pursuant to the provisions of the California Environmental Quality Act (CEQA), make a determination that the project is exempt from further review under CEQA.
INTRODUCTION
This report is a request for City Council approval to award a contract to the lowest responsible bidder for the Citywide Pavement Marking Project. DISCUSSION In order to ensure that pavement markings meet adopted standards and best practices for visibility and reflectivity for pedestrian and vehicle safety, it is recommended that the City perform an ongoing Citywide striping and marking project. This project will also continue replacing existing marked crosswalks with higher-visibility continental crosswalks, consistent with recommendations from the Traffic and Parking Commission. Through this annual pavement marking project, all remaining crosswalks will be converted to the continental style. The project will also transition the City’s lane lines from the previous standard to the larger, newer standard for increased visibility.
On November 8, 2022, a Notice Inviting Bids was published on the City’s PlanetBids page. Five contractors downloaded the project construction documents as prime contractors.
On November 29, 2022, three bids were received and opened as follows:
Superior Pavement Markings, Inc. $1,035,176.26
Sterndahl Enterprises LLC $1,147,195.00
PCI $1,209,491.70
The above bid amount was tabulated using unit prices, which take precedence over the submitted total bid amounts. All documents submitted by these bidders were in order and the apparent low bidder is Superior Pavement Markings, Inc.
Staff recommends that the lowest bid be accepted and a contract awarded to Superior Pavement Markings, Inc. Superior Pavement Markings, Inc. is an established contractor in good license standing and has previously performed similar work within the City of Beverly Hills.
The project also includes new roadway channelization to add bike lanes on San Vicente Boulevard and Doheny Drive, as approved by City Council in February and June, 2022, respectively.
New channelization on Coldwater Cañon is also included, as directed by City Council at the November 1, 2022, meeting. Following that meeting, Public Works and Fire Department staff conducted a site survey of the length of the proposed restriping and identified locations appropriate for parking. All other locations will be marked with red curb and No Stopping Anytime signs. Parking spaces will be subject to the Red Flag Day and overnight parking prohibitions. Staff will continue to work on methods to clearly communicate to residents and motorists when the Red Flag Day restrictions are in place.
The Police Department and Fire Department have reviewed and approved the plans for the restriping, including parking/no parking areas.
Meeting Date: December 13, 2022
ENVIRONMENTAL ASSESSMENT
The Project has been assessed in accordance with the authority and criteria contained in the California Environmental Quality Act (CEQA, Public Resources Code Sections 21000 et seq.), the State CEQA Guidelines[1] (California Code of Regulations, Title 14, Section 15000 et seq.), and the environmental regulations of the City. Upon review by Public Works Department staff, the project appears to qualify for a Class 1 Categorical Exemption (Existing Facilities) in accordance with the requirements of Section 15301 of the state CEQA Guidelines. This exemption is applicable to the maintenance or minor alteration of existing public facilities involving negligible or no expansion of existing or former use.
Therefore, it is recommended that City Council find the Project exempt from further review under the provisions of CEQA.
