Honorable Mayor & City Council
From: Craig Crowder, Fleet & Facilities Manager
Michael Hensley, Deputy Director of Public Works-Operations Subject: A PURCHASE ORDER TO 911 VEHICLE FOR A TOTAL NOT-TOEXCEED AMOUNT OF $157,277.76 FOR THE UPFITTING OF ONE (1) FIRE DEPARTMENT BATTALION COMMAND VEHICLE
Attachments: 1. 911 Vehicle Upfit Quote #11922-1

RECOMMENDATION
Staff recommends City Council move to waive the bidding requirements as it is in the best interest of the City and approve a purchase order in the amount of $157,277.76 to 911 Vehicle for the upfitting of specified replacement Fire Battalion Command Vehicle.

INTRODUCTION
The Public Works Fleet Services program supports City efforts to provide exceptional service to the community by procuring and maintaining over four-hundred and fifty (450) fleet vehicles and equipment. Each fleet vehicle has an estimated life expectancy based on the type of vehicle, its operational use and the effectiveness of ongoing preventative maintenance and repair. Fleet Services staff performs routine preventative maintenance to help ensure that vehicles meet or exceed their estimated life expectancy. Each vehicle is thoroughly inspected when it meets the anticipated replacement period to assess whether replacement is warranted or if the vehicle can continue to be used past the recommended lifecycle.

The Beverly Hills Fire Department (BHFD) Command Vehicle indicated in this report is a replacement for the 2007 Battalion Command Vehicle that is currently in service. This 2007 command vehicle has met the criteria for replacement and will be purchased through a separate request to the City’s Finance Division, as the purchase price is approximately $85,000 and under the City Council threshold. This replacement command vehicle will be used by the Fire Department Command Staff as part of their efforts to provide excellent service to the community. This Agenda Report is a request only to upfit the new replacement Battalion Command Vehicle.

DISCUSSION
“Upfitting” is an industry term for installing or equipping vehicles with emergency equipment. In conjunction with vehicle procurement, Fleet Services staff customarily confers with the client departments to determine the types of emergency equipment needed for each new vehicle before it is placed in service. In order to maximize the life expectancy for high-cost items, existing components that can be reused or transferred are removed from surplus vehicles and transferred to replacement vehicles.

Components that can no longer be used and vehicle-specific equipment must be purchased and installed.

After conducting an extensive joint research and deliberation, the BHFD has decided to follow the Los Angeles City Fire Department (LAFD) direction and move to a heavy-duty pickup chassis vehicle for the battalion command vehicle platform. The upfitting of this vehicle shall also reflect the operational platform of the LAFD Battalion Command vehicles. During this deliberation process, staff came to a consensus that by adopting a mirror-image upfitting, the BHFD Battalion Command vehicle would ensure a proven and reliable set up and give the vehicle its highly needed inter-agency operational capability.

This heavy-duty one-ton pickup chassis vehicle will not only support the weight and onboard equipment of the vehicle while providing better functionality, but also allow BHFD to tailor the vehicle design after other agencies that have pioneered this direction.

In addition to the vehicle platform change, there are some battalion operational platform changes that are reflected in the vendor upfitting quote (See Attachment 1), such as items that support upgrades to the Motorola radio operations to enhance inter-agency operability and upgrades to the Apple TV screens that support the following applications:
tablet-based command organization, Google Maps, drone video camera feeds and multinews outlets for extended emergency response incidents.

Because of the truck chassis and command center operational body changes, this new battalion command vehicle platform will need to have all new equipment purchased and installed in order to support its operation. The Fire Department’s preferred upfitting vendor, 911 Vehicle, has many years of experience in the upfitting of these types of emergency vehicles and has tailored this battalion command vehicle set-up to closely follow the vehicles they have upfit for LAFD, San Diego FD, Pasadena FD, Burbank FD and Culver City FD, to name a few. 911 Vehicle also upfit the City’s previous 2007 Chevrolet Suburban battalion command vehicle that is being replaced through this process. Hence, it is in the best interest of the City to waive the bidding requirements and utilize 911 Vehicle for these upfitting services. A few of the items that will be included in the complex upfit process for this battalion command vehicle are:
• Dual Absorbed Glass Mat (AGM) battery systems for the truck chassis as well as the command center operations.
• Custom DC power / ground electrical system for command center operations. • 911 Emergency Vehicle custom vehicle load manager system. • Code 3 emergency siren and lighting controller.
• Code 3 vehicle specific emergency lightbar an associated emergency lights surrounding the vehicle.
• Rear emergency warning arrowstick.
• Custom center console for mounting radios, on-board computer, map / storage box.
• Interior LED lighting for command center operations.
• Rear command module on heavy-duty slide out frame.

• Wiring provisions to support new Motorola dual and single head radios in truck chassis and rear command center.
• All antenna and ground plane infrastructure to support communication operations.
• Firecom 4 radio intercom system.
• Dual command center high visibility remote monitors and associated electrical and mechanical supporting devices.
• 10 mobile radio chargers throughout vehicle.
• Custom on-board battery charger and pure sine inverter. • Custom Fire Department vehicle specific graphics package. • Custom vehicle specific color matching rear command center shell.

Being a front-line unit that serves as the on-scene nerve center during a fire-suppression or rescue operation, this vehicle is equipped with a variety of equipment that enables the Battalion Chief to conduct decisive command and control of personnel and the situation.

Additionally, due to the mutual agreement between local fire agencies, the BHFD Battalion Command Vehicle must also be capable of being utilized as the on-scene command-and-control station during a multi-agency firefighting or rescue operation.

Given this responsibility, the BHFD Battalion Command Vehicle has been designed and equipped in such a manner that allows inter-agency operability.

FISCAL IMPACT
The upfitting cost for this Fire Department Command Vehicle has doubled since the vehicle being replaced was originally built in 2007. A 5% contingency has been included as a precaution in order to support changes to part or component availability. This contingency will only be approved for usage after review and approval by the City.

These costs are included in the table below and a summary of the Vendor’s price quotes for the vehicle specified by the City of Beverly Hills (See Attachment 1) is as follows:

Material Cost: $74,993.00
Labor Cost: $61,800.00
Subtotal: $136,793.00
Tax (9.5%): $12,995.34
Contingency (5%): $7,489.42
Total: $157,277.76
Funding for this purchase is included in the Fiscal Year 2022/23 City Council-approved Department budget.
