Due to the number of special events hosted by the City each year, staff is requesting the City Council approve an amendment to this Agreement to increase the consideration to a total of $250,000 per fiscal year for a total not to exceed amount of $750,000 to encompass the various events hosted by the City which require equipment rental.

DISCUSSION
The City of Beverly Hills has several annual, special events as well as a wide variety of other special events which require equipment rentals. Events may include, but are not limited to: art festivals, small concerts, community events, holiday celebrations, and ceremonies such as the installation of the Mayor, City Council, and City Treasurer.

On June 1, 2022, staff in the Policy & Management Department released RFP-22-010- 03 for special events rental equipment with a closing date of June 15, 2022. The RFP was issued through Planet Bids where 33 companies were notified the City was seeking various firms to provide special events rental equipment services. The City also directly emailed the RFP to seven additional vendors.

On June 15, 2022, the City received two responses to the RFP: one from Signature Party Rentals and one from Audio Video LA. A selection committee was formed using staff from Community Services, Policy & Management, and the Police Department to evaluate the responses using the following criteria:
 Demonstrated experience and qualifications;
 Understanding of the requirements and ability to meet the scope of work outlined in the RFP;
 Prior record of performance with local, county, or state agencies;  Equipment inventory and rental pricing; and
 References.

A total of 100 points were available across the five categories, with Signature Party Rentals receiving a score of 95.75 and Audio Video LA receiving a score of 89.75. The City awarded agreements to Signature Party Rentals for special event equipment rentals. The City also awarded an agreement to Audio Video LA for rentals related to audio and video needs. The agreement and purchase order do not require City Council approval due to the value of the annual agreement being less than $100,000 per year.

Since executing the agreement with Signature Party Rentals, the vendor has been used for a variety of events including, but not limited to:
 The installation of the Mayor, City Council, and City Treasurer,  The Fall Art Show, and
 Doggy Daze.

For this fiscal year, the City has spent approximately $65,000 with Signature Party Rentals for various City events. Staff intends to utilize Signature Party Rentals for the April 2023 Mayoral Installation, the Spring Art Show, the Farmer’s Market, and any other community events that may arise over the next several months. As such, staff is seeking to increase the consideration of the agreement with Signature Party Rentals by $150,000 for a total not to exceed of $250,000.

FISCAL IMPACT
Funding exists in the FY 22/23 City Council approved budgets for Community Services, Policy & Management, and Police Department for the increase in consideration for this Meeting Date: February 7, 2023
