From: Laura Biery, Marketing and Economic Sustainability Manager Subject: Recommendation of the Property Owners Task Force Requesting for City Council to Direct Staff to Study Possible Improvements for City-Owned Parking Garage Façades
Attachment: 1. Memo from Beverly Hills Chamber of Commerce
INTRODUCTION
This item provides the recommendation from the Beverly Hills Property Owners Task Force as reviewed by the Beverly Hills City Council Liaisons for the Property Owners Task Force of Mayor Bosse and Councilmember Nazarian.
DISCUSSION
As part of the Beverly Hills Chamber of Commerce (Chamber) Fiscal Year 2022-23 Work Plan with the City of Beverly Hills, the Chamber is tasked with managing a Commercial Property Owner’s Task Force (Task Force) to help foster dialogue between these key individuals/companies and the City.
During the Task Force’s Quarterly Meeting which occurred on November 28, 2022, the Task Force recommended that the Beverly Hills City Council consider having City staff study possible improvements for City-owned parking garage façades.
Members of the Task Force Meeting expressed that exterior improvements of the Cityowned parking garage structures would promote a more welcoming environment for customers. The City’s parking garages façades set the tone for offering a high-level experience for customers and prospective businesses to the community.
The Property Owners Task Force members requested that the Beverly Hills City Council consider having City staff study the renovation options for the external façades of the City-owned parking garages.
It should also be noted that in general the future of parking garages is likely to evolve and may provide opportunities for adapting to serve other uses. Therefore, if City Council would like to pursue redesigning parking garage building façades, part of the evaluation study would be to identify which parking garages will remain for traditional parking and which may be repurposed for other uses. In addition, some of the existing City-owned parking garages would need seismic retrofitting which may impact façade changes or improvements.

FISCAL IMPACT
There is no direct fiscal impact regarding the recommendation of the Beverly Hills Property Owners Task Force for City Council to direct City staff to study possible improvements for City-owned parking garage façades. If the City Council concurs with the recommendation of the Task Force, the cost for an outside consultant to perform a feasibility study of possible façade improvements for Cityowned parking garages may be brought back to City Council if the cost exceeds existing budgets. The fiscal impact of a consultant led study would be determined based on City Council direction. Façade improvements and seismic retrofitting to parking structures is not an existing CIP project, and if it is pursued in the future a funding plan would need to be identified.
RECOMMENDATION
It is recommended that the City Council provide direction regarding the recommendation of the Beverly Hills Property Owners Task Force requesting for City Council to direct City staff to study possible improvements for City-Owned parking garage façades.
Based on City Council direction, City staff may:
1. Add this item to the City Council Priority Setting session later this year for further review and priority setting; or
2. Return to the City Council at a date to be determined with a cost estimate for the study of the renovation options for the external façades of City-owned parking garages; or
3. Another option as directed by the City Council.

Mr. Mirharooni concluded by saying that the City’s parking garage facades set the tone for offering a high-level experience for customers and prospective businesses to the community. He referenced the Grove and the Americana at Brand as examples of explicit detail for parking structures both interior and exterior designs.
Additionally, Sam Hakim, owner of 152-160 S. Lasky, 153-159 S Beverly, and 415-417 N.
