INTRODUCTION
This report provides information and requests City Council acceptance of the contract work indicated below and authorization of the City Clerk to record the Notices of Completion with the Los Angeles County Recorder.

DISCUSSION
Modernization of the Elevators at 221 N. Crescent Drive Parking Structure Aging elevators in parking facilities and City buildings are becoming increasingly prone to lengthy out-of-service periods due to their age and obsolete technology. Under the Capital Improvement Program (CIP), CIP # 00937 has been identified for City elevator replacement and upgrades at parking structures. Phases 1 through 4 were completed in the past few years and now Phase 5, the modernization of four gearless traction elevators at the 221 N. Crescent Drive parking structure, is complete. Phase 5 work included the replacement of the elevators’ motor drive units, controllers, machines, emergency batteries, hoist ropes, service cabinet and car position and hall position indicator buttons.

In addition, the interiors of the elevator cabs were refurbished, including new stainless steel wall paneling and ceiling panels, flooring, handrails, call buttons and lighting. The fire alarm system related to the elevators was also upgraded.

The State of California and staff from the City’s Public Works and Fire Departments have inspected the work and are satisfied that all work performed is consistent with construction documents and permitted drawings.

Hazardous Material Abatement and Selective Demolition at 430 N. Camden Drive The City owns several properties leased to commercial tenants. As leases terminate and a tenant space turns over, the City performs various upgrades to individual spaces to assist with marketing efforts or to deliver the premises in a condition stipulated in a lease agreement. Under Tenant Improvement Program, CIP #00349 budget has been earmarked for landlord improvements costs associated with upcoming turnover of tenant spaces expected during each fiscal year. A building condition assessment was performed and a need was identified for the shell and infrastructure to be upgraded at 430 N. Camden tenant space, in preparation for the future restaurant tenant Maera, to perform its tenant improvements.

In preparation for the shell and infrastructure improvements, the City contracted with the consulting firm of Ninyo & Moore Environmental Sciences to perform a hazardous materials assessment of the tenant space. Suspect materials were found and abatements were required. The scope of work included abatement of asbestos containing material found in the walls and ceilings of the tenant space. To get a head start on construction of the improvements, selective interior demolition was also performed as part of the work scope. The hazardous material abatement and interior demolition task has been completed and the space is ready for shell and core improvements.

Abatement activities were monitored by Ninyo & Moore Environmental Sciences and the report indicates that the asbestos containing materials were appropriately abated. Staff from Public Works and Community Development have inspected the interior demolition work and are satisfied that all work has been performed consistent with construction documents.
