Subject: Police Department Update on Permit by Plate Transition Plan Aftachments: None
INTRODUCTION
In October 2020, the Police Department procured a new parking citation and permitmanagement system with Data Ticket, Inc. The partnership with Data Ticket provides the City the opportunity to transition the permit program to provide more flexibility, access, and convenience to our residents, visitors, and the community, and streamlineoperations for staff.
DISCUSSION
The City of Beverly Hills Preferential Parking Permit program is preparing to relaunch.
On November 3, the City hosted a Town Hall, which was simultaneously streamed virtually and in-person from Council Chambers (455 N Rexford Dr). City staff was on-siteto address any concerns, questions, or suggestions during and after the meeting.
There will be NO parking permit policy changes. There will be NO increase to the current annual permit fee or any fee for guest parking permits, except as stipulated by CPI increases. The Preferential Parking Permit program will primarily rely on vehicle licenseplates, also known as Permit by Plate. The Beverly Hills Police Department will utilize license plate recognition technology to further expand consistent coverage and maintain greater presence within our neighborhoods.
License plate numbers are the unique identifier associated with the permitted vehicle.
This allows permit holders to apply for permits and update their vehicle information online without requiring request submissions for hangtags or decals or additional mailing time similar to the previous online system. Hangtags will be an option for legacy permit holders; however, we anticipate that a majority of our neighbors will appreciate the convenience of the license plate number as the permit.
Permit by Plate is a convenient solution for residents that also provides a more efficient system for the City while further enhancing public safety and reducing permit-parkingabuse within our neighborhoods. Similar to the previous online system, residents will no longer wait to receive their permit in the mail, permit applications can be fulfilled almost immediately. Using license plate recognition technology, permit by plate can be quickly Meeting Date: November 15, 2022
verified which allows permit zones to be covered more effectively and will furtherenhance parking availability for permit holders.
