Installation of CCTVs at 450 N. Rexford Dive and 9510 Brighton Way Parking Structures Staff recommends that City Council move to accept the described contract work with A. J.
Kirkwood & Associates and authorize the City Clerk to record the attached Notice of Completion.
INTRODUCTION
This report provides information and requests City Council acceptance of the contract work indicated below and authorization of the City Clerk to record the Notices of Completion with the Los Angeles County Recorder.
DISCUSSION
Painting Project at 221 N. Crescent Drive Parking Structure The Capital Improvement Program, CIP # 00786, includes a project to address capital maintenance and improvements for the City’s parking facilities geared toward improving operations and ongoing maintenance of the building structures. Due to the high usage of 221 N. Crescent Drive, this structure was prioritized to be entirely painted including public interior walls and ceilings and exterior walls to refresh the building image.
Staff from the Public Works Department inspected the work and is satisfied that all work performed is consistent with construction documents.
Wayfinding Signage Project at 221 N. Crescent Drive Parking Structure The Wayfinding Signage Program provides garage identification consistent with the standards developed for City’s parking structures. The Parking Program Upgrades and Improvements, CIP # 00786, budget has been earmarked to improve the signage on the interior and exterior of parking structures. Fifteen (15) parking structures have already been furnished with new wayfinding signage, 221 N. Crescent Drive parking structure wayfinding signage installation is the recent addition to the list of structures with standard signage, leaving three more structures to complete the list.
Staff from the Public Works Department inspected the work and is satisfied that all work performed is consistent with construction documents.
Installation of CCTV at 450 N. Rexford Drive and 9510 Brighton Way Parking Structures The Parking Program Upgrades and Improvements, CIP # 00786, includes a project to add a closed-circuit television system (CCTV) to all parking structures. By Fiscal Year 2021/22 fifteen parking structures were fully equipped with CCTVs. By December 2022, five additional parking structures were furnished with interim CCTVs. Installation of cameras has been completed at 450 N. Rexford Drive and 9510 Brighton Way resulting in all parking structures being equipped with CCTV cameras. The work completed includes high-definition security cameras at all levels of the two parking structures. The City furnished all the cameras and switches and contractor A. J. Kirkwood installed the infrastructure. The documents also included modifications to upgrade the City Municipal Area Network (MAN) cabinet and associated fiber. This project was completed with the Capital Improvement Program, CIP # 00786, which includes funds to install CCTV to the City’s parking structures.

FISCAL IMPACT
Painting Project at 221 N. Crescent Drive Parking Structure Funding for this work is budgeted in Fund 810, Capital Improvements Program No. 00786, Parking Program Upgrades and Improvements. The total contract amount is $199,443, which includes a contingency amount of $24,493. Due to added scope and existing unforeseen conditions, four change orders were issued totaling $31,375. The total project cost amounts to $206,325, thus the contract was amended to include an additional amount of $6,882.
The current amount paid on the contract is $196,008.75, with a retention balance of $10,316.25 to be paid 35 days after the recordation of the Notice of Completion.
Wayfinding Signage Project at 221 N. Crescent Drive Parking Structure Funding for this work is budgeted in Fund 810, Capital Improvements Projects No. 00786, Parking Program Upgrades and Improvements. The total contract amount is $180,837.25, which includes a contingency amount of $16,439.75. Due to existing unforeseen conditions, two change orders in the amount of $7,413.56 were issued. The project cost amounts to $171,811.06, thus a balance of $9,026.19 will be credited back to the original funding source.
The current amount paid on the contract is $163,220.51, with a retention balance of $8,590.55 to be paid 35 days after the recordation of the Notice of Completion.
Installation of CCTV at 450 N Rexford Drive and 9510 Brighton Way Parking Structures Funding for this work is budgeted in Fund 810, Capital Improvements Projects No. 00786, Parking Program Upgrades and Improvements. The total contract amount is $511,037, which includes a contingency amount of $54,754. Due to existing unforeseen conditions, three change orders in the amount of $42,210.10 were issued. The project cost amounts to $498,493.10, thus a balance of $12,543.90 will be credited back to the original funding source.
The current amount paid on the contract is $473,568.44, with a retention balance of $24,924.66 to be paid 35 days after the recordation of the Notice of Completion.
