I. Spring Place Serves Today's Office Needs
Spring Place is a member-based co-working office use, luxuriously appointed and innovatively designed to offer professionals a variety of settings to suit the different ways we work today. Since 2018, Spring Place has operated in the City and counts many of its local residents and businesses as members.
Spring Place members can utilize dedicated and communal work spaces. These work spaces vary throughout, and include private offices, dedicated desks, open co-working desk areas, meeting rooms, phone booths, indoor lounges, outdoor terrace lounges, the Library and the Conservatory.
The Conservatory offers both bistro table and living room style seating to facilitate casual meetings and additional communal work space. All areas of the club are equipped with high-speed Wi-Fi service and personalized concierge services. Food and beverage service is also available throughout, except in the desk areas.
II. Spring Place Leadership
Now at the helm of Spring Place globally is CEO Olivier Lordonnois. Olivier was recently hired to elevate the day-to-day operations and management of Spring Place clubs across the world, drawing on his 20 plus years of luxury hospitality experience. Olivier most recently served as the General Manager of The Mark Hotel in New York City for eight years. Prior to that, he held leadership positions with The Ritz Paris, The Lanesborough in London, and two other Paris addresses — Hôtel Costes and Hotel de la Tremoille. The latter he helped elevate to a five-star hotel. Since joining Spring Place, Olivier has placed a premium on ensuring that the club is run akin to a five-star hotel both in terms of the level of service offered to its members and their guests, as well as the club's involvement and respect for the community.
On the ground in Beverly Hills, Michael Cunes serves as the Director of Front Office and Neighbor Liaison. Michael comes from a background in luxury member clubs, most recently with the Bel-Air Bay Club, and serves as the point person for the day-to-day operations of the Beverly Hills club. He has been working diligently to establish strong ties to the community, including the nearby residential neighbors.
III. Spring Place Membership & Utilization
Since Spring Place opened in 2018, it has attracted a discerning list of members that turn to Spring Place as their preferred business base. There are currently three levels of membership:
Resident, Local, and Community, as described below.

a. Community: This class of membership permits full access to Spring Place's meeting rooms and communal work spaces. These members also have access to monthly member events and cultural programming. As of September 20, 2019, there are approximately 552 Community members.
b. Local: This class of membership provides all of the benefits of a Community member. In addition, Local members have access to dedicated workspaces. As of September 20, 2019, there are approximately 65 Local members. c. Resident: This class of membership provides all the benefits of a Local member. In addition, Resident members have access to a dedicated desk at a communal table or in a private office. As of September 20, 2019, there are approximately 20 Resident members with a dedicated desk and 83 Resident members with private offices.
As of September 20, 2019, there are approximately 720 members total. However on a daily basis, the club is utilized by far fewer members. On average between June 3 and September 20, 2019, approximately 83 members per day checked in at the club. Over that same time period, approximately 109 guests per day checked in at the club. This accounts for approximately 1 member to 1.3 guests per day. Please note that the number of check-ins per day are not all at once, but rather are spread out throughout the work day. (Spring Place Check-ins, Exhibit A.) IV. Parking & Valet Policy Improvements
In the past, Spring Place provided members and guests with valet parking for $10. Despite strong encouragement that members and their guests utilize the valet parking, our understanding is that some have been utilizing nearby street parking.
Clearly this is not acceptable. Spring Place has taken 3 immediate steps to ensure that all members, guests and employees utilize dedicated club parking only and do not park on nearby residential streets:
a. On September 6, 2019, Spring Place voluntarily agreed to provide free parking after 6 PM to ensure that no members or guests park on residential streets. This step was reaffirmed in an email to all members and was immediately implemented. (Email To Members Re: 6 PM Parking, Exhibit B.) We appreciate Planning Staff making this recommendation.
b. On September 26, 2019, Spring Place went one step further toward being a considerate neighbor and voluntarily made valet parking free at all times to all members to ensure that none of them park on nearby residential streets. This step was reaffirmed in an email to all members and was immediately implemented. (Email to Members Re: Free Valet, Exhibit C.)

