RECOMMENDATION
Staff recommends the City Council adopt a resolution authorizing the acceptance of grant funding under the Federal Bulletproof Vest Partnership (BVP 22) and appropriate grant funds of $8,147.11 from the General Fund to the Police Department Grant Fund for the purchase of ballistic vests.
INTRODUCTION
The U.S. Department of Justice sets forth an annual grant program designed to assist police departments in the procurement of state-of-the-art bulletproof vests, to be worn by police officers. The program was authorized in 1999 as a means of providing critical resources for state and local government and their employees. The program is administered by the Office of Justice Programs, Bureau of Justice Assistance. The program contributes 50% of the cost of bulletproof vests for peace officers employed by eligible applicant agencies. The funding and eligibility criteria varies from year to year.
The City of Beverly Hills was approved for the FY 2022 grant to purchase up to 21 bulletproof vests for a total of $8,147.11 through the end of August 31, 2024.

DISCUSSION
The police department participates annually in the Bulletproof Vest Partnership (BVP) grant program to replace expired ballistic vests and to purchase vests for newly hired police officers. The department anticipates the need to replace and purchase 21 vests for police officers between April 1, 2022 and August 31, 2024. The approximate cost of a single ballistic vest is $769.39. The Bulletproof Vest (BVP) grant will be used to assist the City with a portion of these purchases. The approved grant allocations will be sufficient for the procurement of up to 21 bulletproof vests.
FISCAL IMPACT
The approximate cost for purchasing 21 bulletproof vests is $16,157.19. Funds for these purchases will come from the Police Department’s equipment replacement fund account 40009917-740300. The grant will reimburse the City for 50% of the costs associated with these purchases, up to a maximum of $8,147.11. It is recommended that Council approve an appropriation of $8,147.11 from the General Fund to the Police Department Grant Fund. The grant covered expenditures will be recorded to 19002105-740300- 22BVF.

RESOLUTION OF THE COUNCIL OF THE CITY OF BEVERLY HILLS
FOR ACCEPTANCE OF A GRANT UNDER THE U.S. DEPARTMENT
OF JUSTICE, OFFICE OF JUSTICE PROGRAMS FEDERAL
BULLETPROOF VEST PARTNERSHIP FOR FISCAL YEAR 2022

The Council of the City of Beverly Hills does resolve as follows:
Section 1. The Bureau of Justice Assistance administers the Fiscal Year (“FY”) 2022 Bulletproof Vest Partnership Program (“BVP”) which is a grant program that reimburses cities for fifty percent of the costs associated with purchasing ballistic vests between April 1, 2022 and August 31, 2024.
Section 2. The City of Beverly Hills (“City”) hereby appoints the City Manager or his designee to accept the FY 2022 BVP grant to assist with funding ballistic vests purchases between April 1, 2022 and August 31, 2024. The City Manager or his designee is also authorized to execute and submit all documents including, but not limited to, applications, agreements, amendments, and payment requests, which may be necessary for administration of the FY 2022 BVP grant.
Section 3. The City Clerk shall certify to the adoption of this resolution and shall cause this resolution and her certification to be entered in the Book of Resolutions of the Council of this City.
