The big quite obvious problem with the Permit by Plate Transition Program is that if cars are not required to display a parking permit of some kind, residents will have no idea whether a car is legally parked in their neighborhood.
Quite often residents notice when cars are illegally parked on their streets, and we can utilize our power to assist with parking enforcement by calling in and reporting an illegally parked vehicle.
Since the legality of parking is not going to be checked on every car on every street every day, parking enforcement efforts will be compromised by residents’ inability to determine whether a car is legally parked on their street and assist with parking enforcement.
License plate recognition is a very good advanced improvement, but absent a better solution, the city should retain the requirement for parking permits to be displayed.

Please read this message at the study session meeting today:
We and our neighbors like to know which cars are legally parked on our streets, especially when we see drivers who are parked and sitting in their cars and wonder if they are casing the neighborhood or waiting to commit a crime.
Sometime ago, one of our neighbors saw a couple of young men parked down the block, just sitting in their car and she thought it suspicious so she called the police. The police determined that these young men had burglary tools in their car and took car of the matter.
The point is that if the city does not require some kind of placard in cars parked on our streets, we residents will be unable to determine whether these cars are legally parked, and we will be unable to participate in protecting our neighborhoods from burglaries and other crimes.
Please modify the proposed program so residents will be able to assist in crime prevention.
Thank you.