c. Also on September 26, 2019 all Spring Place employees were advised that street parking is prohibited, and provided with free parking.
Furthermore, Spring Place has worked closely with its valet management company to ensure that there is more than adequate parking available for members and guests at all times. The attached chart documents the number of cars valeted at the Property between June 1 and September 20, 2019. (Valet Car Chart, Exhibit D.) The chart demonstrates that on an average day, approximately 70 to 80 cars are valeted. At no time have more than 210 cars been valeted. Please note that Spring Place can utilize 272 parking spaces on and off-site, far in excess of the demand for parking.
Finally, Spring Place has worked closely with its valet management company to ensure that no cars queue up on Spalding Drive. Generally the valet operates pick up and drop off along the club’s internal alley. Spring Place has implemented a policy during higher traffic times that requires cars to pull directly into the club’s parking garage to ensure that cars do not back up on public streets.
V. Modified Event Standards
Spring Place is permitted to provide its members space to host events both inside of the club and on its terraces during normal business hours. To be clear, Spring Place is not a place for raucous parties or loud events. Rather, it is a place utilized by our members for occasional high-class events.
Admittedly there were some past events held that were not in line with desired size and noise limits, and we understand the concerns raised by our neighbors. We assure you that Spring Place heard these concerns loud and clear. Immediate changes have been implemented to ensure that any events at Spring Place are in keeping with the existing conditions of approval.
In this light, Spring Place has cancelled a number of confirmed events over the last month or two that would not have conformed to these conditions. Spring Place has strictly limited the size and hours of the events that may take place anywhere on site. Spring Place has also implemented a policy that the Conservatory will end service at 10 PM. Moreover, no special events that require Director of Planning approval are currently scheduled, and any future such events would be planned in keeping with City approvals.
VI. Deepening Ties With Our Community
Since opening, Spring Place has placed a priority not only on running an exceptional private club but also on becoming an active part of Beverly Hills, including its involvement in the Beverly Hills Chamber of Commerce. Further, it has launched a genuine effort to open communication with its neighbors. Over the past few weeks, Michael Cunes has gone door-to-door to our residential neighbors to personally introduce himself and give them his direct cell phone number so they always have full, open access to club management. If neighbors are not home, he leaves a thoughtful note inviting them to reach out. (Neighbor Welcome Note, Exhibit E.) When he does Allen Matkins Leck Gamble Mallory & Natsis LLP

connect with them, he invites them to Spring Place as his guest to experience the club first-hand.
Michael will continue this effort on an on-going, consistent basis.
VII. Conclusion
Spring Place is a fantastic addition to the Beverly Hills business community, meeting the City’s need for more contemporary work space and drawing exactly the kind of younger, creative entrepreneurs Beverly Hills is trying to attract. This private business club is dedicated to creating an exceptional, dynamic space for its members and their guests to work in a luxury communal environment. Spring Place understands and appreciates its responsibility to comply with all existing conditions of approval and to be a good neighbor, and now fully comprehends how to do that.
Spring Place has taken immediate voluntary steps to raise its standards of operation, and intends to maintain this dedication far into the future. We look forward to many years of continued success and partnership with the City.
Very truly yours,
Spencer B. Kallick

Subject: Parking Update & Restrictions at Spring Place
Dear Member,
We are writing to share exciting updates and ask that you please re-familiarize yourself with Spring Place Beverly Hills’ parking requirements.
First, Spring Place Beverly Hills members and guests must utilize the club’s valet parking at all times. We’ve made valet parking available to ensure the best possible experience for you and your guests. Parking on neighboring residential streets is strictly prohibited. Please utilize the club’s dedicated valet parking entrance off of Spalding Drive and pull fully into the club’s alleyway entrance.
Second, Spring Place is pleased to announce that effectively immediately we will now be offering complimentary valet after 6pm, Monday-Saturday.
As always, we strongly encourage sharing the love and ridesharing, biking or better yet, walking.
If you have any additional questions, or would like more information on Members Only monthly parking passes and guest parking validations, please do not hesitate to reach out.
Best,

