INTRODUCTION
This report is submitted to City Council requesting street and sidewalk closures in conjunction with the annual Golden Globes Awards ceremony scheduled for Tuesday, January 10, 2023. City staff will administratively approve structural and traffic control plans, issue permits, and continue to work with the Hollywood Foreign Press Association, Dick Clark Productions, Go For Site Management and the Beverly Hilton Hotel to coordinate logistical details for this event.
At the November 7, 2022 Beverly Hills City Council Liaisons/ Rodeo Drive/ Special Events/ Holiday Program Committee meeting, Golden Globes representatives and City staff met with City Council Liaisons Mayor Bosse and Councilmember Friedman to seek a recommendation for the street and sidewalk closures related to this event. It should be noted that the Liaisons made the recommendation for staff and the event organizers to provide robust notifications to residents, businesses, as well as the school district due to the traffic impacts caused by the Tuesday event.
DISCUSSION
This proposal (Attachment 1) comes to the City as a request from Go For Site Management and Dick Clark Productions for the approval of street and sidewalk closures on behalf of The 80th Annual Golden Globe Awards ceremony (Golden Globes), held annually at the Beverly Hilton Hotel. The event is scheduled for Tuesday, January BEVERL
HILLS
id
Meeting Date: November 15, 2022
10, 2023 from 5:00pm – 8:00pm PST. The Golden Globes management have cited network scheduling obstacles as the reason for changing the show day from a Sunday to a Tuesday. This event, attended by celebrities, media, and other high-profile individuals, with thousands in attendance, results in significant street and sidewalk closures for safety and security (Attachment 3). The awards program, as in previous years, is planned to be filmed live, and will air on the NBC network with an international broadcast audience.
The Police Department and Filming and Special Events teams have met with Golden Globes representatives to establish security measures and traffic control plans to ensure the safety of all attendees, and mitigate any potential impacts due to the change of day from the customary Sunday to a Tuesday event. The execution of the event includes many City departments and divisions: Police, Public Works, Information Technology, Fire, Policy and Management, and Community Development. This report assumes a full awards program as executed in the past, with several thousand attendees, red carpet, and post-show parties. While the current requested closures assume a full-scale show, any final planning may be scaled down and modified, including reduced street and sidewalk closures. A robust community notification plan will continue to be implemented to communicate the final closures and route to residents, businesses, and guests prior to the event.
Similar to previous years, the Beverly Hilton and Waldorf Astoria hotels will be the locations of several after-parties hosted by various studio and entertainment companies immediately following the awards program. Notable supporters of this event include Dick Clark Productions, Hollywood Foreign Press Association, as well as the Beverly Hills Chamber of Commerce and Beverly Hills Conference and Visitors Bureau (Attachment 4). The average viewership from 2019 to 2021 was 14.6 million total viewers. The Beverly Hilton has hosted the Golden Globe Awards since 1974, and spotlights the City of Beverly Hills as the heart of the entertainment industry (Attachment 2). The Golden Globes will be in line with the City’s goal to support tourism, local businesses, and bring culture into the City with this star-studded esteemed event.
STREET CLOSURES AND TRAFFIC CONTROL PLAN
Lane and full-street closures are requested for approval to form a safe and secure venue during setup, the show itself, and tear down. On the day of the event, approximately 200 limousines and 250 personal vehicles will arrive at the Beverly Hilton Hotel between 2:00pm – 5:00pm. Traffic Control personnel will monitor parking and traffic activity in the area, and Officers will manage a full deployment of BHPD, additional Los Angeles law enforcement agencies, and private security. The following street closures requested for 2023 are similar to the 2020 Golden Globe Awards Ceremony (Attachment 1):
North Santa Monica Boulevard
Westbound: Curb lane closure, west of Wilshire, beginning at 6:00 a.m. on Thursday, January 5 through 4:00 a.m. on Wednesday, January 11 as well as sidewalk closure directly adjacent to the hotel.
Westbound: Complete sidewalk and street closure, from Wilshire to Century Park East, from 9:00 p.m. on Sunday, January 8, through 4:00 a.m. on Wednesday, January 11.
Meeting Date: November 15, 2022
Eastbound: Complete sidewalk and street closure from Century Park East to Wilshire from 2:00 p.m. on Monday, January 9, through 4:00 a.m. on Wednesday, January 11.
