RECOMMENDATION
Staff is requesting City Council approve an appropriation in the amount of $370,000 from the Water Enterprise Fund, to fund the On-Call Pavement Repairs Project work for the North Hillcrest Road main break emergency pavement repairs and approve a change purchase order in the amount of $700,000 to Palp Inc., dba Excel Paving Company (Excel) for a total not-to-exceed amount of $2,215,360.
INTRODUCTION
The On-Call Pavement Repairs project scope of work is to provide pavement repairs after water main breaks, water meter installations and other water related pavement cuts. The North Hillcrest Road water main break occurred on February 23, 2023, causing severe damage to the roadway and underlying subgrade, requiring a portion of the roadway to be reconstructed.

DISCUSSION
On April 12, 2022, City Council awarded the On-Call Pavement Repairs project to the lowest responsible bidder, Excel, and approved a purchase order in the amount of $1,515,360. The scope of work for this project is generally the repair of the right-of-way after being impacted by water main or water meter work. At the start of the project, the City had a backlog of over 200 repair locations, over half of which have been repaired at this time.
On February 23, 2023, the water main on North Hillcrest Road broke, severely damaging the roadway with sections of the roadway lifted six inches and other sections experiencing a few inches of sinking. After surveying the damage, staff determined that the west section of road, from 1059 to 1029 North Hillcrest Road, would need to be reconstructed. The reconstruction scope involves the removal of the existing asphalt and subgrade and the construction of new asphalt over base material.
The requested change order amount of $700,000 includes the price quoted by Excel for reconstructing this section of roadway, incidental repairs outside of the reconstruction area and contingency and results in a purchase order not-to-exceed value of $2,215,360.
FISCAL IMPACT
The Water Enterprise Fund (CIP Project No. 00195 – Street and Sidewalk Improvements, Water Enterprise Fund) currently has approximately $330,000 available for use.
Staff is requesting that City Council approve an appropriation in the amount of $370,000 from the Water Enterprise Fund to fund the On-Call Pavement Repairs project. The total change order cost is $700,000.