Dear Beverly Hills Planning Board,
Dear Commissioner Ostroff,
We are Beverly Hills residents. I'm writing to inform you of a formal complaint about Spring Place, 9800 Wilshire Blvd. I reviewed the Planning Commission Meeting on November 12th, 2020, and was sent Resolution No. 1927, which approved revisions to the Spring Place Development Plan. https://beverlyhills.granicus.com/MediaPlayer.php?view_id=57&clip_id=7402&meta_id=449331 https://beverlyhills.granicus.com/MetaViewer.php?view_id=&event_id=4442&meta_id=448253 Spring Place is loud and boisterous; on event nights, our streets are clogged with cars; their guests are unpleasant and aggressive; they smoke, scream and drink outside. Spring Place lied to the planning committee and the public. It is not a private members' club. It's a venue that rents out its space to other companies and event planners, who then sell tickets to the general public. Book Spring Place for a party, a nightclub event, a Bar Mitzvah, a wedding, or a supper.
Spring Place disobeys a number of the resolution's criteria, including:
condition 3) Hundreds of visitors after 10 p.m.
Condition 8) Loud music, fitness courses, and DJs on the roof Condition 10) Cars clogging our streets on event days because the garage is too small.
Section 1) Multiple times over 200 external guests, with clearly more than 3 guests per member on each event day.
Spring Place has been deceiving residents and the board. They are not a membership club. Here is the evidence:
Website to rent it:
They are a party spot that can be leased through peerspace.com - a website for booking party locations (in the meantime they removed their entry, but thank god the internet never forgets) https://web.archive.org/web/20210419112937/https://www.peerspace.com/pages/listings/5ee92b0a3f83f0000d212bc8 -March 26, 2022
They rented out their space for a Grammy party that gathered more than 200 people. On the streets, there were a lot of cars and reporters. There was also a TV van parked outside. Hundreds of people can be seen in the photos, both inside and outside the restaurant, as well as on the roof. https://www.gettyimages.co.uk/search/2/image?events=775773738 And here is the press release:

This was a complete disaster! A Bar Mitzvah with over 200 people, according to the footage. The automobiles parked on the street and the drones hovering around reminded me of it. Take a peek at the video on YouTube. Most are under the age of twenty-one, and alcohol is served! I remember one kid vomiting outside. https://www.instagram.com/p/CUJxkWKLbiQ/?utm_source=ig_web_copy_link https://www.youtube.com/watch?v=lrDLf37PpX4

In our residential area, Spring Place is a raucous and unmanageable event venue. Almost every day, they rent out the space to event planners, party organizers, and any other organization that wants to throw an event there. It is available for booking by anyone. Our streets are congested, the music is loud, the guests are hostile, and many are smoking outside. The rule of 3 guests per member is violated at all of these events.
Spring Place is not an exclusive membership club. It's a venue for events. This is a breach of their rules. Our neighborhood is no longer willing to put up with the influx of event goers and their noise! The proof is overwhelming! I respectfully request that you take action. NOW!

Dear Board,
I live in our lovely Beverly Hills neighborhood. I'd like to express my dissatisfaction with Spring Place. They play loud music, host events on a regular basis, and the streets are packed with cars and inebriated visitors.
A) Workout on the roof with around 20 people and loud music. It is dated January 27, 2022. Two huge speakers can be seen plainly. A fitness website promotes the event. The event is free and accessible to the general public. Tickets for the exercise can be purchased. https://vimeo.com/679519034
B) On the rooftop, there was a wedding with about 100 attendees, complete with music and a live band. It is dated February 3, 2022.

C) Wedding on the rooftop. It's from sometime in January 2022, attended by 100 people, including DJs and music on the roof.

D) Neimann Marcus fashion show at Spring Place, which is open to all NM guests. https://vimeo.com/688252916
The Spring Place has posed a persistent danger to our community. I implore you to preserve our community by stopping them immediately.

Hi,
My home is in Beverly Hills. I'd want to make a formal complaint about Spring Place on Spalding.
Spring Place visitors jam the streets with their cars and even after 11 p.m. they blast loud music that can be heard all the way down Spalding. The music and shouting and screaming on the street keep my granddaughter awake when she comes to visit. It got excessively loud after September 2021, and it hasn't stopped since. Every week, they appear to hold at least one or two parties, often ending after midnight.
I'll be happy if the community board takes action against it.