Temporary Bridge: Dick Clark Productions is working with all entities to find other solutions to avoid the need for this installation this year. However, should there be a need, there will be a pre-constructed temporary bridge installation over North Santa Monica Blvd, similar to past years. Go For Site Management requests a temporary street closure for a one-day installation from 10:00 p.m. on a to-be-determined date in December 2022 to approximately 4:00 a.m. the next day. Traffic will be temporarily re-routed during installation to Merv Griffin Way or South Santa Monica Blvd. This bridge will remain in place until early morning of January 12, 2023. This will trigger another temporary street closure the night of January 12 at 10:00 p.m. into the morning of January 13 at 4:00 a.m. Similar to other street closures for event structure setup and tear down, final dates and times will be reviewed and approved administratively by BHPD and the Transportation Division of Public Works.
Wilshire Boulevard
Eastbound: Curb lane closure, east of Whittier, beginning at 6:00 a.m. on Thursday, January 5 through 4:00 a.m. on Wednesday, January 11. Eastbound/Westbound: Lane reduction takes place beginning at 9:00 p.m. on Monday, January 9 through 4:00 a.m. on Wednesday, January 11. Eastbound Wilshire closure from Comstock to South Santa Monica, and westbound Wilshire Blvd reduced and open to maintain the flow of traffic for the duration of the event Eastbound: Limited closure at Beverly Glen Blvd (Los Angeles) with local access only to residents in the 10200 - 10300 blocks of Wilshire Blvd and Los Angeles Country Club visitors from 7 a.m. on Tuesday, January 10, to 4:00 a.m. on Wednesday, January 11. Wilshire Blvd and adjacent sidewalks will be completely closed to all other through traffic between the Country Club and S. Santa Monica Blvd. Alternate Routes: S. Santa Monica Blvd, Sunset Blvd, Olympic Blvd.
Whittier Drive
Northbound/Southbound: Limited closure from Wilshire to Elevado with local access to residents only from 1:00 p.m. on Tuesday, January 10 through 1:00 a.m. on Wednesday, January 11.
Greenway Drive
Northbound/Southbound: Limited closure at Sunset with local access to residents only at 1:00 p.m. on Tuesday, January 10, through 1:00 a.m. on Wednesday, January 11.
Meeting Date: November 15, 2022
Trenton Drive (including adjacent alleyways)
Northbound/Southbound: Limited closure from Wilshire to Whittier with local access to residents only from 1:00 p.m. on Tuesday, January 10, through 1:00 a.m. on Wednesday, January 11.
Carmelita, Elevado and Lomitas Avenues:
Eastbound/Westbound: Limited closure at Walden with local access to residents only at 1:00 p.m. on Tuesday, January 10, through 1:00 a.m. on Wednesday, January 11. Alternate Routes: all north/south streets east of Bedford Drive to remain open
EVENT NOTIFICATIONS
With the approval of City staff, letters of notification will once again be distributed by the event producers by a “Walking Man” service. Notifications are a team effort between the Beverly Hilton, Dick Clark Productions, and the City, which include newspaper ads, BHPDAlert, Nixle, written notices delivered to residents, schools, and businesses, as well as other Citywide announcements.
FISCAL IMPACT
All expenses related to this event are the responsibility of the Golden Globes, including, but not limited to: City permits, street closure and/or use fees, City personnel, equipment and any other associated costs related to the event. Dick Clark Productions will be responsible for all City costs associated with the broadcast of the awards program (film permit), and the Beverly Hilton Hotel will be responsible for all City costs associated with the street closures for arrivals, departures and red carpet (event permit). All individual after-parties will be billed for personnel dedicated solely to their events, through separate permits.
The City’s Risk Manager has also recommended the City’s standard insurance for street closures: General Liability Insurance in the amount of $3 million dollars (per occurrence) naming the City of Beverly Hills as an additional insured, as a requirement to be provided by Dick Clark Productions and The Beverly Hilton.
RECOMMENDATION
Staff recommends City Council review and approve a recommendation from Beverly Hills City Council Liaisons/ Rodeo Drive/ Special Events/ Holiday Program Committee (Liaisons) for street and sidewalk closures as well as staff to conduct other security measures with both special event and film permits for the 2023 Golden Globe Awards.

Dear Honorable Mayor and City Council:
Go For Site Management has been hired by Dick Clark Productions (DCP) to oversee all permitting documentation and logistical needs for the 2023 Golden Globes. We are reaching out to seek the support of the City of Beverly Hills. We are very excited to bring this high profile production back to The Beverly Hilton Hotel. In celebrating our monumental 80th year, we wouldn’t want to be in any other venue.
