayor Bosse, Southern California Edison Has Been Asked to Return to the City Council to Discuss Progress with Capital Projects and Give an Update on the Latest Outage Attachments: None
INTRODUCTION
On August 23, 2022, Southern California Edison (SCE) presented to City Council regarding how they measure service and scheduling for upcoming infrastructure projects. City Council originally requested SCE return in November to give a progress report, but on September 9, 2022, at 11:26 p.m., a power outage that affected 213 customers in Trousdale occurred, which extended beyond 24 hours until September 11, 2022, at approximately 4:00 a.m. Subsequently, per the Mayor’s request SCE returned on October 11, 2022, with a number of managers from operations to customer service.
At that meeting, the Mayor requested that SCE representatives return with an update on the capital improvement projects in the City. Since that meeting, another larger outage occurred on October 24, 2022.
DISCUSSION
On October 24, 2022, at 5:08pm, a wide spread power outage began in the north eastern part of the City and included some of West Hollywood. The total number of customers impacted ranged from 2,000 to 4,000 during the outage, but is now listed as 1,174 customers impacted. Three circuits locked out; for the circuits to be recharged required a full patrol of each area so the power was brought back on in 3 stages at approximately 8 pm and 10 pm that night and the last stage by 12:45 am early in the morning of the next day.
Staff called the SCE Outage Center to report the outage and the call was returned within 30 minutes. At that time, SCE gave the City an outage number to reference and preliminary information. The City’s government relations representative was contacted and she circled back with the Outage Center and Operations so staff continued to receive notifications throughout the evening. The SCE Outage Website was continuously updated as well.

Meeting Date: November 1, 2022
The cause of the outage is listed as equipment problems and not equipment failures as previous extended outages.
Some customers reported interruptions in natural gas service and Wi-Fi service. The Gas Company was not experiencing an interruption and Spectrum is still investigating.
Spectrum did confirm if the power is out then cable will not work.
The Police Department deployed extra patrols in the area until power was restored.
FISCAL IMPACT
This report is informational and there is no requested action that may have fiscal impacts. RECOMMENDATION
