“A RESOLUTION OF THE CITY OF BEVERLY HILLS AUTHORIZING THE
GRANT APPLICATION, ACCEPTANCE, AND EXECUTION FOR THE LA
CIENEGA PARK WELLS PROJECT AND ADVANCED METERING
INFRASTRUCTURE (AMI) I AUTOMATED METER READING (AMR)
PROJECT”; and
2. Approve and authorize the City Manager or her designee to execute any and all necessary agreements and other grant-related documents to the California Department of Water Resources.
DISCUSSION
The California Department of Water Resources (DWR) offers various funding and grant opportunities in furtherance of the State of California’s (State) efforts to mitigate drought concerns and reduce dependence on imported water. Grant funding is essential in meeting the City’s long-term water independence goals and objectives.
Meeting Date: March 7, 2023
DWR is administering the Urban Community Drought Relief Grant (Grant) meant to provide aid in the implementation of drought relief projects including projects that enhance local water supply, new wells or rehabilitation of existing wells, and other projects that address drought impact. The City of Beverly Hills is pursuing the Grant to offset costs for the La Cienega Park Wells Project and the Advanced Metering Infrastructure (AMI) I Automated Meter Reading (AMR) Project. The La Cienega Park Wells Project provides immediate drought relief by drilling two new wells in a very low priority basin that will provide approximately 760 AFIY of water reducing imported water supplies by an equal amount, reducing the regional drought impacts to the water supply, and increasing local water supply reliability. The AMI/AMR Project is a long-term planning project to evaluate and pilot test an estimated 2,720 meters that will lead to the citywide replacement of the existing meters and metering network with new meters and infrastructure in the future. The new meters will provide accurate accounting of water consumption and utilization of technologies that provide nearly real-time reporting of water use which will allow the City to alert customers of potential water leaks and excessive consumption sooner. Staff submitted the application which was due on January 31, 2023.
DWR requires a City Council Resolution for the grant application. The Resolution (Attachment 1) will meet DWR’s application requirements by authorizing the City Manager or her designee to apply, prepare, and file the application for funding with the DWR, execute the funding agreement, and submit any required documents, invoices, and reports required to obtain the grant funding. The approved resolution must be submitted prior to the execution of any agreement.
FISCAL IMPACT
If adopted, the resolution will provide an opportunity to secure DWR grant funds to help meet current and future water needs. The Urban Community Drought Relief Grant administered by the DWR requires a minimum non-State cost share of 25% of the total application costs. The City is requesting $9,324,000 from the State with the City’s cost share portion at $3,108,000, which will come from the adopted CIP budget ($2,310,000 from CIP 916- La Brea Basin Well Development and $798,000 from CIP 669- Water Meter Replacement.)