Dear Planning Department,
My request for our neighborhood is that we don't keep losing quality of life (peace & quiet) because of what gets approved. At a recent Polestar Event at Spring Place, they used the alley behind 120 S Spalding Dr. (across the street, next to many residential bedrooms) to wash vehicles with a loud compressor all day.
Please consider when approving, that permits and regulations are often violated and unintended consequences happen when residential neighborhoods are encroached upon. Also please avoid setting legal precedent allowing Rooftop uses that make any noise near residential areas. We get more than enough noise with car alarms & stereos, trash trucks, sirens, traffic horns, etc., without adding more.
Attached below is a sign in the block adjacent to Spring Place, to Lease a Rooftop Restaurant at 9744 Wilshire Bl., yet I haven't seen any indication of a notice, application or permit. I hope our neighborhood doesn't become a Rooftop Restaurant Row. You may recall the giant concert speakers and noise past midnight a year or so ago at this rooftop address. Please remember the people that live very close by.
Thank You Sincerely,
Concerned Neighbor

NOTICE OF PUBLIC HEARING
DATE: Thursday, April 28, 2022
TIME: 1:30 PM, or as soon thereafter as
the matter may be heard
LOCATION: Commission Meeting Room
280A
Beverly Hills City Hall
455 North Rexford Drive
Beverly Hills, CA 90210
PROJECT ADDRESS: 9800 Wilshire Boulevard & 121
Spalding Drive (At the intersection of Wilshire Boulevard and Spalding Drive)
The Planning Commission of the City of Beverly Hills, at a REGULAR meeting on April 28, 2022, will hold a public hearing beginning at 1:30 PM, or as soon thereafter as the matter may be heard to consider:
Review and Potential Amendment of a Development Plan Review. The Planning Commission will review and potentially amend a previously approved Development Plan Review (DPR) that regulates rooftop uses for the buildings located at 9800 Wilshire Boulevard & 121 Spalding Drive. The rooftop areas of these buildings are primarily utilized by a business called Spring Place, which is a co-working office and private membership club that also occupies offices within the buildings. The Planning Commission previously reviewed the operations of Spring Place at its October 24, 2019 study session, and its November 12, 2020 regular meeting, which resulted in the adoption of Planning Commission Resolution No. 1927 that regulates the rooftop uses and certain operations on the site. Pursuant to Condition No. 12 of said resolution, the Planning Commission has requested to review the operations of Spring Place and their compliance with the conditions of approval as a result of receiving several complaints related to activities on the site, and an active Community Preservation case. At this hearing, the Planning Commission will review all current operations and compliance with the conditions of approval of Resolution No. 1927, and may add or amend other conditions of approval affecting Spring Place’s rooftop operations.
This project has been assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA, Public Resources Code Sections 21000 et seq.), the State CEQA Guidelines (California Code of Regulations, Title 14, Sections 15000 et seq.), and the environmental regulations of the City. Upon review, the project appears to qualify for a Class 1 Categorical Exemption (Existing Facilities) and Class 21 Categorical Exemption (Enforcement - 2 -
Actions by Regulatory Agencies) in accordance with the requirements of Section 15301 and 15321 of the state CEQA Guidelines.
The Class 1 exemption is applicable to the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. The project does not involve any physical development, and will be limited to potential changes in the operational limitations of the rooftop areas on the project site.
The Class 21 exemption is applicable to actions taken by regulatory agencies to enforce or revoke a lease, permit, license, certificate, or other entitlement for use issued, adopted, or prescribed by the regulatory agency or enforcement of a law, general rule, standard, or objective, administered or adopted by the regulatory agency, including the adoption of an administrative decision or order enforcing or revoking the lease, permit, license, certificate, or entitlement for use or enforcing the general rule, standard, or objective.
This project is being reviewed by the Planning Commission to ensure and enforce compliance with a previously issued entitlement, and to potentially revoke and/or modify said entitlement.
Accordingly, the Planning Commission will consider a recommendation to find the project categorically exempt, pursuant to Section 15301 and 15321, from further environmental review under CEQA.