Our top priority is to create a safe environment for all of those working and attending this high-profile event. Both our planning team and DCP understand that the show landing on a Tuesday may differ in certain ways from past years’ broadcasts falling on a Sunday, but our objective here remains the same. As a result, we are requesting the closures to remain similar to the 2020 event, giving us adequate space to effectively manage all security protocols.
Given the history of this show at the Beverly Hilton and the relations built in the past, we will be providing letters of support from several prominent Beverly Hills entities.
We look forward to working with the Beverly Hills Police Department in the development of a collaborative security plan.
Thank you for the opportunity. Please do not hesitate to reach out with any questions or concerns.
Sincerely,
Gregg Lederman

On behalf of Dick Clark Productions, it would be an honor for our company to return to Beverly Hills and the Beverly Hilton Hotel for the 80th Anniversary of the Golden Globes.
Dick Clark Productions has produced this show since 1983, and I had the privilege of working alongside Dick from the very first of those shows. Dick always told me how important Beverly Hills was to the success of the show. He said that many major stars felt at home at the Globes, because the show was taking place in their own back yard.
We truly believe that the Beverly Hills effect is what helps make the Globes unique, because from the beginning stars like Frank Sinatra, Sammy Davis Jr., and Elizabeth Taylor felt loose, relaxed, and ready to party. Today, the city still provides the same prestigious celebratory atmosphere for the likes of Elton John, Jennifer Aniston, Eddie Murphy, and hundreds of others.
We continue to be grateful for the safe environment the city always provides for our production and we’re looking forward to renewing our wonderful relationships with the many city workers who are assigned to our show. And it is also our hope to once again bring back our hundreds of staff and crew people to enjoy the unique opportunities only Beverly Hills can provide.
As I anticipate this year’s show, I can’t help but recall a phone call Dick made to me one night years ago. He was philosophizing about the Golden Globes, and he said, “Barry, never take the show out of Beverly Hills and that hotel. That’s exactly where it belongs.” Ironically, our company, which still bears Dick Clark’s name, is now located at Wilshire and Crescent. We are your neighbors now, right here in Beverly Hills. And that’s where we belong too.
Sincerely,
dcp

Re: Letter of Support for the 80th Annual Golden Globes Event for The Beverly Hilton To whom it may concern,
Since 1974, the Golden Globe Awards® have been held at the Beverly Hilton Hotel and have brought Beverly Hills to the attention of global television audiences ever since. On Tuesday, January 10, 2023, the historic 80th Annual Golden Globe Awards will be held once again and be broadcast live on NBC and streamed on Peacock.
The Globes will once again draw celebrities, hundreds of members of the press and members of the entertainment community to celebrate the best in film and television.
Not only does this large and influential group gather at the Beverly Hilton, but the economic impact of the awards has an immediate and lasting impact on the area economy.
Adjusted for inflation, the Los Angeles County Economic Development Corporation estimated the direct economic impact of the Globes ceremony to be $82.5 million with an additional indirect benefit to car services, caterers, wait staff and other service employees earning an estimated $4.1 million.
We recognize the scheduling of the show on a Tuesday represents challenges for area traffic flows, but the overall benefits to Beverly Hills are far exceeded in once again showcasing the premier party in the entertainment industry with the official kick off of the award season. Coming out of the pandemic, we believe audiences are craving for a return to normalcy.
Therefore, the Hollywood Foreign Press Association writes to you in support of the Beverly Hilton’s plans for the show that night and hope we can work with the city to make the night’s festivities go smoothly for Beverly Hills businesses and residents.
The HFPA fully supports the return of the Golden Globes to the Beverly Hilton for our special 80th Anniversary show and we look forward to continuing our long association with Beverly Hills.

Dear Honorable Mayor Bosse and Council Member Friedman:
The Beverly Hills Conference and Visitors Bureau (BHCVB) is writing to express our support for the 80th Annual Golden Gloves Event at The Beverly Hilton on January 10, 2023.
Prior to the Pandemic, The Beverly Hilton successfully hosted this event year after year without incident. Because this show takes place in Beverly Hills, the hotels in the city receive room revenue from those staying for the events and both the hotels and the restaurants see food and beverage and event rental revenue from those companies hosting after parties and celebrations.
Because of the tremendous amount of media coverage for events like these and the incredible guest list, we think this is an outstanding branding opportunity for the City of Beverly Hills as it provides global recognition and helps to cement the aspirational nature of our destination as the center for celebrity, glamour, and style.
In conjunction with the Chamber of Commerce, the Beverly Hills Conference and Visitors Bureau is excited to welcome this event again to our city and we would like to offer our assistance in any way we can.
